Job Title: Project Facilitator - NORAD Participation Project

Duration: 5-year project

Vacancies: 2 positions

Location: Lira, Kamuli

The Project Facilitator will report to the lead Programme Unit Manager with a dotted line to the NORAD Participation Project Coordinator, He/she will have overall responsibility of leading implementation of project activities at District and community level. He/She will also ensure that the project is implemented with highest quality and in a timely manner as per the project design. Plan's CCCD approach and according to the procedures and guidelines for the project and the organisation in general.
Main Responsibilities/key result areas
1. Prepare budgets, work-plans, and ensure that project budgets are effectively managed as per NORAD and Plan guidelines.
2. Initiate and promote project approaches to strengthen youth and child participation and civil'society strengthening.
3. Conduct regular project administrative activities e.g writing and modification of Project Outlines, updating and generation of PPM reports..
4. Proper documentation of all project activities as well as writing high quality and timely reports
5. Promote participation of all vulnerable children and youth, including girls, children out of school and children with disabilities in project activities.
6. Build community's capacity to manage youth and child participation related interventions through awareness creation based on human rights principles
7. Facilitate and train partner staff, communities, children and youth on children's rights and participation
8. Conduce regular assessments and participatory reviews of progress on the project activities
9. Ensure efficient utilization and timely accountability of funds allocated to implementing partners
10. Effective integration of project activities with' other Plan * supported initiatives in the Programme Unit and other possible stakeholders
11. Create and coordinate community partnerships with other possible stakeholders.


Job requirement

Essential Competencies
• Bachelors degree in Social Work, Development, Law or its equivalent,
• Training /experience on children participation and governance.
• At least 3 years experience in implementation of children and youth participation projects
• Experience in budget monitoring is an added advantage
• Knowledge of environment and current effective practice on children and youth participation and governance
• Demonstrable abilities in planning and coordination
• Excellent interpersonal and analytical skills
• Ability to work with people from diverse cultures plus ability to lead and motivate people to work in teams
• Excellent communication skills, both In written English and in face-to-face presentation.
• Willingness to travel within the country
• Computers skills (MS Office) and social media skills (Twitter, Face book. Youtube)
