PURPOSE OF POSITION:

Provide overall leadership, oversight and management support for all aspects of programming in World Vision Uganda while creating and nurturing strategic partnerships; and ensuring that all programmes are managed effectively and contribute to Child Well-Being Outcomes in line with the World Vision Uganda Strategic priorities, community and donor accountability.


KEY RESPONSIBILITIES:

        Leadership and Strategic Management
        Provide strong and positive leadership to the programmes department ensuring competent and motivated staff are hired and retained.
        Ensure that programmes are managed and executed well as per plans within time and budgets, meeting donor and community accountability.
        Ensure programmes achieve Child Well-Being Outcomes in line with the organisation’s Ministry Framework and Development Approach, and World Vision Uganda strategic priorities and programme designs.
        Provide effective oversight of disaster management and HEA functions, based on Partnership protocols and standards, including the development and implementation of a National office disaster preparedness plan.
        Provide oversight to Advocacy department by ensuring that local level programming contributes to national level advocacy strategies thus influencing Policy changes as a result of WV’s evidence-based advocacy.
        Provide oversight and ensure that Sponsorship standards are adhered to and that there is evidence of quality sponsorship programmes contributing to achievement of Child Wellbeing Outcomes.

        Strategy Development and Planning
        Collaboratively contribute to the development of strategy, directions and key priorities of WV programmes (short, medium and long) ensuring coherent strategy and a business plan for the national office that follows well from the strategy

        Resource Acquisition and Management
        Support the Development and execution of a strategy to diversify the National Office funding portfolio for WV, in terms of type and sources, especially from bilateral and multilateral sources, in close partnership with other Directors.
        Provide leadership in funding negotiations with support offices and other donors in coordination with other National Office (NO) Directors and in alignment with regional working group (RWG) decisions
        Manage donor expectations

        Accountability and Quality Assurance
        In close collaboration with functional heads, ensure provision of good quality services to programmes, and programmes in turn follow Partnership standards, policies and protocols, including all relevant sections of the Field Financial Manual thus achieving Inter-departmental collaboration and organizational synergy.
        In close collaboration with HR, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development. Ensure that the programme staff based in remote locations receive care and support.
        Ensure adequate quality assurance processes while positioning programmes to meet defined programme quality standards including Design Monitoring and Evaluation (DME).

        Networking and Coordination
        Maintain effective communications and pro-active relationships with Support Office partners, including visits by donors.
        In coordination with National Director and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in country ensuring that WV is represented through coordination, liaison and building collaborative relationships with donors, other NGOs, government authorities and other stakeholders and partners.
        In coordination with the National Director, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general.

        Information Management
        Ensure necessary tracking, compilation, analysis and use of programmatic data,
        Oversee creation of internal monthly, quarterly and annual Programmatic Reports, Support Communications in preparation of marketing and informational material for WV and external donor stakeholders



KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        Bachelor’s degree in International Development, Business Administration, Public Health, Economics, Rural Development or a related field. Master’s degree in Development, Social Sciences, Management or other related areas is an added advantage.
        Training or certification in Portfolio and/or Programme Management with accredited institutions such as PMI, Prince 2, or IPMA.
        Minimum of 5 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles in a complex, international development organization.
        Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
        Ability to engage at a strategic level with senior government, UN and INGO officials.

        PREFERRED:
        Ability to lead a multi-cultural team with an empowering and outcome oriented approach.·
        Strong budgetary and financial management skills.
        Good interpersonal organizational and time management skills.
        Ability to maintain performance expectations in diverse cultural contexts stressful environments and physical hardship conditions with limited resources.
        Ability to solve complex problems and to exercise independent judgment.
        Computer literate in Microsoft Office, Lotus Notes or similar database email and internet programs

    Evaluating the effectiveness and impacting of the organization’s development policies, structural reforms and other organizational change initiatives and advice Management.
    Coordinating, monitoring and evaluating the implementation of the performance management process and provide professional guidance.

