JOB CONTEXT: Uganda aspires to be a middle income country by 2040 but in spite of two decades of progress, continued growth has not benefited everyone. In the north, 46% of the population still lives in poverty; nationally, rural areas remain much poorer than towns. Uganda has the third highest population growth rate in the world, which stretches its government’s ability to provide services such as drugs in health facilities. HIV/AIDS is resurgent, with over 130,000 new HIV infections in 2010. Sharp gender inequalities persist.

In this context Handicap International try to support Ministry of gender Labour and Social development to address specifically Victim Assistance for mine Affected district in North and West Uganda, and more broadly people with disabilities. In Kampala, a competitive employment project named OPEN (Opportunity for all in Employment) is addressing the critical issue of inequalities in employment for people with disabilities.

JOB DESCRIPTION: Under the responsibility of the Head of Mission, you will maintain the set up of the support team. The main objective of the period will be to ensure a good coordination and to pursue the capacity building of the HR, Finance and Log National staff. You will directly manage a team of 3.

Your main responsibilities will be as follow : • Takes part in the drafting and implementation of the Country Program Framework (financial, administrative, HR aspects) • Oversees the programme's financial resources • Defines pay, social and training policies and oversees the implementation of HR processes • Manages the programme's support team • Guarantees compliance with the programme's administrative and legal framework • Oversee the programme's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal and donor procedures

You might be asked from time to time to do other tasks to support the Head of mission. As part of this role you will have to do occasional travel to other bases in Uganda.

CANDIDATE PROFILE: In order to be successful you will have the following : • Hands-on experience in similar positions in a humanitarian organization • Excellent organizational and coordination skills / Ability to prioritize and handle several tasks at a time. • True team player and communicator. • Excellent negotiation and adaptation skills to multi-cultural environments. • Good computing knowledge. • Diplomatic skills and patient behaviour.

Qualifications required • Diploma in management, economics (3-year diploma)

REQUIRED LANGUAGE SKILLS: FLUENT ENGLISH

JOB ENVIRONMENT: The security situation in Kampala is stable and very quite. Kampala has all facilities you can find in a big city is the important town of North Uganda. Travel by road from Kampala to Gulu takes approximately 4 hours and a half. Living conditions are good enough, with access to all essential basic foods and goods; 40% of the time electricity and running water.

EMPLOYMENT CONDITIONS: This can be an accompanied position Salary: 2100€ to 2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + possible indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + possible indemnity for partner and children
