BASIC FUNCTION OF POSITION

Incumbent provides office management support to the Political and Economic Sections.  He or She has no supervisory responsibilities and backs up the Office Management Specialists for the Ambassador and the DCM, respectively.  Incumbent must be a U.S. Citizen, eligible for a Top Secret security clearance.

REQUIRED QUALIFICATIONS

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education Required: Completion of a high school diploma is required.

2.  Work Experience:  Three years of administrative, managerial, secretarial or related experience is required.
3.   Language Requirement: Level III English ability (good working knowledge) is required.
4.   Knowledge:  Must be familiar with the mission's organizational structure, as well as possess a good working knowledge of Department of State or associated agency regulations, practices and procedures, particularly in the office management field is required.
5.  Skills:   Must be tactful, yet effective, in dealing with American personnel, especially the Executive Officers.  Must be highly motivated, with excellent interpersonal skills and ability to work independently. Must have standard typing and computer skills.
Normally, candidates for employment are hired at the first step.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous government service and pay level warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.

SELECTION PROCESS

After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews.  The selected candidate must pass pre-employment medical and security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.

Diploma Holder's Entry

To qualify for admission under this scheme, candidates must be holders of at least Second Class or Credit Diplomas or the equivalent relevant to their desired fields of study. The number of candidates admitted to each programme under the Diploma Holders Avenue under the Government Sponsorship should not exceed 5% of the intake per programme, except for Bachelor of Adult and Community Education whose quota for Diploma Holders is up to 30% of the intake for the programme. For the Private Scheme the quota for Diploma Holders applicants varies as will be determined by each Faculty/Institute/School. The following programmes currently do not participate in this scheme:

Mature Age Entry Scheme is one of the three avenues of admission to Undergraduate programme to Makerere University.

    *  For a candidate to qualify for entry to the University he/she must sit and pass the University Mature Entry Examination.
    * To be eligible for the Examination, the candidate must be at least 25 years old before the 1st August of the year in which admission is sought.
    * No candidate who had previously attended a programme at Makerere University shall be re-admitted to the University under this scheme to a programme of study in which he/she failed to qualify during his/her previous attendance.
    * The Mature Age Entry Scheme like other avenues of University entry is open to both Ugandans and Non-Ugandans.
    * Application Forms for those intending to sit the Examination at Makerere University are issued at the University, in Room 505, Senate Building on payment of an Application Fee of Shs. 80,000/- (Shs.50,000/- for the National Aptitude Test and Shs. 30,000/- for the Programme Specific Examination).

Makerere University Admission

A candidate shall be deemed eligible for consideration for admission to a first degree programme of the University if the candidate has obtained:

   1. The Uganda Certificate of Education (O’level) or an equivalent qualification; and
   2. At least Two Advanced level passes in approved subjects at the same sitting of the Uganda Advanced Certificate of Education Examination (A’level) or an equivalent qualification.

For purpose of this regulation, except where otherwise provided for, all subjects offered by the Uganda National Examinations Board at ‘O’ level or ‘A’level are regarded as approved subjects. A pass in the General paper will count for admission to any programme in the University

Faculty/School/Institute Requirements

Within the framework of the General Direct Entry Requirements, there may be special Faculty/School/Institute Requirements which a candidate must fulfill to gain admission to a programme in a specific Faculty/School/Institute.

Weighing Criteria

   1. All subjects taken at the Advanced Level of Education are grouped into four categories and weighed as follows for purposes of admission to any programme of undergraduate study in the University.

               4. Others 0.5

‘A’ level weighting system is based on the following grade point.
A=6, B=5, C=4, D=3, E=2, O or subsidiary pass = 1

   1. For a given candidate, not more than three subjects at the principle level shall carry a weight of 3,2 or 1.
   2. For a given candidate, principle level subjects in excess of the three defined in 1.1 (i) to (iii) above, shall be designated as “Others” and shall each carry a weight of 0.5.
   3. Not more than two subjects shall be designated as “Essential.” The essential subjects must be passed with principle grades.
   4. A pass in a subject taken at the subsidiary level such as General Paper, shall carry one point. A subsidiary pass in General Paper ranges from grades 1 to 6.
   5. In the case of programmes where “Essential” subjects may be three or more, an “Essential set” of subjects is defined. The best performed two subjects of the essential set shall be designated as “Essential subjects” and weighted three. The 3rd best done subject form the Essential Set shall be designated as the “Relevant Subject” and weighted two.
   6. The subjects designated as “Essential” must be passed at principle level.
   7. For “o” level grades, Distinction, Credit and Pass carry weights of 0.3, 0.2 and 0.1 respectively.