Requirement:

    Applicants should be Ugandans holding an Honor's Bachelor's Degree in Human Resource Management or Organizational Psychology or Business Administration (Management Option) or Public Administration or Management or Arts or Social Science or any other course in the field of Human Resource Management/ Public Administration and Management or Social work and Social Administration plus Post Graduate Diploma in Human Resource Management.
    Master's Degree in Human Resource Management or Management or Organizational and Industrial Psychology respectively or related field is desirable [not a must].
    Membership to Human Resource Professionals Association(s) is desirable
    Applicants should have a minimum of 6 years working experience in Human Resource Management at least (2) to (3) of which should have been gained at Senior level or middle management level in Government or equivalent level of relevant working experience from a reputable organization.

The position is located at Company Head Office. The successful applicant will report to the Principal Legal Officer.

Purpose:

The primary purpose is to  identify, define and update Legal Policies in line with UETCL’s corporate Objectives.

KEY RESULT AREAS:

    Provide legal Support to the Company in its acquisition of rights of way / wayleaves for the Company.,
    Provide legal Support to the Company in its conduct of insurance business of the Company
    Provide legal Support to the Company for the drafting of Financial and subsidiary agreements for proposed projects for the Company
    Provide legal advisory and interpretation services to the Company to ensure statutory compliance with the existing law and regulatory requirements governing the sector

    Respond to notices of intention to sue with regard to wayleaves acquisitions and liaise with external lawyers on outstanding cases in courts of law and advise on appropriate risk management measures and action.
    Review and advise on contracts, MOUs and other documents that may bind the Company.
    And to carry-out any other duties as may be assigned from time to time.

Requirement:

    A Second Class Honours degree in Law from a recognised University
    A post-graduate diploma in Legal Practice from the Law Development Centre
    A certificate of Admission to the roll of Advocates of the High Court of Uganda
    A Minimum of four years experience (year of admission inclusive) post admission experience in a Company / Organisation or busy law firm involved in handling of land acquisition matters. Experience in acquisition of land for public purposes / utilities or resolution of land disputes will be an added advantage.
    Must provide evidence of at least three practicing certificates issued by the High Court of Uganda.

FINANCIAL ACCOUNTANT, FINAL ACCOUNTS – (1 Post)

The position is located at Company Head Office. The successful applicant will report to Senior Accountant, Corporate Accounts.

Purpose

The primary purpose is to maintain accurate financial and accounting records and efficient general lodger management processes to ensure timely statutory reporting and tax compliance.

KEY RESULT AREAS:

    Preparation of all month end journals, including depreciation, journal voucher adjustments, prepayments, staff advances, interest charges, provisions and accruals.
    Ensure all statement of Affairs position and Statement of Comprehensive Income accounts are reconciled and signed off on a monthly basis to month end deadlines.
    Ensure Statutory taxes (Corporation Tax and VAT) are recorded appropriately within the accounts and reported on relevant returns to the Uganda Revenue Authority within statutory deadlines accurately.
    Ensure timely and complete month – end and year-end accounts closure processes are performed, implemented and continuously monitored in accordance to International Financial Reporting Standards, Company policies and procedures and statutory requirements.
    Review inputs of payment Vouchers, adjustment journals, coding and update general ledger and accrue tax invoices into the subsidiary accounts update of the general ledger.
    Prepare draft statutory accounts with fully backed up audit file for annual Company audit in accordance with IFRRS, GAAP and Company policies.
    Maintain and update the loans register and ledger
    Ensure accuracy of Data Entry and Filing.
    Provide supporting analysis and documentation for tax advisors and Supervisors for tax returns.
    Respond to financial inquiries by external Auditors, Internal Auditors and Supervisors by gathering, analyzing, summarising and interpreting data.
    Update job knowledge by keeping current with financial regulations, standards and best practices and advising the Supervisors on the update of the accounting standards, policies and procedures so as to be update with the current trends and developments.
    And carry-out any other duties as maybe assigned time to time.

Requirement:

    A Bachelors degree in Commerce or Business Administration or Finance or any other business related field.
    Part qualification and membership of the  internationally recognised professional institutions such as ACCA, CPA, CI MA etc.
    Not above 32 years of age Be able to work with any of the Sun Systems Accounting packages 5.2,5.3 and or 5.4
    Able to work with basic computer software like Ms-office packages
