Job Title: Completion Operation Manager

Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.

Primary Function: Responsible for completion, work over operation and ESP running and pulling operation and technology management of the company.

Responsibilities:

    Organize to review the completion, work over and ESP running/pulling operation program and to execute the program based on the plan.
    Ensure the health, safety, environmental protection, quality, schedule and cost control in the operation.
    Coordinate daily with operation related contractors and service providers and operation site to ensure a safe and efficient operation.
    Provide advice on the tendering plan and strategy of the service and material procurement and on the technical bidding evaluation in the process of operation. preparation.
    Provide professional completion operation advice for the safety emergency during production.
    Provide contractor performance evaluation at the end of operation.
    Other duties assigned by leaders.

Requirement:

    Bachelor's Degree or above in Petroleum engineering, drilling and completion or the related,
    At least 10-year related working experience.

Knowledge:

    Extensive knowledge of completion operation technology and process.
    Extensive knowledge of laws of oil ESP safety and environmental protection,
    Knowledge of cost control, economic contract and laws.
    Understanding of petroleum contract, reservoir, geology and oil production.

BASIC FUNCTION OF POSITION
Assigned as one of the janitors performing duties at GSO warehouse, US Mission office buildings and residential leased properties.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education required:  Completion of elementary school is required.
2. Work Experience required: Two years of janitorial experience is required.
3. Language required:  Level I English ability (Rudimentary knowledge in both written and spoken) is required.
4. Knowledge required: Proper use of cleaning materials and safe disposal of cleaning materials detergent and chemicals is required.
5. Skills and Abilities required: Ability to maintain offices clean, neat and safe is required.

SELECTION PROCESS
After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews.  The selected candidate must pass pre-employment medical and security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.


ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.   Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5.   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
