Oil Seed Coordinator Job in Uganda at Ministry of Agriculture

Job Title: Oil Seed Coordinator(OSC)(1 Position)

Reports to: Project Manager
Role definition: Responsible for overseeing the successful planning and implementing the Oilseeds Development.

Key Result Areas:

The oilseeds specialist's duties and responsibilities will include:
Design and review the Project Operations Manual and implementation guidelines for the oil seeds component in line with the Project objectives
Develop strategies for project implementation, management and timely production of the section reports in line with Project Operations and Financial Management Manual.
Develop and implement strategies for initiating and promoting linkages among the different stakeholders in the Oil Seeds Subsector in line with project guidelines.
Develop and review the procurement plan specifications for procuring extension services in line with the procurement guidelines and project strategy
Develop strategies for implementation of oilseeds development activities including oil seeds extension, on-farm soil and water management in line with the Project objectives
Develop and implement strategies for promoting linkages between groups, input and product supply chains and markets and other relevant stakeholders in line with the Project objectives
Develop and implement strategies for providing technical guidance and backstopping on oilseed crop management and development in line with the Project objectives
Develop and monitor strategies for monitoring and evaluation of the oilseeds development component in line with the Project objectives
Carry out training needs assessment in all areas of oil seed agronomy, protection and post-harvest management for oilseeds and develop training g programs for the project in line with the training guidelines.
Develop and implement strategies for monitoring and liaising with UNBS and any other regulatory body on quality of seed and agrochemicals and other farm inputs in line with the Project objectives


Job specifications

A Master's degree in Agriculture, Agricultural Sciences, Agricultural Economics, Economics or similar fields from a recognized University.
A minimum of eight years of experience in working with multi-stake holder community-based agriculture development projects
Demonstrable experience working with the oilseeds sub-sector in Uganda, preferably with the private sector.
Good knowledge of participatory approaches to working with farmer groups/associations and community-based activity planning, budgeting and accounting.
Demonstrated experience working with the private sector.
Knowledge and experience in developing marketing strategies with farmers for
agricultural commodities the linkages needed, along with experience in bringing together small scale farmers with big commercial entities
A professional of high standing with strong leadership and team building skills.
Have general knowledge of project and business management with emphasis on work planning, budgeting and reporting;
Be computer literate and well versed in the use of Word, Excel and internet;
Fluent English - written and oral and demonstrate excellent report writing skills;
Advanced advocacy, communication and negotiation skills and ability to work as a team member;
Be conversant with rural poverty reduction strategies and gender equity;
A working knowledge of GOU policies, operations and reforms;
Knowledge and experience working with the private sector;
Excellent skills in working with groups to build consensus and resolving conflict.
Excellent organization skills with the ability for multi- tasking;
Excellent presentation skills; oral and written with attention to detail.
