AGE: 35 YEARS AND ABOVE

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Social Sciences
[Economics/Policy Option] or Arts specializing in Political Sociology or Political Science or
Public Administration or Economics or Business Management/Administration plus a
minimum of a Post Graduate Diploma in any of the above fields or any field of Policy
Formulation Analysis and Management from a recognized University/Institution.
Applicants should have a minimum of ten (10) years working experience in Policy
Development, three (3) of which should have been gained at the level of Assistant
Commissioner in Government or equivalent level of experience from a reputable
organization.
He/she should be computer literate and be able to use computer applications on the job.
Should also be self driven and able to introduce innovative ways of service delivery.

DUTIES:-
The incumbent will be responsible to the Deputy Secretary to Cabinet for performing the
following duties: -
· Reviewing existing and new public policies for consistency, coherence and harmony.
· Providing relevant policy guidance to Cabinet senior and top management in the Public
Service.
· Recommending and ensuring that international best practices in policy development
are institutionalized in Government.
· Providing guidance in the establishment of Policy Analysis Units and professional
development of policy analysts in accordance with the public service training policy.
· Providing technical guidance on Government policy research initiatives.
· Establishing policy forums amongst policy practitioners and recommend guidelines for
the effective functioning of Policy Analysis Units in Government institutions.
· Providing technical guidance in regard to policy advocacy, sensitization and education
of stakeholders.
· Providing regular reporting by line ministries on the status of implementation of Cabinet
decisions.
· Developing and disseminating standards, templates and guidelines for better policy
development in the Public Service.
· Preparing and implementing a Policy Capacity Development Programme for the Public
Service.
· Liaising with Ministries on the development of a Cabinet Forward Agenda Plan and
ensuring that Cabinet submissions from Line Ministries follow the Plan.

· Any other duties as may be assigned from time to time.

Applications are invited from suitable and eligible serving Officers for vacant posts
currently available in the various Ministries/Departments as specified below:-
Applications should be filled in triplicate on Public Service Form No. 3 (2008) and
submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be
received not later than Friday 11th January 2013.
The application forms are obtainable from the Public Service Commission offices,
Farmers’ House, 2nd Floor, Kampala and Ministry/Department/Local Government
Headquarters.

Applications should bear the title of the post as well as the Reference Number specified
against the vacancy. Applicants should attach three (3) recent certified passport size
photographs.
Applicants should route their applications through their Heads of Department who must be
informed of the closing date to avoid delay. Applicants may, however, submit an advance
copy of the application to the Public Service Commission to enable it start processing
them. The words ‘Internal advert’ must be indicated on top of the first page of the
application form.
Applicants who shall not hear from the Public Service Commission, on completion of the
recruitment and selection exercise should consider themselves unsuccessful.
