MAIN PURPOSE OF THE JOB
To administer and manage all financial aspects of the Community including
preparation and control of the budget, documentation of all receipts and payments,
assets and liabilities and safe custody of security documents.

DUTIES AND RESPONSIBILITIES
1. Plan, organize, direct and control the financial management functions of the
Community;
2. Make proposals for policies and formulation of procedures and strategies for
financial administration;
3. Responsible for the interpretation and application of Financial Rules and
Regulations;
4. Initiate review of Financial Rules and Regulations of the Community;
5. Oversee the day to day management of the finances of the Community
expenditures to maximise benefits of available financial resources;
6. Provide advice on financial management to Management and other Staff;
7. Guide on utilization of funds to ensure optimal utilization of finances;

8. Monitor the budget implementation and its performance with operating plans
and standards;
9. Advise management on the status and use of monthly and annual accounts;
10. Guide budget reviews, preparation and discussions;
11. Maintain proper records and monthly and quarterly reports;
12. Co-ordinate and finalise replies to auditors’ observations;
13. Establish automated financial and payroll systems;
14. Forecast cash requirements/obligations as a basis of maintaining adequate
funds;
15. Ensure compliance to the Rules and Regulations governing accountability for
Donor funds;
16. Monitor and enforce compliance to set rules, regulations and practices;
17. Coordinate implementation of Council decisions related to financial
management;
18. Prepare progress and annual reports; and
19. Provide technical guidance to Professional staff in the Directorate.

QUALIFICATIONS AND EXPERIENCE
A Masters Degree in Financial Management, Accounting, or MBA (Finance and
Accounting) plus professional qualifications such as CPA, ACCA, etc.
15 years experience with at least eight (8) years at managerial level. Should be able
to work independently in a diverse environment. Experience in working with similar
organisations or institutions will be an added advantage.

Analytical skills, administrative skills, organization skills, communication skills,
decision-making skills, result oriented, computer skills with a working knowledge of
Accounting packages such as Sun Accounting System, etc., team building skills,
supervisory skills, planning skills, negotiation skills, networking skills.

The post is tenable on a five (5) year contract term renewable once upon
satisfactory performance.

DURATION OF CONTRACT: 18 months.
STATION: EAC Secretariat Headquarters, Arusha, Tanzania


MAIN PURPOSE OF THE JOB
Take a lead role in the conducting of the two commissioned studies, which will ultimately inform formulation of
“An integrated productive capacity-driven strategy for fostering meaningful integration in regional and global
trading system.” The Research Assistant shall undertake the research activity under technical mentoring of the
Nordic Africa Institute Programme Focal Point (NAI PFP), and is expected to conduct desk research, use research
instruments developed by the Nordic Africa Institute Programme Focal Point (NAI PFP) to conduct structured
interviews with diverse stakeholders in the EAC Partner States, collect relevant data and information, process such
data and information into universally usable data sets, and conduct initial analysis in consultation with and under
guidance of the NAI PFP, prepare research reports, use research instruments developed by the NAI PFP to conduct
Focus Group Discussions (FGD) with stakeholders in the EAC Partner States; and in this case as well, prepare
reports on the basis of the findings from the consultations.


QUALIFICATIONS AND EXPERIENCE

Must be a holder of Bachelor’s Degree with a bias / major in any of the following disciplines: Economics, Industrial
Economics, Development Economics, International Trade, Regional Integration, and Industrialization Management
with at least 5 years of research or consultancy experience in the field of industrialization, international trade,
regional integration, development studies, with a proven track record of research publications.

Reports to: Project Manager.

Overall Purpose of Job:

    * To ensure that the terms and conditions of award are adhered to and that the UVRI is responsive to relevant USG and GOU regulations.
    * The incumbent will also coordinate all Cooperative agreement actions between CDC and UVRI.

Key responsibilities and accountabilities:

    * Coordinate all the CDC funded Cooperative agreements to ensure that service delivery meets donor requirements.
    * Coordinate the development and review of Grant applications
    * Track grant expenses and ensure that they are correctly allocated to the relevant grants
    * Review all grant procurement requisition to ensure that they are all adequately matched and are in line with the terms of the award.
    * Work as the point person for CDC/USG on all grant requests that require project officer’s approval
    * Review all grant documents from CDC and ensure compliance to grant conditions, review all contractual documents for sub-grantee including MoUs, Actions Plans and approved budgets to ensure compliance with the Terms and conditions of the prime award.
    * Any other duties that may be assigned from time to time.

