The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at over 5,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation's global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

The Foundation has received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the South-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. The STAR SW project has four main objectives:

1. To strengthen decentralized HIV/TB service delivery system, with emphasis on health center IVs, IIIs and community outreaches.

2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups.

3. To strengthen networks and referrals systems to improve access to, coverage of and utilization of HIV/TB services.

4. To intensify demand generation activities for HIV/TB prevention, care and treatment service.

The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) for both ARV-naïve people living with HIV/AIDS (PLWHAs) and the transitioned TREAT -supported

PLWHAs currently receiving ART. This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination; expand the referral network; and ensure more efficient use of resources.

The Foundation has the opening of Director Monitoring & Evaluation under the STAR-SW project.

Key responsibilities

As a key project personnel, the M & E Director, will provide overall leadership for project activities.

Develop performance monitoring plan (PMP) in collaboration with donor agency

Advise the Country Director in planning for STAR-SW M & E activities and liaise with the Foundation's Home office M & E structures to ensure the technical soundness of M & E implementation strategies.

Ensure that monitoring and evaluation related project activities are conducted in accordance with MOH, donor and Foundation strategies. The M & E Director will keep track of all the monitoring and evaluation schedules and work with the project's technical staff, district personnel and other stake holders to design and implement M&E procedures and ensure timely collection and collation of the project's data needs.

Work with and support project technical staff at regional level as well as district local government personnel, civil society organizations and other stakeholders to follow up programmatic indicators, analyze and interpret data generated from databases

Assist the project's partners to collect, analyze and report programmatic indicators in a timely manner.

Ensure that the project's technical staff and stakeholders are provided with timely, accurate and reliable information generated through the project's M&E system

Assist in planning, technical assistance and review of implementing partner/CSO proposals, work plans and budgets prior to funding.

Regular performance monitoring and data quality improvements prior to PEPFAR reporting

Provide assistance to other routine functions of the project's M&E team.

Required Qualifications

MSc degree in statistics, demography, epidemiology or other relevant discipline, including social sciences and public health

Proven successful experience, at least 7 years working as a data manager in large organization and at least 3 years in a senior leadership position. The successful candidate should demonstrate clear ability to understand the information needs of ability to understand the information needs of project management

Knowledge, Skills and Abilities

Substantive knowledge of current HIV & AIDS and TB as well as other health program strategies in Uganda. Experience of working with local information systems and USAID/PEPFAR programs.

Well motivated, committed with proven ability to work as a member of multi-disciplinary team

Proven organization capability, good analytical skills and ability to pay attention to detail is a must

Familiarity with computer programming, routine management of information systems, and maintenance of electronic databases

Excellent writing and data analysis skills. Ability to think concisely and critically as well as to distill information for lay audiences is a must

Good working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS access, MS excel, STATA, SPSS and Epi Data, and GIS

Substantive knowledge of current HIV&AIDS, TB and other health related diseases in Uganda. Experience of working with USAID projects as well as local government structures especially on HMIS is an added advantage

Strong skills in team work, networking, facilitation, strategic thinking, oral and written communication
