MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor‟s Degree in either Agricultural Economics or Environmental Management or Land use Planning/Economics plus a minimum of a Post Graduate Diploma in any of the above fields from a recognized University/Institution
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been gained at Principal level in Government or equivalent level of experience from a reputable organization.
Applicants must have analytical, strategic, organizational, communication, planning and computer skills.
Knowledge of disaster risk reduction or hazard early warning systems will be an added advantage.


DUTIES:-
The incumbent will be responsible to the Commissioner, Disaster Preparedness and Management for performing the following duties:-
 Coordinating risk and vulnerability assessment, developing risk maps and monitoring hazard trends for planning purposes.
 Coordinating implementation of disaster risk reduction policies and programmes.
 Ensuring the annual review of National and District Disaster Preparedness and Contingency plans and that they are implemented.
 Conducting quarterly inter-agency national food security assessments and early warning and preparedness planning.
 Ensuring the mainstreaming of Disaster Risk Reduction into sectoral work plans.
 Initiating post-disaster risk recovery measures and resettlement programmes.
 Coordinating the Disaster Management Technical Working Group.
 Initiating community risk awareness activities.
 Any other duties as may be assigned from time to time.

PUBLIC SERVICE COMMISSION
Applications are invited from suitable and eligible serving Officers for vacant posts currently available in the various Ministries/Departments as specified below:-
Applications should be filled in triplicate on Public Service Form No. 3 (2008) and submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be received not later than 16th April 2012.
The application forms are obtainable from the Public Service Commission offices, Farmers‟ House, 2nd Floor, Kampala and Ministry/Department/Local Government Headquarters.
Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three (3) recent certified passport size photographs.
Applicants should route their applications through their Heads of Department who must be informed of the closing date to avoid delay. Applicants may, however, submit an advance copy of the applications to the Public Service Commission to enable it start processing them. The words „Internal advert’ must be indicated on the first page of the application form (on top)
Applicants who shall not hear from the Public Service Commission, on completion of the recruitment and selection exercise should consider themselves unsuccessful.
