Reports to the Managing Director (administratively) and to the Regional Human Resources Manager (functionally)

Purpose of the Role:

The Human Resources Coordinator manages the day-to-day operations of the Human Resource Office, taking responsibility for managing the administration of the human resources policies, procedures and programs.

The HR Manager carries out responsibilities in the following functional areas: organizational development and recruitment management, Human Resource Information Systems (HRIS), employee relations, training and development and benefits and compensation management.

Key Responsibilities:

Plan, organize, direct and control the recruitment processes
Plan and conduct new employee orientation to foster positive attitude toward organizational objectives
Prepare and manage the budget for HR operations
Analyze training needs to design employee development, skills training
Maintain records and compile HR information system reports concerning personnel-related data such as recruitments, promotions, training, transfers, performance appraisals, and absenteeism rates.
Administer compensation, benefits and performance management systems.
Perform any other duties and responsibilities as required by management.
Requirement:

Educational Qualifications and Experience Required:

Minimum of a Bachelor’s degree or equivalent in Human Resources, Business, or Organization Development.
Specialized HR training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labour relations would be added advantages.
Active affiliation with appropriate Human Resources professional networks and organizations.
A minimum of five years of progressive experience in Human Resources management positions.
Knowledge and experience in employment law, recruitment, organizational planning, organization development, employee relations, safety, employee engagement, employee development and performance management.
Experience in the administration of benefits and compensation programmes and other Human Resources recognition and engagement programs and processes.
Excellent organizational management and reporting skills.
Ability to lead, develop and support staff.

MAYANK Anti-Corruption Coalition (MACCO) is a civil society regional anti-corruption network based in West Nile. MACCO works to enhance transparency, accountability and responsive governance with a view to improve service delivery, human rights and pro-poor policy environment. In our 5 years Strategic Plan (SP), MACCO identifies three focus areas under governance; (1) inclusion and participation of the very poor and marginalized in decision­-making processes, (2) curtailing corruption and misuse of public and private resources, sustainable livelihoods. Our partner, Center for Governance and Economic Development (CEGED) is a not-for-profit organisation that was started in 2009 and has founder members that pride themselves of over a decade of active community development work within the West Nile region. The aspiration of CEGED is to be a center of excellence in the promotion of good governance practices and initiatives for economic prosperity, all focusing on poverty reduction in line with the Government of Uganda’s National Development Plan and the Millenium Development Goals (MGDs). The vision of CEGED is “to promote Good Governance as a catalyst for socio-economic development in the West Nile sub-region”. The activities of CEGED aim to result in a simplified accountable Government, a responsible and economically empowered citizenry. CEGED works in partnership with SNV to facilitate sustainable local solutions in Agriculture and Water Sanitation and Hygiene. It takes lead to facilitate CSOs learnings to pursue a vast range of different goals, including promoting voice and accountability in policy development and implementation

We have received funding from the European Union under Democratic Governance and Accountability Programme (DGAP) to implement Community Empowerment for Social Accountabiltty (CESA) project’.. CESA is aimed at building citizens civic competencies to participate in local governance and be able to hold their leaders to account. This is intended to be achieved through an interactive and collaborative process that will have capacity of CSOs in

Adjumani, Moyo, Yumbe and Nebbi districts strengthened and motivate local authorities and leaders to engage with citizens while being accountable and responsive to the needs of the poor and marginalize people in West Nile. CESA shall be implemented in partnership with Centre for Governance and Economic Development (CEGED).

We are now looking for qualified Ugandans to take up job positions in this project as below;

Project Assistants (2 positions)

The purpose of this position is to manage program- support functions at MACCO and CEGED Arua offices. The holder of the position will be responsible for documentation of the accomplishments, Processes and learnings, Manage ICT functions; and provide high quality Project secretarial support functions to our partners and clients. Specifically He/or she will: Provide technical support to all the program officers to organise materials, provide specific written content such as program briefs, success stories, promising practices and lessons learnt, and gather available photographs and videos.

Key Responsibility Area

a) Assist in mobilisation of clients, and prepares workshop and trainings materials

b) Gather program information and condense it into well written web content

c) Ensure that documentation is one medium such as videos is also written for print and web versions

d) Keep track of documents, drafts and ensure that required full rounds of edits and approvals that are required take place

e) Assist with the logistics that are in line with documentation processes

f Assist with procurement processes necessary for hiring services such as writers, designers, photographers, printers etc.

g) Assist with the preparation of reports and any other activities as directed by the supervisor
Requirement:

Qualifications/ Requirements

■ Bachelors degree in Mass Communication, Development Studies or related work experience of minimum 3 years, in similar position, post graduate training or graduate in relevant discipline.

■ Experience in Governance, policy advocacy, Human rights based approach is an added advantage.
