BASIC FUNCTION OF POSITION
This position is located in the Budget and Fiscal Office of the Management Office. Incumbent serves as a Principal Class B Cashier for the Embassy and is responsible for Cashier Operations with a total advance of $65,000.00. Supervision is provided by the Financial Management Officer.

QUALIFICATIONS REQUIRED

1. Education required: Diploma in accounting or finance is required.
2. Work Experience: Two years progressively responsible experience in voucher examining, accounting, cashiering or bookkeeping is required.

4. Knowledge: Must have good knowledge of financial transactions, accounting and bookkeeping vocabulary at a level sufficient to read and understand regulations, policies and procedures is required.
5. Skills and Abilities: The ability to work independently, high level of honesty and integrity, courtesy, promptness and deference to customers, time management; ability to maintain a well-organized office, very good computer skills, especially in the use of word processing, database, excel spreadsheets; must be comfortable enough with calculators to catch on quickly to simple calculations; must have the ability to work in a high-volume productivity environment and handle issues promptly; ability to relate and apply the basic requirements of applicable regulations and procedures to the cashiering process, and to judge when additional guidance is required.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a US Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside (OR, see below) in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a US Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

Program Manager Vacancy at Housing Microfinance

Position: Housing Microfinance Program Manager- Retail Lending
The successful candidate will assume overall responsibility for the implementation of the Housing: Micro-finance Program Retail Lending activities. This includes the delivery of housing micro-loan products; and housing related support services in HFHU's areas of operation. The overall program objectives are to; enable low income families to incrementally improve; their housing and build new housing. This includes both administrative and fiscal management.

Minimum Qualifications:
• An honors degree in Business Administration,

• Professional training in relevant areas of Microfinance
• Experience of 8 years in Microfinance or credit delivery
• Knowledge of: quantitative and qualitative analysis techniques; principles of supervision,training and performance evaluation; current trends in public finance mechanism for affordable housing; current trends in the fields of housing, real estate and redevelopment.
