The Peace Corps is an agency of the United States Government, which sends American volunteer development workers to assist in capacity building and technical assistance activities in over 70 countries worldwide.
                                                                         
The Peace Corps maintains a roster of trainers who can be called upon as need arises.  All applicants must be prepared to live and work full-time in a village setting under very basic conditions and must also have excellent communication skills in English.  Preference shall be accorded to those candidates having the below listed qualifications and having had some experience working in cross-cultural settings.  We are currently requesting interested individuals to submit applications for the following short-term positions:
                                                                       
I.  Language Trainers:(Dhopadhola and Lumasaaba) - Dec 2012 – Jan 2013

Minimum Qualifications and Experience:
• At least a diploma in the area of specialization
• Experience in teaching and analyzing a Ugandan language
• Experience in adult education training and community development
• Excellent communication skills in English and a Ugandan language.

II.  Secretary:  November 2012 – February 2013

BASIC FUNCTION:
Providing Volunteer/trainee support at the Training location including arranging and scheduling short-term technical trainers, resource people, language and cross-cultural activities.  Also coordinates and delivers a variety of other support needs including handling general office management duties and general volunteer/trainee and staff support.

MAJOR DUTIES AND RESPONSIBILITIES
• Managing training phone
• Receiving Peace Corps Volunteers and visitors
• Photocopying and collating all training documents
• Setting up training equipment for sessions
• Notes taking for sessions
• Writing and disseminating minutes

• Recording, sorting and delivering in-house mail
• Preparing relevant documents for training staff
• Preparing  training reports and documentation
• Recording meals and keeping records
• Providing  logistical support for satellite training
• Organizing workshops.

Qualifications and Experience:

The successful candidate should have at least a degree from a recognized institution in
Business Administration, Secretarial Studies or any other related academic areas, typing speed of at least 40 w.p.m, excellent computer knowledge including Word Processing, Power Point and Spreadsheet programs; excellent command of English, both spoken and written; native ability in spoken and written of at least one Ugandan language; ability to work independently with little supervision; good organization and time management skills; willingness to take initiative; excellent teamwork skills; personal integrity; strong cross-cultural skills; and the ability to work cooperatively with a diverse staff.  In the important role of Volunteer support, the person selected must have a pleasant manner and commendable interaction skills and must enjoy working with people of diverse cultures.

Job Title: Project Officer – Forestry

Key Performance Areas:

    Assists the Sub Program Manager in planning, coordinating, implementing, supervising, monitoring and evaluation of all the project activities within the agro-forestry/environment sector as per the project document and budgets;
    Develops strategies to integrate the agro-forestry/environment sector activities into the sub program, in accordance with the established LWF/WS program policies, guidelines and procedures;
    Liaises and consults regularly with the relevant local authorities, community leaders, civil society/non-governmental organizations, collaborating/implementing partners, and other stakeholders where appropriate, in conjunction with the Project Manager, in relation to the planning, designing and implementation of all the community-based project activities in the agro-forestry/environment sector;
    Coordinates the mobilization of the target beneficiaries using the Rights-Based Approach (RBA) to enable them identify, access and analyze viable agro-forestry/environment sector project activities geared towards self-reliance and sustainability;
    Prepares periodic project work plans and budgets in conjunction with the Sub Program Manager and Project Accountant for the agro-forestry/environment sector and related activities in liaison with other section heads, to ensure appropriate utilization of project resources;
    Requisitions for or initiates procurement of required agro-forestry/environment project items/supplies in line with LWF policies, guidelines and procedures;
    Develops agro-forestry/environment sector monitoring and evaluation tools in conjunction with the Project Manager and uses them to check and report on the progress and quality of completed and on-going agro-forestry/environment project activities to ensure compliance with LWF policies and guidelines;
    Organizes and conducts field research involving data collection for statistical analysis on agro-forestry/environment sector operations, activities and related issues, facilitates monitoring and assessment of project impact on beneficiaries and makes recommendation for appropriate action;
    Supervises the Field Extension Workers and takes appropriate action to ensure efficient and effective performance;
    Prepares and submits agro-forestry/environment sector reports in accordance with the donor reporting templates and requirements

Minimum Qualifications:

    A University degree in Forestry from a reputable university
    At least two (2) years working in Agro-forestry in a reputable firm or International Non Governmental Organization
    Post-graduate diploma in project planning & management is desirable.
    Computer literacy and proficiency in project planning & management software application
    Certificate in supervisory skills, people management and/or leadership skills is desirable

The UN Capital Development Fund (UNCDF) contributes to the achievement of the MDGs through a variety of innovative approaches in the sectors of local development and inclusive finance. UNCDF Financial Inclusion Practice Area (FIPA) operates inclusive finance programmes in 25 least developed countries in sub-Saharan Africa and Asia/Pacific through a sector-based approach and, more recently, through thematic initiatives.

