Main
responsibilities
Under the general authority of the Director-General, the Director will lead and manage the Bureau of Human Resources Management (HRM).
He/she will be responsible for the overall formulation, planning and coordination for the Bureau of Human Resources Management which currently
includes services such as: Entitlements, Recruitment and Classification, Training and Career Development, Staff Relations, Policy, Pensions and
Insurance, Medical and staff well-being.
The incumbent will specifically:
– Lead and manage the Bureau in the conceptualization and implementation of policies, strategies, plans, projects and approaches for the
administration and delivery of personnel support services provided to Headquarters, Field Offices and Institutes by the Bureau of HRM, and
also assess progress and determine corrective action.
– Provide authoritative advice to the Director-General and governing bodies on the establishment or modification of policies covering all aspects of
HRM, as well as intellectual and organizational leadership and strategic guidance to colleagues throughout the organization on adapting HRM
policies to services and sector needs in a transparent and consistent manner.
– Develop and establish medium to long term strategies linked to the objectives and administrative support services of the Bureau and aligned to
UNESCO activities.
– Promote, coordinate and implement the administrative support services of the Bureau approved by the General Conference (C/5) through the
coordination, review and submissions for the programme and budget, plans and reports.
– Represent the Director-General and the Organization in negotiations with representatives of line management and staff on the full range of
human resources services; meetings with Permanent Delegations and Staff Associations, when necessary; inter-agency meetings dealing with
the common HRM UN system; and meetings of intergovernmental and non-governmental organizations related to HRM.
– Ensure the smooth integration of HRM applications to facilitate work for the Bureau.
Qualifications
and Experience
􀂃 Advanced university degree in human resources, public, business administration or management, or other related fields, or equivalent extensive
professional experience.
􀂃 At least 15 years’ of progressive professional experience at the national or international level in human resources management. Assignments at
international level and/or within the United Nations would be an asset.
􀂃 Demonstrated ability to direct change processes at the substantive and management levels within large institutions of national or international
scope.
􀂃 Strong managerial/leadership skills combined with demonstrated flexibility in leadership by performing and/or overseeing the analysis of
complex human resources issues.
􀂃 Good interpersonal skills and demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.
Candidates should also possess:
􀂃 A broad general culture, sound analytic capacities and proven leadership and managerial skills.
􀂃 Working knowledge with excellent drafting skills in one of the working languages (English and French). Knowledge of the second one is strongly
desirable. Language training will be mandatory in order to acquire the required level of the second working language in a reasonable timeframe.

􀂃 Organizational skills, including in establishing plans and priorities and implementing them effectively.
􀂃 Demonstrated ability to interact with a wide range of high-level partnerships and to participate effectively in high-level negotiations.
􀂃 Strong interpersonal skills to maintain effective working relationships and ability to build trust and guide, manage and lead, work and motivate a
large and diversified body of staff in a multi-cultural environment, with sensitivity and respect for diversity.
􀂃 Human capital, institutional leadership capacity and high sense of objectivity and professional integrity, diplomacy, tact and political astuteness.
􀂃 Sound judgment and decision-making skills.
􀂃 Ability to communicate effectively and persuasively, orally and in writing, as well as to address complex concepts orally and to prepare written
material in a clear, concise and meaningful manner.
􀂃 Excellent communication and presentation skills, with strong representational abilities.
Conditions of
employment
The post is at grade D-2 common to the United Nations system, with a salary composed of base salary and post adjustment, which, at the
present dollar exchange rate, totals approximately US $170,841 (with dependants) or US $156,949 (without dependants) per annum, exempt
from taxation. In addition, UNESCO offers an attractive benefit package, including 30 days annual vacation, home travel, education grant for
dependent children, pension plan and medical insurance. Please note that UNESCO is a non-smoking Organization.
