Reports to:              Administrator

Role:                  Provide transport services and maintain vehicles in line with Directorate’s mission.

Key Result Areas:

·        Collect and deliver Commission personnel and items to and from the Commission office as assigned by the Administrator in line with laid out procedures;

·        Follow up and ensure planned routine servicing, maintenance of the Commission’s vehicle in line with the Directorate’s mission;

·        Maintain up to date records of vehicles movement, performance and maintenance in line with Directorate’s mission;

·        Ensure the vehicles movements are in line with the laws and regulations to ensure security and safety, and;

·        Prepare and submit regular reports on the conditions and performance of vehicles.



Qualification:

·     A valid driving permit;

·     Uganda Advanced Certificate of Education or its equivalent, and;

·     A diploma in motor vehicle mechanics and/or defensive driver training is an added advantage.



Experience and knowledge

·        At least five (5) years’ experience of proven accident free 4WD vehicle driving with a reputable organisation, and;

·        Good communication skills and strong interpersonal skills.

Age:

·        30-45 years

Job Title: Compliance Officer/ Standards (1)

Reports to:      Specialist Broadcasting

Job Role:         The role of the jobholder shall be to provide the requisite technical support in broadcasting matters and assist in the development and enforcement of broadcasting standards.



Key Results Areas:

·        Establishment and enforcement of standards, procedures and ethics for broadcasting services;

·        Evaluate and monitor technical standards and quality of broadcasting;

·        Encouraging the development of broadcasting services in the country by consulting and coordinating with stakeholders on matters related to new developments in the broadcasting sector;

·        Assist in the development and enforcement of the quality of service in accordance with defined standards;

·        Coordinate data collection on activities related to audience profile, penetration of services and network coverage;

·        Develop technical specifications and standards for new and emerging services in broadcasting sector;

·        Evaluate and review technical data to support broadcast license renewals and applications;

·        In collaboration with other departments and institutions, collaborate and conduct research on broadcasting with the objective of harmonizing and promoting broadcasting technologies and standards; and

·        Evaluate and develop broadcast frequency utilisation techniques in accordance with national as well as international best practices.



Qualifications Requirements 

·        A Bachelor’s degree in a field related to Electrical, Broadcasting, or Telecommunications Engineering from a recognised Institute or University;

·        A minimum working experience of one (1) year in areas of broadcasting and telecommunications; and

·        Knowledge in computer is a mandatory requirement.



Experience and knowledge

·        Should be committed to undertake research, carry out survey and analyse data purposes on standards development or formulation as the case may be;

·        Possesses effective interpersonal skills and not only relates well with his/her colleagues but also with external customers;

Job Title: Compliance Officer/ Monitoring (1)

Reports to:      Specialist Broadcasting

Job role:          The role of the jobholder shall be to provide the requisite technical support in broadcasting matters and assist in the monitoring, compliance and enforcement of broadcasting license conditions’ standards.



Key Results Areas:

·        Investigating cases on poor performance of the broadcasting stations from the technical perspective and propose remedial measures for necessary course of action;

·        Conducting and reporting on broadcasting station inspections to ensure compliance with legislation, licence conditions and broadcasting standards;

·        Assisting in development of broadcast licences and reviewing broadcast spectrum applications;

·        Develop and maintain a register of all licensed broadcasters and broadcasting house for purposes of planning and managing the broadcasting sector in an orderly manner;

·        Coordinate data collection on activities related to audience profile, penetration of services and network coverage;

·        In liaison with the Compliance and Enforcement Unit in the Legal Department provided the necessary information and data to effect any enforcement on the illegal broadcasting stations and broadcasters;

·        Ensure that terms and conditions stated in broadcasting and radio licences are complied with by the broadcasters;

·        Scheduling and undertaking broadcast spectrum monitoring and management of broadcasting activities, and;

·        Ensure that radio station inspections, monitoring and investigations are carried out in a timely manner and monitoring results analysed and recommendations are made for enforcement as appropriate.



