Mbarara Reporting Relations; The Human Resources Assistant report to the Human Resources Manager Job Summary: The Human Resources Assistant provides specialized support in the day-to- day management and administration of the human resources function. While the focus is typically on HR administration & compliance, the position may also support other functional areas such as recruitment, staff orientation, training & development, employee relations, compensation & benefits, and performance management.

Key Duties and Responsibilities:

    Support recruitment processes, including posting vacancy announcements, tracking and reporting on recruitment processes, preparing interview files and schedules, and assisting with reference checks for final job candidates.
    Support administration of HR policies; including employee terms & conditions of service, leave records etc. Administer the organization medical scheme.
    Ensure complete and up-to-date employment documentation and confidential handling of employee information.
    Ensure all required employee documentation is obtained, correctly filed, and updated as necessary. Ensure all employees are in receipt of critical HR documents, including a current contract, employee handbook, and job description.
    Update HR Payroll and HR system and track contract expiry dates for renewal.
    Ensure any changes in an employee’s status are adequately documented.
    Support the orientation and on-boarding of new employees, welcome package, orienting staff regarding employment conditions, registering staff for benefits schemes, and ensuring new staff have appropriate work spacs- and resources.
    Support the management and general administration of employee leave and other leave related processes.
    Prepare and update the human resources data base, and update the organization chart on a monthly basis and circulate to employees.
    Assist with employee safety, welfare and wellness programs, and support internal communications and staff training & development needs.
    Assist in providing support on performance management system and ensure that key dates and deadlines are met.
    Ensure compliance with all internal policies and procedures as well as external regulatory concerns and applicable labour laws.

Requirement:

    Bachelor's degree in Human Resource Management, Business Administration, Organizational Psychology from a reputable university.
    A post graduate diploma in Human Resources Management will be of an added advantage
    2-3 years hands on experience as HR assistant with a reputable organization.
    Experience gained in international non-profit sector preferred.

The Communication and Outreach Officer reports to the Country Director

Job Summary:

This position is responsible for the design, implementation and evaluation of communication, advocacy and outreach initiatives which build on EGPAF’s technical expertise and credibility to increase awareness of and support for prevention of mother-to-child transmission of HIV and paediatric HIV/AIDS care and treatment. The focus of these initiatives will be to educate policy makers, opinion leaders, the media, civil society organizations and the public about pediatric AIDS issues through partnerships with various civil society and governmental organizations, PEPFAR partners, and others, including HIV &AIDS networks and forums in Uganda. S/he reports to the country director who-provides leadership and technical support to the communication and outreach programme. S/he works with the EGPAF PMTCT’ and care and treatment team.

Key Duties and responsibilities:

Management of the EGPAF policy, communication and outreach outcomes

    Under the guidance of the country director, develop and implement a coasted communication and outreach strategy for the Uganda programme, with objectives and performance indicators
    Prepare annual work plan and budget as per EGPAF’s planning system
    Implement planned activities with the EGPAF program team, allies and partners and reporting as required
    Produce quarterly narrative reports against the planned budget and performance indicators
    Work with the community linkage team to understand the work of the districts and build capacity and identify areas for communication.

Consultation, coordination and support to the districts/regional level

    Participate as a member of technical committees e.g. the IEC subcommittee of the AIDS Control Program and other networks in Uganda Organize and co-ordinate communication and education related meetings, prepare agenda, produce minutes, and ensure follow-up of action agreed in the policy meetings for EGPAF.
    Participate in external meetings and events as requested, including at local, regional and national levels
    Collaborate with the MoH in matters related to communication and education.

