3. Maintains the staff database and personal records, including
disciplinary records.
4. Manages staff recruitment process and issues contracts of
employment to all permanent staff.
5. Organizes annual staff appraisals
6. Manages the UNRA Payroll in liaison with the Ministry of Public
Service and Ministry of Finance, Planning & Economic Development.
7. Ensures that the UNRA Staff Medical Insurance Scheme runs
smoothly and in a manner that guarantees value for money.
8. Liaises with the Insurance Provider to ensure that the Workers
Compensation Insurance Scheme is managed in an efficient and
effective manner.
9. Oversees the leave process, ensures that all requests for leave other
than Annual leave are passed to the Human Resources Manager or
above for approval and maintains records of all leave.
10. Prepares regular and ad hoc reports for the Human Resources
Manager as required.
11. Performs such other related duties as may be assigned by the
Manager from time to time.

[v] Person specification
The applicant must have honors Bachelors Degree in Human Resources
Management or Social Sciences or equivalent University degree with a
Post Graduate Diploma in Human Resources Management, plus a
minimum of five (5) years Human Resources Management experience.
Appreciation of computerized Human Resources Management and
possession of a professional qualification will be an added advantage.