Qualifications/Requirement 

·        A Bachelor’s Degree in a field related to Electrical, Broadcasting or Telecommunications Engineering from a recognised Institute or University;

·        A minimum working experience of one (1) year in areas of broadcasting and telecommunications, and;

Job Title: Specialist Broadcasting (1)

Reports to:              Manager Broadcasting

Job role:          The role of the job holder shall be to provide the requisite technical support in broadcasting matters and play a lead role in frequency planning for broadcasting and in the establishment of procedures and standards for broadcasting services.



Key Result Areas:

·        Carry out planning and engineering activities relating to television and broadcasting facilities;

·        Review standards relating to broadcasting services and carry out planning and management of the radio frequency spectrum dedicated to broadcasting and advise on the allocation of such spectrum resources in such a manner as to ensure the widest possible variety of programming;

·        Review of the national television and broadcasting plans in consultation and coordination with neighbouring countries, taking into account the ITU broadcasting plans;

·        Carry out technical evaluation of applications for broadcasting services and make appropriate recommendations;

·        Assist in policy and plan formulation and strategies that are necessary for advancement of broadcasting services and technologies;

·        Develop and implement a framework for monitoring and inspection of broadcasting stations;

·        Prepare technical reports in respect of television and radio station operations;

·        Ensure that monitoring of all matters relating to broadcasting services, facilities various broadcasting stations are executed in a timely manner;

·        Establishment of standards, procedures and ethics for broadcasting services, and;

·        Monitoring and enforcing broadcasting standards and ethics and control unauthorised broadcasting.



Qualifications/ Requirements

·        A Bachelor’s Degree in a field related to Electrical, Broadcasting/Radiocommunications, or Telecommunications Engineering from a recognised Institute or University;

·        A minimum working experience of three (3) years in areas of broadcasting and telecommunications;

·        Experience in radio and broadcasting communications is desirable;

·        Knowledge in computer is a mandatory requirement, and;

·        Masters degree in Electrical, Telecommunications Engineering or a related field is an added advantage.

REQUIRED COMPETENCIES

Degree in Economics, Business Studies, Accounting or Political Science. Previous experience with NGOs (minimum 1 year).

WORK CONTEXT

Cesvi operates in the North area of the country since 2001. The main sectors of activities are: water and protection and management of water resources; food security and rural development with a strong focus to market access; health with training activities for local authorities and health centres, prevention of HIV transmission from mother to child, an integrated approach in the fight against HIV/Aids. The main donors are UN Agencies (WFP – FAO – UNICEF), the Italian Cooperation, the European Union and other local and international Foundations. Currently we are managing a total of five field offices supervised by the Country Office in Kampala. In 2012 CESVI is starting two new initiatives founded by the EC, on agriculture and rural development.

JOB DESCRIPTION

The collaboration will start in June 2011. The main duty station will be the Country Office in Kampala with extensive travels and temporary residence to the field offices in Northen regions of Uganda.

She/he will coordinate with his local manager in carrying out his activities, so as to guarantee the correct narrative and financial reporting of the projects/programs implemented by the organization in Uganda.

Main tasks include:

    assist the PMs and CR in complying with the Organization's administrative procedures, rules of the donors, procurement and reporting procedures;
    supervise the organization of the office and projects' documents
    guarantee the correct and prompt expenses allocation as well as the thorough administrative control of the different projects/programs she/he is in charge of.
    prepare the project periodical and final documentation following the rules established by the donors and the requested Headquarters procedures.
    assist his manager to fill out the project cash flow (final and estimated analysis), and she/he will contribute to control the expenses' final and estimated trend.
    take care of the relations with suppliers, banks, administrative and social security institutions in the country.
    Support the CR and PMs on the management of the local staff (eg. Selection, Contracts according to the local laws)
    Responsible of the administrative and accounting unit in Uganda
    assist the Headquarters in the administrative management of contractual issues with the expatriates in the area.

    The Admin will work under the direct supervision of the CESVI Country Representative and in collaboration and cooperation with the Project Managers. The Admin will respond to the Country Representative and to the HQ supervisors (Area Manager and Grant Manager).