Representation and communication:

    Represent the EGPAF programme to key stakeholders, partners and allies, donor agencies, government bodies, etc. Be able to report effectively on progress of the communication and outreach program
    In collaboration with other communication partners, participate in the design and finalisation of all EGPAF communication and outreach materials.
    Collaborate with other partners ( e.g. ANECCA, UNICEF, WHO, UPA) in organising and managing meetings and events with national, regional and District officials, including Members of Parliament) Manage partnership with UHMG and other projects that will emerge related to communication and outreach supported by EGPAF

Outreach support to the PMTCT and care and treatment programme:

    Support the PMTCT and care and treatment programme team to develop communication and outreach initiatives at community and district levels. Provide information, materials for outreach and advice as appropriate Work with the care and treatment and PMTCT programme team to identify and address key communication and education issues arising from the programs
    Document PMTCT and care and treatment programme success stories and share these with partners at the local and national levels

Outreach to media:

    Working with Regional Communications Officer, increase awareness among the Ugandan media on paediatric AIDS and prevention issues and expand media coverage of Foundation’s work and of paediatric AIDS and prevention issues.
    Working with Regional Communications Officer to develop and distribute press releases, media advisories, fact sheets and other appropriate materials to support media coverage of Foundation and partner activities.
    Working with the EGPAF Regional Communications Officer to prepare EGPAF leadership and other spokespersons for media interviews and/or presentations.
    Develop visibility materials describing Uganda Country program, activities and achievements.
    Establish relationships with USG Uganda and other donors/ partners / media officers and coordinate and support media activities as appropriate.
    Prepare media and site briefs and speeches for senior EGPAF officers and coordinate inauguration of CTC and PMTCT clinics in the sites.
    Organize for media workshop to build capacity of the journalists on the area of PMTCT and care and treatment.

Requirement:

    A Bachelors Degree in Communication, Journalism or Social Sciences from a recognized university with vast experience in advocacy both at national and international forums.
    Masters Degree in Public Health is of an added advantage.
    At least five years of experience in HIV communication and education of health programs in Uganda.

Knowledge, Skills and Abilities:

    Analytical and excellent at written communication skills.
    Excellent reporting skills is most desired.
    Ability to manage multiple priorities while working as part of team.
    Ability to deliver timely results under minimal supervision.

MICROENTERPRISE DEVELOPMENT

    Design and implement creative, locally-appropriate marketing to increase product and brand visibility, including social media, to improve local awareness of and access to AFRIpads Menstrual Kits
    Mobilise and manage payments from participating VSLA members, track stock against sales as well as income
    Maintain diligent, accurate records and administration of all sales-related activities, including daily, weekly, and monthly reporting, in addition to quarterly and annually reports.

PROJECT MANAGEMENT

    Prepare all financial reporting, budgets, and stock-sales records on the project and be accountable for all designated project resources.
    Develop and submit quality and timely project reports based on the key project indicators and reporting formats as required by the donor and Plan.
    Develop and implement a system for capturing, documenting and disseminating project experiences on development of an AFRIpads business model, sanitation marketing, achievements, lessons learned and best practices to stakeholders (M&E)
    Establish and maintain appropriate working relationships with the major partner, Plan, as well as government and local NGOs/CBOs including Community Vision, Plan Uganda’s local partner on the VSLA program.
    Work closely with the Plan Uganda MHM Project Coordinator to achieve and exceed key project targets and performance indicators
    Oversee procurement from AFRIpads Ltd. in Kampala, stock management in Tororo, and stock supply for participating VSLA members

Qualifications:

Education and Experience:

    Minimum of a bachelor’s degree in microfinance, business administration, sales & marketing, development economics, entrepreneurship or related fields.
    At least 3 years in direct implementation of rural sales and marketing OR microfinance (village banking) OR microenterprise development activities, desirably among women groups.
    Knowledge of Ugandan microfinance sector guidelines/standards on microenterprise and business development for especially rural communities.
    Knowledge of WASH/health promotion in schools and sanitation marketing.

Language and Skills:

    Complete familiarity with MS Outlook, Word, Excel and PowerPoint and social media skills (Twitter, Facebook, You Tube).
    Motorcycle riding skills.
    Knowledge of Adhola and Ateso will be an added advantage.
