Post: Operations Officer
Scope of Work:
The overarching objective of the assignment is to provide the operational support to the project coordinator designated by the ministry of health to ensure efficient planning and timely implementation of the project activities and meeting the project reporting requirements.
• Establish or adapt existing systems and procedures for successful; implementation of the project.
• Support Project Coordinator in project implementation, and provide oversight: for the project team
• Review and consolidate draft annual plans for activities implemented at the national level in consultation with the: project focal points at the Central Public Health and National TB Reference laboratories and the Integrated Disease Surveillance Program.
• Draw annual implementation plan, procurement plan and budget under the guidance of the Project; Coordinator.
• Support the Project Coordinator in monitoring the annual implementation plan as well as the procurement plan and budget execution.
• Support the satellite laboratories participating in the project to ensure timely preparation of annual operational plans.
• Undertake regular visits to project laboratories and other agencies supporting implementation (infrastructure unit, procurement and disposal units) to identity implementation bottlenecks and bring them to the notice of the Project Coordinator for prompt resolution.
• Prepare monthly sight reports, summarizing the activities undertaken and key implementation problems.
• Ensure timely submission of interim financial reports and progress reports on project performance indicators, working closely with the designated Project Accountant and M and E Consultant.
• Maintain an inventory of all project assets working with the Project Accountant and focal points of the laboratories supported by the project.
• Prepare minutes of all project meetings and maintain a repository of project activities
• Perform any other task relevant to the project assigned by the Project Coordinator.
Qualification:
• Masters in business administration/Project Management and/or in Public Health or its Equivalent.
Experience:
At least 5years out of which 3 years in a health related organization involving laboratory activities
Skills:
• Demonstrated ability to excel in a team environment with multi-tasking.
• Demonstrated Leadership skills and self drive
• Demonstrated ability to handle good working relationships with senior officials and technical experts in government, NGOs, and international; agencies.
• Strong quantitative skills and proficiency in computer applications especially Excel and Microsoft.
• Effective communication skills in English, both verbal and written.
Reporting:
• The consultant will be reporting to the; Project Coordinator
Deliverables:
• Monthly activity reports, summarizing key activities undertaken during the month
• Quarterly project progress reports
• Annual Implementation and Procurement plans and Budgets
Duration of Contract:
• Two-year contract with extension; based on performance.
