Job Title: Executive Assistant
Reports to: Chief Executive Officer

Job Purpose:
This position provides confidential administrative and information management support, coordination and assistance to the ERA’s CEO and the Authority. It requires the use of strong problem solving skills to coordinate the high volume of activities of the CEO’s office in a confidential manner.

Key Duties and Responsibilities:
Planning and scheduling:
• Coordinate the CEO’s business and personal calendars and ensure that it is kept up-to-date and accurate at all times, providing frequent updates to calendar as needed
• Act as the first point of call in filtering documents coming to the CEO and follow up on the execution of tasks allocated by the CEO to various staff and Heads of Department

Organizing and Prioritizing:
• Receive and distribute incoming mail and faxes; review and evaluate mail to identify those items requiring priority attention of CEO
• Receive and screen communications to CEO including telephone calls and email messages, and provide assistance using independent judgment to determine those matters requiring priority attention

Competencies:
Minimum Qualification & Years of Experience
• Proficiency in handling confidential matters, diplomacy and professionalism in dealing with internal and external customers
• Ability to work long hours and cope under pressure
• Strong verbal and written communication and interpersonal skills
• An honors degree in Business Administration, Economics or other Management Related studies and Masters degree in Business Administration
• Above 30 years and below 42 years

Monitoring and Evaluation Specialist Job Vacancy in Uganda at Ministry of Health

Job Title: Monitoring and Evaluation Specialist
The Position:
Overall responsibility of the consultancy is to further develop the M&E framework of the USF and to support M&E activities of the Programme.

Roles:
• Review USF M&E framework
• Supervise the hygiene and sanitation situational analysis study
• Develop data collection tools ensuring reporting of progress of the USF programme implementation at both the EA and Su-Grantee levels
• Develop framework for data management; collection, entry and analysis at all levels of programme implementation
• Establish M&E data base at both the ministry of Health and District (Sub- Grantee) Levels.
• Prepare and present quarterly programme monitoring reports as input to quarterly USF programme reports

Management:
The M&E Specialist will report to the Programme Manager Uganda Sanitaion Fund, who will be responsible for supervising the assignment

Time frame
The M&E Specialist will work on part time basis on dates to be agreed upon in keeping with overall programme workplan

Qualifications and Experience:
• Advanced degree level (or its Equivalent) in statistics, Information Technology, or any of the Social Sciences.
• Training in programme management/ monitoring and Evaluation and over 5 years work experience in programme/ Project montoring and Evaluation is essential.

Job Title: Technical Advisor
The Position:
Overall objective is to provide support to the management of the USF Program

Roles:
Working under the direction and supervision of the Assistant Commissioner- Environmental Health division to:
• Support the program Manager in the technical and management aspects of the program
• Plan and participate in detailed needs and capacity assessment in each of the 16 selected targeted districts
• Work with Environmental health Division (EHD) technical staff at national and district level to prepare detailed work plans for each of the 16 districts and to assist the Assistant commissioner EHD prepare an overall annual work plan
• Prepare draft reports on progress for the programme coordination Mechanism

Management:
• The Technical Advisor will report to the Programme Manager Uganda Sanitation Fund, who will be responsible for supervising the assignments. On technical aspects, the Technical Advisor will liaise with the USF staff and staff of the MoH-EHD.

Duration:
• The Technical Advisor shall be hired on contractual terms, initially for a period not exceeding two years. The input of the technical advisor shall be evaluated from time t time to inform the decision for contract extension.

Qualifications and Experience:
• Advanced university degree level in public health and hygiene, social sciences, civil or public health engineering and/ or sanitation engineering
• Qualification and training in Sanitation and hygiene, Social Marketing, international development, social development, administration
• Over 10 years experience in sanitation and hygiene promotion
• Experience in Programme monitoring and evaluation
