Location: Uganda

CARE USA seeks an OVC Design Consultant for immediate work in Uganda. This individual would be responsible for assisting CARE on their proposed approach to OVC and HIV, and will be responsible for leading a project design workshop and producing a finalized project design and results framework. The consultant will prepare an analysis and provide recommendations to CARE that will improve CARE's competitive positioning and proposal development for upcoming funding opportunities.

The OVC Design Consultant will be expected to assist the OVC/HIV team in Uganda through activities such as:

* Review existing documents related to OVC in Uganda, including, but not limited to; project evaluations or reports; epidemiological/social analyses; strategy documents from the USG, the Ugandan Ministry of Gender, Labor and Social Development; and others as appropriate; and national/donor policy guidelines which may be relevant to the design of this program.
* Provide a set of recommendations on key strategic issues that USAID will prioritize through OVC funding and which the consortium should address during the results framework workshop. These preparations will include a draft results framework which will serve as a starting point for discussion.
* Lead a three day results framework/project design workshop attended by the consortium participants (including technical specialists in OVC). The consultant will also facilitate a discussion of consortium members' roles and responsibilities in the execution of this program, which will inform their development of preliminary technical strategy.
* Lead a "competitive analysis" session (post results framework workshop) to guide consortium members through an analysis of their relative strengths/weakness regarding the bid, and potential remedies for any weaknesses identified.

Qualifications:

* Demonstrated ability to build and maintain relationships with host country counterparts and ability to collaborate with USAID
* 5+ years demonstrated experience specifically in Orphans and Vulnerable Children (OVC) programs
* Master's degree in public health, public policy, social science, or international development.
* Strong writing and analytical skills
* Demonstrated proposal writing experience for USAID-funded projects
* Experienced in program design and analysis
* Leadership skills and data analysis abilities

Candidates with prior USAID/USG reporting experience will have priority consideration.

Anticipated Start Date: Mid October 2010

Duration: 3 weeks - may be extended upon securing additional funding
