Job Summary: The Senior Technology Analyst (STA) for Mobile Financial Services is responsible for driving the definition, requirements, and business design of an interface to enable an end-to-end solution for our Financial Institution partners to our Mobile Money Partner. The ultimate outcomes are a commercially viable solution and end user adoption especially amongst clients earning under $2.50/day. Managing timely deliverables with strong communication and cross functional partnering skills with the ability to gain shared vision on challenging decisions which impact various teams and the offering.  Success will require working closely with stakeholders (Telco, FIs, 3rd party vendors) to define a solution on which relevant pro-poor products can be offered seamlessly.  Candidates must have a 'can do' attitude.

Reports to: Project Director of Mobile Financial Services

Duties and Responsibilities:

    Assess the products being reviewed against Financial Partners willingness to develop on their internal systems and what the internal rules are on data sharing with external parties
    Contract and manage 3rd party contractors to ensure timely delivery of agreed outputs
    Collaborate with other program or project managers to ensure that the development plans fit into the overall project plan.
    Oversee product definition and development of product requirements with regards to the middleware platform and services delivered over that platform working with a software architect.
    Research and select the technology solutions best suited to meet long-term project goals, documenting the process.
    Work with the transactional platform company or telecom operator, financial institutions and mobile financial services team to respond to client requests with both requirements as well as ‘product positioning’.
    Work with functional heads at the partnering financial institutions to incorporate their long-term plans into the technology platform.
    Have a disposition toward ‘action’ to make sure things get done.

Required Knowledge, Skills, and Abilities:

    5 years experience working with product development on CORE Banking Systems
    Knowledge and skills to conduct supporting IT platform security audits.
    Broad knowledge of security-related topics such as authentication, entitlements, identity management, data protection, data leakage prevention, validation checking, encryption, hashing, principle of least privilege, software attack methodologies, secure data transfer, secure data storage etc.
    Knowledge of risk management control frameworks
    Have an understanding of business processes methodologies (BPM)
    Be familiar with the Service Oriented Architecture (SOA) styles.
    Knowledge of Mobile Phone customer interfaces in particular mobile money is an added advantage.
    Ability to evaluate technical and functional specifications early within the software development process, identify possible threats or areas of weakness as it relates to impacts on supporting IT platforms.
    Excellent writing, research and communication skills; ability to gather, synthesize and present information in a professional, compelling and practical manner;
    Highly self-motivated, self-directed, and attentive to detail;
    Extensive experience working in a team-oriented, collaborative environment;
    Excellent organizational, project management and time management skills;
    Fluency in oral and written English.

Education and Experience:

    Bachelor’s Degree required, advanced degree preferred in business administration, international development, or a related field
    At least 1 year of vendor or customer relationship management
    At least 5 years working on technical specifications and product development of CORE Banking systems
    Work experience in international development, preferably in a developing country

The National Fisheries Resources Research Institute (NaFIRRI) is one of the Public Agricultural Research Institutes established by the National Agricultural Research Act 2005. The Institute is mandated to undertake Research of strategic nature and of national importance in Capture Fisheries and Aquaculture under the policy guidance of National Agricultural Research Organization (NARO). Applications are invited from suitably qualified Ugandans for the position below:

Position:     
Overall Purpose:

Responsible for developing information and communication strategies and outreach packages aimed at promoting and enhancing the institute's image in order to create awareness and implementation of stakeholder concerns in the fisheries sector; develops information materials and builds credibility through effective Public Relations.  The work involves writing and editing publicity materials to support and promote specific programs and services in various communication media.  Acts as a Public Relations agent and participates in exhibitions to arrange displays and make multimedia presentations.  Spearheads the promotion of a positive image of the organization in the public at all times.

