Position Summary:
For the past nine years, Invisible Children (“IC”) has been focused on bringing a permanent end to LRA violence in East and Central Africa through an innovative and comprehensive model. Through our protection programs, we work with local partners to build and expand systems that warn remote communities of LRA attacks and encourage members of the LRA to peacefully surrender. Through our recovery programs, we work to rehabilitate children directly affected by the LRA and invest in education and economic recovery programs in the post-conflict region to promote lasting peace.
As our programs continue to expand in the region, we are currently seeking an experienced professional to direct the Programming, Operations, and Logistics from our Regional Office.
The Regional Head of Office will be responsible for leading the coordination office in Kampala, giving support to our five field offices in DR Congo, the Central African Republic, and Uganda, and ensuring the successful execution of the organization’s stated mission through the oversight and management of the strategy, design, implementation, evaluation, and daily functions of all programs and supporting operations.

Key Responsibilities:

    Ensure that all programs fit into the strategic plan for the organization, fulfilling the broader goals to protect communities from insecurity, encourage the peaceful defection of LRA combatants, and facilitate recovery and development in post-conflict regions.
    Ensure that all programs are properly planned and executed with quality, accountability and measured impact, and that all programs continue to be progressive in nature.
    Ensure strong systems of compliance and accountability are in place in our financial and general operations.
    Work with Country Representatives to establish and oversee an annual operating budget for DRC, CAR, and Uganda offices and ensure legal and grant compliance through appropriate controls and reporting.
    Maintain effective working relationships with NGOs, CBOs, the Ministries, local leadership, and civil society leaders in all areas of implementation.
    Provide regular reports to the office of the International Programs Director in the US.
    Oversee the strategy for and implementation of a consistent and comprehensive M&E system to ensure program quality and help guide future programming.
    Directly oversee the Regional Office executive management team; have in place a performance management system that evaluates, encourages, trains, and builds the capacity of all management staff.
    Represent Invisible Children in the region. Host international donors, visiting delegations and staff from HQ and country offices. Serve as a spokesperson for Invisible Children, liaising with local and international media as needed.


Qualifications:

    A minimum of 8 years of experience in the international development or humanitarian response field. 
    A demonstrated and sophisticated knowledge of NGO management, including program management, M&E, operations management, leadership, and logistics.
    Demonstrated ability in managing complex international operations, including development and monitoring of programs and budgets; proven track record of maximizing project impact under strict budgetary guidelines.
    A minimum of 5 years experience directing large teams of national and international staff.
    Strong leadership skills and demonstrated experience implementing performance management systems, building team capacity, and fostering collaboration among staff.
    Work experience in a conflict and/or post-conflict environment is strongly preferred.
    Undergraduate degree is required; an advanced degree in a related field is preferred.
    Proven success in ensuring high-quality program outcomes in a developing country setting.
    Excellent organizational, diplomatic, written and oral communications skills.
    Solid troubleshooting skills and sound judgment in dealing with implementation challenges.
    Proficiency in MS Office suite and familiarity with QuickBooks.
    Conversational French is a plus.
    Available for travel to field offices and occasionally outside the region.

The Centers for Diseases Control is seeking an individual for the position of Deputy Director of Programs.

BASIC FUNCTION OF POSITION
The incumbent serves as Deputy Director of Programs for the Centers for Disease Control and Prevention (CDC) Uganda office. The main duties of the incumbent are to provide scientific and programmatic leadership for activities related to the implementation of CDC’s HIV/AIDS/TB/STI activities in Uganda, as part of senior management. Responsibilities include development of strategies and programs aimed at achieving the goals of the organization, development of program announcements for the implementation of activities, supervise and conduct technical review of program proposals submitted to the CDC, supervise and monitor program implementation by technical staff. Close collaboration and interface with Ministry of Health (MOH), Uganda AIDS Commission, USG, and other cooperating partners in matters relating to program development and support. The supervision and mentoring of LES Branch Chiefs. The position contains a broad mix of functions including managerial, supervisory, scientific, technical and administrative. The Deputy Director of Programs assists the Director in providing overall scientific and technical direction and supervision to the CDC Global AIDS Program in-country.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.    Education required: Completion of a bachelor of medicine and bachelor of surgery and a master of science degree in public health or health policy are required.
2.  Work Experience required:  Seven years of progressively responsible public health experience in public health service-delivery projects within an HIV/AIDS intervention framework is required; an additional two years of managerial and supervisory responsibility with multiple staffing reporting is required.
3.   Language required:  Level IV English ability (fluent written, spoken and reading).
4.  Knowledge required:  Must possess knowledge of the theories, principles and concepts of epidemiology, infectious diseases and HIV/AIDS and TB that enables employee to serve as national or international expert in the field is required. Knowledge of the design, development and implementation of complex prevention programs in HIV/AIDS, TB or other infectious diseases is required.
5.     Skills and Abilities required:  Outstanding ability to communicate medical, scientific and epidemiological principles in infectious diseases, particularly HIV/AIDS and TB epidemiology is required. Incumbent has to provide strong and sensitive leadership and guidance in operational research and HIV/TB prevention, care and treatment implementation activities in Uganda. Exceptional skill in working with MOH personnel, clinic professionals, universities, and collaborating partners to establish and conduct prevention and treatment programs is required. in addition, the incumbent will regularly provide medical and public health advice and consultation as a national and internationally recognized expert.

Job Title: WATER QUALITY ANALYST

Central Umbrella of Water and Sanitation (CUWS) is an association of various Water Supply and Sanitation Boards in the Central region of Uganda. The major objective of the association is to ensure that completed piped water supplies that are members of this organization are well maintained to ensure sustainability.

CUWS’s Secretariat in Wakiso currently requires the following personnel to handle various activities in its office. Applications are therefore invited for the positions listed below from suitably qualified and experienced candidates.

Position: WATER QUALITY ANALYST

Job summary and Responsibilities

    In charge of managing the CUWS Laboratory and ensuring that the laboratory equipment, chemicals and procedures conform to the established National Laboratory standards and requirements. Ensuring that routine water quality monitoring and assessment is done within the member schemes.

Specific Tasks

    Undertake regular (quarterly) water quality assessment on water supplies and compile quarterly reports with recommendations for follow up by both the CUWS and the member schemes.
    Carry out Sanitary Inspection within the operational areas of the water supply systems and advise accordingly.
    Regularly monitor performance of the water supply treatment systems and processes and make recommendations for any possible adjustments or improvements in their operation.
    In charge of the CUWS laboratory, equipment and procedures and ensuring conformance to National Standards.
    In charge of preparing the Terms of Reference and Specifications for the procurement of equipment and chemicals for the CUWS laboratory.
    Ensuring constant liaison between the CUWS laboratory and the DWRM Laboratory in Entebbe so that laboratory activities conform to the National guidelines and expectations.
    Maintaining a database on the water quality of the water supply systems within the region of operation.
    Any other duties assigned by the Manager.

Requirement:

    Graduate with a minimum of a Bachelor of Science (Chemistry) or any related qualification from a recognized institution, with demonstrated field experience in related fields for not less than 3 years.
    Experience of previous assignments in the water and sanitation sector will be an added advantage.