In 2010, UNCDF and The MasterCard Foundation launched YOUTHSTART- a partnership that will increase access to financial and non-financial services for 200,000 low-income youth, with at least 50% being young women and girls, in Sub-Saharan Africa by December 2014. As of June 2012, through their pilot tests, YouthStart partners have provided financial services to 16,891 youth (of which 39% are young women and adolescent girls), financial education to close to 20,000 youth (of which 38% are young women and girls) and have mobilized close to US$350,000 in savings.

The YouthStart programme will undergo its Mid-Term Evaluation. The objective of this evaluation is to assess the coherence of the programme's theory of change, its progress toward expected outcomes and lessons learnt to date.

The YouthStart mid-term evaluation is scheduled to start in September 2012 until January 2013:

    Pre-mission phase: September to November 2012
    Mission phase: November 2012
    Post-mission phase: November 2012 to January 2013

Duty station: home based (Uganda).

Duration of contract: short term (10-12 days).

Evaluation framework and methodology:
The methodology used for the YouthStart mid-term evaluation is based on UNCDF's core evaluation approach which involves testing the intervention logic/development hypothesis underlying a programme against evidence on its implementation performance.

Specifically, the following three hypotheses will be tested:
1. Introducing sustainable Youth Financial Services by one or two FSPs into a country results in (i) a more appropriate legal and regulatory environment that promotes youth financial inclusion, and(ii) other FSPs consider youth as a viable market and target/serve them with youth-centered products. 2. YFS contribute to increase outreach and sustainability of FSPs. 3. When accessing the right combination of financial and non-financial services, youth and young women in particular, are better equipped to make more informed financial decisions, build assets for their futures and create sustainable livelihoods.

UNCDF has developed a Financial Inclusion Evaluation Matrix based on the standard IF intervention logic. The 7 key questions are organized around the UN/OECD DAC evaluation criteria of relevance, efficiency, effectiveness, likely impact and sustainability of results. The methodology proposed, data collection, analysis methods and the evaluation report is intended to be gender sensitive to the extent possible.

Functional Responsibilities

    Documentation review;
    Contributing to the development of the evaluation plan and methodology;
    Conducting those elements of the evaluation determined by the Team Leader (or designated evaluation member);
    Contributing to presentation of the evaluation findings and recommendations at the de-briefing;
    Contributing to the drafting and finalization of the evaluation report. Competencies:
    Demonstrated capacity for strategic thinking and good analytical and written skills;
    Displays ability to synthesize research and reach empirically based conclusions on related subject;
    Proven capacity to produce quality evaluation reports;
    Good application of Results-Based Management;
    Consistently ensures timeliness and quality of work, even under pressure;
    Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
    Demonstrates integrity by modeling ethical standards.

    Education/Experience/Language requirements Master in international development, Economics, Finance, Public Policy, Development Economics/Planning, monitoring and evaluation or related field; Or Bachelor Degree in the same areas.
    Minimum of 5 years of accumulated experience in microfinance (in youth microfinance and/or in integrated services a plus);
    Proven ability to qualitative and quantitative evaluation methods to assess programme results;
    Knowledge of CGAP benchmarks and industry best practices;
    Familiarity with issues related to youth programming, youth serving organizations and financial products and services for youth.

    Language: working knowledge of English.

  •     Works with the Project Officer to initiate and coordinate the planning and implementation of the agro-forestry project activities;

  •     Prepares implementation data (distribution lists, training attendances, exchange visits data, CERP’s and LECs reports etc) for the agro-forestry inputs in liaison with the Project Officer and local community leaders.
  •     Assists the Project Officer to prepare periodical work plans and progress/status reports on agro-forestry project activities and achievements in line with the requirements stipulated in the project documents;
  •     Prepares and submits reports to the Project Officer as according to the appropriate donor reporting templates and requirements.

Minimum Qualifications:

  • A University degree or Diploma in Forestry
