MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor‟s Degree in either Journalism or Mass Communication or Public Relations from a recognized University/Institution.

Possession of a minimum of a Post Graduate Diploma in Public Relations from a recognized University/Institution shall be an added advantage.
Applicants should have a minimum of three [3] years relevant working experience gained at the level of Public relations/communication officer in Government or equivalent level of experience from a reputable organization.
Demonstrated ability in; speaking, writing, editing and research on education, sports and media issues, establishing and maintaining strategic alliances and collaboration mechanisms with education and training institutions and relevant stakeholders; teamwork and networking, creativity, good judgment and decision making.
Exposure and understanding/appreciation of issues of the Sector.


DUTIES:-
The incumbent will be responsible to the Principal Communications Officer for performing the following duties:-
 Preparing public relations plans, programmes and activities aimed at projecting a positive image of the Ministry and Sector, and ensuring their implementation.
 Determining, packaging and disseminating information required by different categories of major stakeholders and the public, and ensuring maintenance of a sound feedback mechanism.
 Carrying out media monitoring, analysis and responding to inquiries about the Ministry/Sector so as to promote a positive image and relationship with the media both local and international.
 Researching and preparing media and press briefings, publications about the Ministry/Sector policies, plans, strategies, programmes, initiative and endeavours.
 Sensitizing and advising the management and staff of the Ministry of public relations matters.
 Advocating, building and maintaining good will and a positive image of the Ministry/Sector and the Ministry/Sector to the media.
 Participating in the planning, organizing and implementing major functions of the Ministry/Sector with the relevant technical departments and agencies.
 Managing and accounting for the resources and performance of the Unit.
 Any other duties as may be assigned from time to time.

PUBLIC SERVICE COMMISSION
Applications are invited from suitable and eligible serving Officers for vacant posts currently available in the various Ministries/Departments as specified below:-
Applications should be filled in triplicate on Public Service Form No. 3 (2008) and submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be received not later than 16th April 2012.
The application forms are obtainable from the Public Service Commission offices, Farmers‟ House, 2nd Floor, Kampala and Ministry/Department/Local Government Headquarters.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three (3) recent certified passport size photographs.
Applicants should route their applications through their Heads of Department who must be informed of the closing date to avoid delay. Applicants may, however, submit an advance copy of the applications to the Public Service Commission to enable it start processing them. The words „Internal advert’ must be indicated on the first page of the application form (on top)
Applicants who shall not hear from the Public Service Commission, on completion of the recruitment and selection exercise should consider themselves unsuccessful.