Core Duties:

    Plan and develop informational materials and implement activities designed to improve community and employee understanding and acceptance of the institute's policies, objectives, strategies and services.
    Arrange public appearances, lectures, contests, or exhibitions for the institute to increase agricultural technology awareness and to promote good-will.
    Maintain regular contact with media representatives to promote good public relations for the institute.  In addition, arrange promotional campaigns in types of media to promote new or improved technologies.
    Establish and maintain cooperative relationship with other NARO Institutes and NAADS, representatives of communities, consumer groups, employees, and public interest groups.
    Gather, package and edit newsletters, reports, journals, technical reports, posters, brochures, internet web pages and other publications for internal and external audiences, including employee, communities and other stakeholders
    Establish collaborative partnerships with NARO, NAADS, Key uptake Pathways, intermediaries and other sector institutions including international organizations.
    Plan and direct development and communication of informational programs to maintain favorable public and stakeholder perceptions of the institutes accomplishments and agenda.  
    Confer with other managers to identify trends and key group interests and concerns or to provide advice on business decisions.
     Provide regular bulletins and special announcements and also promptly respond to requests for information from the media as the official spokesperson or information source.
    Study the objectives, policies, research agenda and needs of the institute to develop public relations strategies that will influence public opinion and promote innovation of agricultural/fisheries information products and services.
    Confer with research scientists and technicians to produce and coordinate production and promotion of appropriate technologies.
    Plan and conduct market and public opinion research to test products and determine potential for product success as well as communicating results to clients or management.
    Train NARO staff in informational and communication methods and techniques.
    Arrange conferences, workshops, special events and presentations for informational purposes.
    Meet with NARO officials and attend staff meetings for the purpose of discussing activities and securing newsworthy information.
    Participating in multidisciplinary teams to develop, implement and evaluate strategic management plans, in order to improve performance standards.
    Representing the institute in meetings, conference and workshops and other forums to discuss issues related to the communications in development.
    Preparing monthly progress reports and annual reports showing achievements in the area of information, communication, outreach and Public Relationsagainst planned targets as well as providing justification for performance variances.    

Minimum Qualifications:

    At least an honors’ degree in Mass Communications, Public Relations or equivalent degree OR a degree in Journalism, agriculture/ environment fields backed by communication and outreach experience in journalistic/PR/Environmental reporting functions.
    Post-graduate training in Mass Communication, or Environmental Journalism, Public Relations or related fields.
    At least two years practice in Journalism, Outreach and Public Relations, Advertising, Marketing, film/video production and information areas.
    A Master’s degree in a relevant field is an added advantage.

Key Competencies:

    Strong demonstrated communication and Public Relations skills.
    Working knowledge of agricultural and environmental issues, including NARO programs, fisheries stakeholders and community organizations.

Terms of Reference

    Plan and undertake field, on-station and laboratory work to collect and analyze data on the physical-chemical parameters that influence fish productivity and generate scientific reports.

    Preserve and maintain samples in the laboratory.

Minimum Qualifications

    Ordinary Diploma in Science Technology (Chemistry) supported by at least Credit passes in Chemistry, Mathematics, Biology and English at O-level and a combination at A-level that includes Chemistry and Biology.
    Additional qualifications in Water Quality, Environmental Science, Analytical and Industrial Chemistry are strong added advantages.
    Minimum of four years relevant working experience gained from a reputable institution.

About this Job:    

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling one of those positions-Senior Human Resource Officer.

JOB TITLE: SENIOR HUMAN RESOURCE OFFICER
Reporting to: Head, finance & Administration
Main Function:
This is a middle managerial position in the Authority and the Officer will assist the Head; Finance and Administration in managing the human resource function.
Specific Duties and Responsibilities
The specific duties and responsibilities of this job are as follows;
• Responsible for review and development of appropriate HR policies and plans in consultation with the Head Finance and Administration.
• Carry out salary surveys and prepare and submit remuneration review .recommendations to management
• ‘Maintain an effective job Analysis system
• Keep job descriptions up to date and assist in carrying out job Evaluation
• Generally responsible for managing staff entry, retention and exit
• In consultation with the Accountant and Head Finance and Administration, manage and keep up-to- date the payroll of the Authority, including implantation of any changes, deletions or additions to the payroll
• Responsible for aligning people with the organizations objectives
• Responsible for career and staff development
• Periodically assess the training needs of staff, as well as arrange for. and manage staff training
• Response’s for Performance management
• Responsible development and management of reward, and benefits schemes
• Responsible for .HR administration services including management of staff files, leave, training, medical and staff welfare generally,
• Perform HR advisory role to management on all matters of a personnel / HRM nature