Requirement:

    * HHS grants policy statement
    * USG grants monitoring
    * USG funding and procurement regulations.
    * Other procurement best practices

Work experience requirements:

    * 2-4 years' experience in grants management for an international organization
    * Experience in financial and procurement management systems in an NGO setting
    * Experience in program performance monitoring and evaluation.

Education Requirements

    * Bachelor's degree in Accounting, Business administration and Development Studies.
    * A master's degree in the relevant field would be desirable.

Overall Purpose of Job:

The purpose of this position is to serve as UVRI Accountant for all CDC funded activities, expenses, and budgetary accounts. The incumbent will design, develop and execute the UVRI fiscal activity and budgeting based on project plans, available resources and a sound knowledge of operational practices of the PEPFAR-funded program activities. The incumbent ensures the adherence to budgetary and financial policies and guidelines. This involves provision of recommendations on short-term resource requirements, forecasts and projections on the various PEPFAR and CDC funded activities at UVRI.

Key responsibilities and accountabilities:

    * Develops and directs the execution of UVRI fiscal activity and budgeting based on project plans, resources available and a sound knowledge of operational practices.
    * Ensures that obligations incurred and resulting expenditures of funds are in accordance with pertinent grants management and GoU laws and regulations.
    * Oversees the entry of accounting data into a variety of accounting and financial management systems software, spread sheets, forms, schedules, and reports.
    * Prepares a variety of reports related to the status of funds and forecasting, expenses, obligations, employee level of effort and workload.
    * Reconciles accounts and makes adjustments as required to provide analysis of expenses, status of fund, and other financial data for the preparation of summary statements and reports.
    * Assists in the development of accounting procedures and resolves technical problems in executing a computerized, integrated accounting system.
    * Reviews historical financial operating data and trends to prepare and/or validate estimates.
    * Compiles and coordinates the preparation of materials for budget preparation.
    * Monitors control point expenditures In relation to planned levels
    * Prepares and provides all necessary documentation to support any financial data (i.e., indirect analysis, transfers of funds, and special authorizations) for anticipated audits.
    * Writes reports that identify noncompliance with regulations, inefficient operations, or improper practices.
    * Develops constructive recommendations for improvements to the financial position of the UVRI.

Requirement:
Required Knowledge:

    * HHS grants policy statement
    * USG grants management and monitoring
    * GoU procurement regulations
    * Other accounting and procurement best practice

Work experience requirements:

    * At least five years of progressively responsible experience in USG program accounting or auditing is required.
    * At least two years of this experience at supervisory level is required
    * Experience in financial and procurement management systems in an NGO setting

Education Requirements

    * Bachelor's degree in Accounting, Business
    * Administration, and a professional qualification such as CPA (U), ACCA, CIMA with a minimum of 2 years post graduate experience in the public sector and/or an international organization.

    * Advanced level of analytical and computational ability to analyse, compile and present information in a concise manner
    * Knowledgeable about the PPOA rules and regulations
    * Ability to perform multiple tasks simultaneously

Job Title: Procurement Assistant (100% time and effort)

Reports to: The Project Manager

Main purpose of the position:

To coordinate all procurements in regard to this project and ensure that procurements are made in a timely manner, ensure there is value for money and accordance with PPDA Act and regulations 2003.

Key duties and responsibilities:

    * Preparation of Local Purchase Orders
    * Preparation of monthly procurement reports to PPDA through the UVRI Administrator
    * Act as the head of the Procurement Unit
    * Maintain a list of approved providers/suppliers.
    * Maintain and up-date procurement, stores, and disposal records.
    * Prepare monthly and quarterly reports to management and the PPDA.
    * Receive and verify incoming supplies in conjunction with internal audit.
    * Check all incoming supplies against order
    * Put supplies in proper safe stock location
    * Issue supplies from store and execute proper forms
    * Take periodic stock counts in line with standards
    * Liaise with procurement unit on replenishment and acquisition of materials in respect to lead times and delivery details,
    * Carry out any other duties that may be assigned by management.

Requirement:

    * Applicants should have at least a Bachelors degree in procurement or its equivalent or professional qualification in procurement e.g. CIPS.
    * They should have worked in a Procurement and Disposal Unit (PDU) of an entity for at least 2 years; and
    * should be conversant with public procurement procedures and regulations. Must be computer literate.
