JOB SUMMARY:  Incumbent will be located at the Makerere University/Walter Reed Program (MUWRP) in Kampala and will be responsible for direct supervision of the President’s Emergency Plan for AIDS Relief supported Walter Reed Army Institute of Research (WRAIR)  activities in Uganda and coordinating with
MUWRP program personnel, other US government, international and host government agencies as it relates to the need/goals of care and treatment and research activities supported in Uganda by the DoD/US Military HIV Research Program (MHRP).


ESSENTIAL DUTIES & RESPONSIBILITIES: 80% OF TIME
1. Work with local Ugandan partners and the USMHRP HQ team in developing and implementing a comprehensive HIV/AIDS care and treatment program in line with USG and Uganda MOH strategies.
2. Assure integration of these care and treatment programs with MUWRP’s research activities and ensure one clear message regarding MUWRP efforts is provided to the communities involved.
3. Coordinate development/expansion of community support programs in Uganda and integration of these programs into care and treatment activities.
4. Serve as the MUWRP/HJF representative on the USG Emergency Plan coordinating committee in Uganda to ensure continued collaborative and coordinated efforts among the USG agencies in the planning and implementation of activities in support of the fi ve-year strategic plan for Uganda in support of the President’s Emergency Plan for AIDS Relief.
5. Support COP planning and tasks to ensure targets and budgets are in line with program areas.
6. Monitor targets and budgets for program areas
7. Solicit funding through identifi ed mechanisms to ensure continued participation in the President’s Emergency Plan for AIDS Relief and from other sources as needed to supportthe DoD associated programs in East Africa.
8. Provide senior level supervisory guidance to personnel located at fi eld sites in Uganda in collaboration with the MUWRP Executive committee participating in -MUWRP activities under the President’s Emergency Plan for AIDS Relief, ensuring timely and effective implementation of activities, gathering of indicator data for monitoring and evaluation of program and proper reporting of this information to both the in country USG committee and MHRP headquarters.
9. Prepares funding documents, written reports, and manuscripts for submission to scientifi c journals.
10. Identify training needs and foster a productive team environment.



JOB SPECIFICATIONS:
Required Knowledge, Skills, and Abilities:
• Knowledge about HIV disease, transmission and prevention based upon training or experience
• Knowledge and experience regarding public health provision
• Program management experience and training in international settings
• Program monitoring and evaluation
• Knowledge of applicable complex scientifi c procedures and techniques; excellent communication skills; ability to troubleshoot technical procedures; ability to work independently and supervise others

Minimum Education/Training Requirements:
MPH and/or PhD in related scientifi  discipline
Minimum Experience:
7years related program experience and 3 to 5 years of work with
international donors
Physical Capabilities: Incumbent will be expected to relocate to
Kampala, Uganda and travel to research/fi eld locations sponsored
by the MHRP in Uganda
Supervisory Responsibilities/Controls: Incumbent will work
under the supervision of the Executive Management Committee.
Work Environment:  Offi ce/fi eld environment; may require

Key Performance Indicators
1. Bank reconciliation is carried out on a monthly basis and MUST be completed by the 5th day following the month under review.
2. Attaching correct ledger account, funders and projects
3. Carrying out routine reconciliation of all accounts receivable and payables
4. Ensure staff salaries are effected as per policy
# 137.1 of the Human resource manual
5. Payroll deductions are prepared and submitted by the 15th of the month
6. Monthly management accounts must be completed by the 5th day of the month
following the month under review and forwarded to the Accountant for further review.
7. Accountability of works advances is done within the specifi ed time as per accounting manual guidelines.

Background to Africa Community Empowerment and Development initiatives

Africa Community Empowerment and Development Initiatives(ACEDI) was started by a group of professionals in 2008 in order to bring meaningful changes in the lives of the most marginalized group of society- pastoralists and other minorities, children and women who have no voices and are excluded from development, through capacity building, research, advocacy and empowerment programmes. Its founders were encouraged by the African Union's (AU) decisions as reflected in the preamble of the AU Constitutive Act, Article 3(a), (g) (h) (k), and Article 22 to engage Civil Society Organizations (CSOs) in the development, strengthening, and operationalization of the AU at all levels; but particularly concerned about the ubiquitous capacity weaknesses of CSOs in attempts to partner with government in development programmes especially for indigenous civil society organization at the district and grassroots level. ACEDI operates in Uganda and soon expanding to south Sudan in the areas of Health, education, poverty and rights and Governance. It is registered as a Non-governmental organization with authorities in Uganda under the companies Act and NGO ACT of Uganda. We are in the process of expanding our charity and community work and need increase in funding to do so and therefore require the services of an online fundraising officer.

