Job Description (Duties): NFT Consult Ltd is a Human Resource management firm offering a variety of services with business emphasis in Recruitment, Staff outsourcing, Training and Personal Development & Employee Risk Assessments. Our client a renowned Rwandan public sector institution is seeking to create a separately owned subsidiary that will operate as a fully fledged private sector entity. They are urgently seeking a qualified consultant for the duration of two weeks to establish and register the company as a legal entity in Rwanda to be recognized in the East African Community.
Tasks

Registration with Rwanda Revenue Authority (RRA) for TIN number and VAT number.
Registration with Rwanda Development Board (RDB) for business license.
Registration with the appropriate Private Sector Federation professional Chamber.
Creation of Articles of Association that reflect the unique nature of this entity (to include its governance structure and reporting structure vis à vis its parent institution.
Registering the name of the firm with a name that will be recognizable and that will evoke positive ties to the parent institution (unless the assessment of the consultant is that the name should actually distance itself from that of the parent institution)
Determination, prior to registration whether the most appropriate advantageous and flexible business form is a limited liability corporation, branch, subsidiary, franchisee or other business form.
Creation of a staff list of the positions that should be filled in a year in the firm’s operation.
Comparison of an exhaustive list of how transactions and functions now performed by the parent public sector institution (e.g. procurement, land purchase, investing in private ventures, responding to public and private tenders, buying a vehicle, buying assets i.e forklift, flat screen television etc) with the private sector firm will perform the same transactions in ways that will allow the parent institution to benefit.


Necessary Qualifications:

Master’s degree in Business Administration or Project Management.
Experience in background research and paperwork for registration and compliance for a private sector firm in the East African Community. Experience as a Company Secretary would be a plus.
A current active network of public and private sector contacts who can be consulted to facilitate the consultant’s work.
Proven ability to work under tight deadlines without sacrificing quality or completeness.
Ability to show attention to detail, inquisitive and assertive.


Terms of Engagement

The assignment will commence not later than 7th September 2010.
The consultant will be expected to provide a status report by 09:00am on Friday 10th September 2010 of tasks completed and remaining to be completed.
The assignment MAY be extended on mutual agreement to allow for completion of tasks
The consultant will work closely with the institution’s legal advisor, who will assist and in some cases take the lead in information collection and in obtaining approvals.

Job Description (Duties):

The dispatch officer will be responsible for opening and locking the office every day early morning and late in the evening respectively. He will also be responsible for managing office security. Computer literacy and driving skills are required in addition to having coordination and supervisory skills.

Allocate drivers and cars to staff members wanting to use the pool fleet.
Assist the Fleet Administrator in administering Alcatel-Lucent Uganda fleet both pool and mission.
Support the Fleet Administrator in handling reception duties.
Office security.
Opening and locking the office every day.
Receiving information about airport pick-ups and assigning drivers.
Starting the generator in case of power blackouts and monitoring the generator fuel levels.
Assist the Fleet Administrator in the implementation of a new fleet system for Alcatel-Lucent Uganda.
Support administrative roles and running of the reception.
Be able to stand in for the Fleet Administrator in sickness or leave.
Attend any other duties reasonably assigned by Fleet Administrator from time to time.


Necessary Qualifications:

Minimum of a diploma in any field.
In-depth organization knowledge.
Drive and initiative.
Very good communications skills, very organized and proactive.
