Background

Under the overall guidance of the Country Director and direct supervision of the Team Leader  Growth and Poverty, the Programme Associate ensures effective delivery of the Growth and Poverty programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.  The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:

    * Support to formulation of Growth and Poverty programme strategies and implementation of the Country Programme Action Plan.
    * Support to management of the Gender programme.
    * Support to resource mobilization.
    * Facilitation of knowledge building and knowledge sharing in the area of Governance

1.    Supports formulation of programme strategies and implementation of the Governance programme focusing on achievement of the following results:

    * Collection and presentation of Governance background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of Governance management targets (BSC).
    * Presentation of background information for formulation of Governance programme, draft project documents, work plans, budgets, proposals on implementation arrangements.

2.     Provides effective support to management of the Governance programme focusing on the achievement of the  following results:

    * Creation of a project in Atlas, preparation  of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
    * Provision of guidance to the executing agencies on routine implementation of projects.
    * Presentation of information for audit of NEX projects, supports implementation of audit recommendations.

3.     Provides administrative support to the Programme Unit  focusing on achievement of the  following results:

    * Review of NEX projects Financial Reports; preparation of non-PO vouchers for development projects.
    * Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
    * Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
    * Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
    * Making budget check for requisitions, POs and vouchers.

4 .    Supports resource mobilization focusing on achievement of the following results:

    * Analysis of information on Governance donors, preparation of donor’s profile.
    * Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

5. Ensures facilitation of knowledge building and knowledge sharing in the Governance  area focusing on achievement of the following results:

    * Support the organization of Governance trainings for the all staff.
    * Support the synthesis of lessons learnt and best practices in programme.
    * Sound contributions to knowledge networks and communities of practice.

Impact of Results:

    * Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
    * Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
    * Follow up on audit recommendations. All exceptions are timely reported.

    * Strategic oversight of planning, budgeting, implementing and monitoring of the  CPR programme, tracking use of financial resources in accordance with UNDP rules and regulations. ARR(P) performs the function of Manager Level 2 in Atlas for development projects transactions approval.
    * Effective monitoring, measuring the impact of the CPR programme and evaluation. Constant monitoring and analysis of the CPR programme environment, timely readjustment of CPR projects and programme.
    * Follow up on audit recommendations. All exceptions are timely reported.
    * Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
    * Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

    * Management of the Energy and Environment and supervision of the E&E Team.
    * Strategic partnerships and support to resource mobilization.
    * Provision of top quality policy advice services to the Government and facilitation of knowledge building and management


1.     As a member of the CO management team, ensures the strategic direction of UNDP programme focusing on achievement of the following results:

    * Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents.
    * Identification of strategic programme areas of cooperation.
    * Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities  and support to UN joint programming in the field of Energy and  Environment.
    * Analysis and presentation of UNDP policies and their implementation in the CO.
    * CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

2.    Ensures effective management of the Energy and Environment programme and supervision of the Energy and Environment Team focusing on quality control of the full cycle of programming from formulation to implementation achieving the  following results:

    * Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
    * Design and formulation of Energy and Environment programme, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies.
    * Strategic oversight of planning, budgeting, implementing and monitoring of the  E&E programme, tracking use of financial resources in accordance with UNDP rules and regulations. ARR (P) performs the function of Manager Level 2 in Atlas for development projects transactions approval.
    * Effective monitoring, measuring the impact of the Energy and Environment Projects and programmes and evaluation.
    * Constant monitoring and analysis of the programme environment, timely readjustment of programme.
    * Follow up on audit recommendations. All exceptions are timely reported.
    * Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
    * Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

3.     Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Management Support and Business Development Team  focusing on achievement of the following results:

    * Implementation of the Energy and Environment partnerships and resources mobilization strategies to achieve programme outcomes.
    * Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
    * Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
    * Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

4.    Ensures provision of top quality advisory services and     facilitation of knowledge building and management  focusing on achievement of the following results:

    * Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
    * Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
    * Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
    * Sound contributions to knowledge networks and communities of practice.
    * Organization of trainings for the operations/ projects staff on programme.



 Impact of Results

-The key results have an impact on the overall success of the country programme and reaching UNDAF/CPD/CPAP goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

    * Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
    * Prince2 Training and Certification, RMG

Experience:

    * 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
    * Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

    * Fluency in written and spoken English.
    * Fluency in the national language of the duty station.