Purpose

To play a key role in the development and implementation of Africa Community Empowerment and Development Initiatives (ACEDI)'s fundraising activities in order to secure funding for programme work and organisational core costs.

Specific Tasks

Trusts and Grant Making bodies Fundraising

    Identify and profile trusts and grant making bodies from which ACEDI can receive funding for its community projects ongoing and new
    Identify and secure funding from overseas foundations, in Europe, US and elsewhere.
    Develop core generic fundraising proposals for each programme that requires funding.
    Write tailored applications, addressing grant-making priorities or requirements as specified by individual trusts and foundations or Request for proposals from Bilateral agencies
    Develop and maintain reporting and application systems and coordinate information with field offices in Uganda and South Sudan
    Identify and submit applications for prizes and awards that will raise the profile of ACEDI and secure funding.
    Researching and learning the specific guidelines of each donor category (for request of grants and for progress reports).

Corporate fundraising

    Identify and approach corporate prospects, securing financial contributions and the support of employees.
    Manage the relationship with payroll giving agencies and other organisations in order to increase the number of regular givers who support the work of ACEDI
    Promote and market ACEDI events and appeals to corporate employees
    Liaise with Business Development team to coordinate strategy for engaging with clients and potential new customers.

General Fundraising

    Support the Chief Executive officer in the development of ACEDI's fundraising and communications strategy and action plans.
    Contribute new ideas for fundraising and identify suitable funding initiatives, calls for proposals etc.
    Objectively review the success and achievements against agreed targets, identifying strengths, weaknesses and areas for development.
    Maintain organised hard and soft files of all fundraising information.
    Represent the work of ACEDI at events to members of the public in area of jurisdiction and supporters, where necessary delivering presentations with prior approval.

Support and Communications

    Providing counsel to the Chief Executive Officer, members of staff and on best ways and opportunities for funding requests;
    Liaising, coordinating and collaborating with the Communication staff for the creation and development of outreach material for donor solicitation, acknowledgement and cultivation;
    Contributing to the development and editing of donor brochures in conjunction with visits and events;
    Supporting the CEO by reviewing and editing project proposals and project budgets as well as progress reports according to donor's guidelines;
    Producing briefing materials and talking points for the CEO on any fundraising engagements;
    Provide information to ensure the information for the section on the website on fundraising and communications is up to date.

    Collate case studies, photographs and information from the field.

Personal Specification

Experience

    At least one years experience in Trusts or Corporate fundraising.
    Proven record of successful applications for substantial funding from Trusts and other grant-making bodies
    Demonstrable ability to develop relationships with Corporate partners and Trusts
    Experience of researching Trust and Corporate funding opportunities.
    Working within a charitable environment, preferably within an international development charity

    Oversee and manage all lease extension steps, milestones, timelines, and required support resources.
    Train Land Lease Representatives on best practice negotiations and analyzing site Profit and Losses (“P&Ls”).
    Provide overall team leadership relative to setting clear direction, establishing pipeline priorities, negotiation training, goal setting, goals and objectives and providing on-going coaching.
    Work with Land Lease Representatives to determine rent terms approach and specifics based on but not limited to asset location, competing infrastructure, tenant make-up, churn risk, revenue, cash-flow, and contract terms.
    Negotiate lease extensions on complex and/or escalated sites.
    Travel to sites to meet with landlords for complex negotiations.
    Partner with several cross-functional groups including Project Management, Site Development Services, Field Operations, Redevelopment and Engineering to obtain key site specific information to assist in valuation.
    Partner with Legal Department to oversee all due diligence related to lease extensions and ensure drafting and closing occur in a timely manner, oversee all associated data integration functions, and provide monthly metrics to Senior Management.
    Partner with Legal Department on continuous improvement on all lease extension related documents.
    Serve as primary owner of all potential tower relocations, terminations and other non-standard lease extension activities ensuring resolution is achieved to preserve ATC Uganda’s interest and our customer’s networks.
    Responsible for presenting team success and activities to Senior Management during Operational Reviews.
    Oversee all post-lease extension activities to ensure timely and accurate integration of all documents.

  • BSc in Microbiology, Biotechnology, Food Science and Technology or equivalent higher Diploma in Brewing 
  • Technical brewing traineeship  completion is an added advantage
  • Solid understanding of brewing process and operational aspects
  • Ability to design experiments
  • Exposure in quality control laboratory