Key Result Areas (KRAS):
1. Analyze the organization and propose HR policies and strategies that are aimed at improving the performance of the organization.
2. Produce Quarterly and half yearly HR performance or progress reports.
3. Advice to staff on all personnel/HRM – Related issues provided
4. Staff training carried out in line with the needs assessment
5. Management of the payroll effectively carried out
6. Reports of staff performance assessment are timely submitted.

Requirement:    

Person Specifications/ Qualifications
The Applicant must have the following qualifications;
1. An Honors Degree in Human Resource Management / or Social Work and Social Administration or Industrial and Organizational Psychology or Social Sciences from a recognized University/ Institution
2. Must have a Master’s Degree in Human Resource Management, or Organizations! Development
3. Working experience of at least 5 years as a Senior Human Resource Officer in a large and reputable organization.
4. Must have a thorough understanding of the Uganda labor laws and HR best practices
5. Knowledge in developing the Human resource management information system will be an added advantage.
Additional Skills
• Good analytical, negotiation, communication and interpersonal skills.
• Strong computer skills (MS Office)
• Good report writing skills.

The Bureau’s core business, include among others; the Production, Coordination and Dissemination of official statistics to support the national and local government planning processes.

The Bureau is seeking to recruit a person of integrity, self motivated, results-oriented and dynamic qualified Ugandan to fill the position of Executive Director who is the Chief Executive of the Bureau.

Position:  EXECUTIVE DIRECTOR

Reports To: Board of Directors

Type of Appointment: Contract Appointment of 4 years renewable once.
Role: To provide technical, professional and managerial guidance in the production and development of statistics in line with the National Statistical System (NSS).
Key result Areas:

The roles of Executive Director will include the following:

1.    Manage all the technical operations of the Bureau with regard to planning, production, coordination both at the planning and administrative level in formulation of programmes for statistical production and development.

2.    Coordination of the Bureau and the National Statistical System

3.    Be a member of the Board of directors responsible for informing the board on the levels of  implementation of Bureau policies

4.    Responsible for preparing the Bureau Budget and the Management and Accounting for all resources of the Bureau.

5.    Prepare and write reports to be presented to the Minister on a quarterly basis.

6.    Represent the Bureau both at National and International for.

7.    Oversee the Public Relations function of the Bureau and be responsible for the promotion of the corporate image of the Bureau

8.    Any other duties as the Board of Directors, and or Secretary to the Treasury may determine

Minimum Requirements:

Qualifications:

1.    Must possess an honours degree and post graduate training in Statistics, Population Studies or other related field form a recognized institution.

2.     Possession of a PhD in a relevant field will be an added advantage

Experience:

•    Fifteen (15) years professional working experience with at least 6 years at a senior managerial level in a Government Department or  •    Reputable Agency in the field of Statistical production and Policy Analysis.
•   Knowledge and exposure to; Financial Management and Budgeting Tools
•    Should have had adequate exposure in interfacing with Accounting Officers of the MDAs and other High Local Governments
•   Demonstrated ability/experience of networking with other institutions

Other Requirements:

•   Sound knowledge and appreciation of statistical computing techniques and computer applications.
•   Excellent communication skills and interpersonal relations.

•   An all- inclusive commensurate package shall be paid to the most suitable candidate.
•   Age Requirement: Should at least be 45 Years of Age.
