The Strengthening Decentralization for Sustainability (SDS) Programme will improve the results and sustainability of decentralized service delivery, with initial emphasis on health and HIV/AIDS services, at Local Government levels in Uganda through: (1) improving coordination among all USAID supported partners at the district level, (2) strengthening the capacity of districts and sub-counties to plan, budget, implement/coordinate, monitor and evaluate decentralized services, (3) provision of grants to districts to complement resources needed for effective and efficient management of programs and services, and (4) facilitating strategic innovations to improve district leadership and sustainable financing of health, HIV/AIDS and other social sector services.

The Specialist serves as a technical advisor on all technical assistance provided to districts related to management and governance. The Specialist ensures quality control of technical assistance provided by Regional Offices and issues guidance to Regional Decentralization Managers and Specialists. The Specialist will take a lead role in managing process of adapting District Resource Management Reference Manuals and developing new ones and will maintain a library of lessons learned and relevant tools available from the in-country partners as well as tools used in other countries. Specific Roles and Responsibilities

Reporting to the DS Director, serve as the liaison between regional Decentralization Strengthening (DS) Team and Kampala based team

Manage the overall TECHNICAL ASSISTANCE quality control program, ensuring all technical assistance provided aligns with SDS objectives and providing guidance to regional DS specialists to monitor quality of TECHNICAL ASSISTANCE provided to districts

Manage the day to day responsibilities required to support the integration of the national level IPs technical assistance activities with SDS TECHNICAL ASSISTANCE Strategy and Plan

Manage the overall process of adapting the existing District Resource Management Reference Manual (DRMRM) and developing new ones as in relevant technical areas

Coordinate and at times develop training and staff development programs to ensure SDS TECHNICAL ASSISTANCE Strategy Objectives can be carried out by SDS staff at the central and regional level

Coordinate and maintain a central office library of lessons learned from regional /district technical assistance
Provide input to all reports and work plans as required by the DS Team Leader

Required Qualifications Bachelor's degree 7+ years of experience in public administration, finance, organizational development and community development Experience strengthening decentralization for promotion improvements in local government governance, management and system strengthening

Expertise and demonstrated ability to provide TECHNICAL ASSISTANCE in at least two of the following areas: coordination, planning, budgeting, human resource management, leadership & governance, financial management & procurement

Experience in staff development modalities, training assessments and developing training manuals Knowledge of best practices and lessons learned in local governance and service delivery Ability to prepare and present reports, presentations and other products in English Special Instructions

Specific Roles and Responsibilities

Reporting to the DCoP, provide technical leadership and oversight of the Decentralization Strengthening (DS) team activities to ensure compatibility with the SDS Technical Assistance Plan

Coordinate and integrate the SDS technical assistance activities with the national level implementing partners, government entities and other Ugandan institutions that work in the area of Local Government

Take the lead in instituting the District Management Improvement Planning process and providing the technical support to the Regional Offices to carry-out the process

Assist in developing the criteria for performance Improvement Grants and Innovation Grants

Assist Ugandan organizations and officials develop agenda for policy discussion with central ministries as required

In coordination with the M&E and Grants Team, develop a protocol for cataloguing lessons learned and best practices

Assume the day-to-day management of the DS Team, coordinating all work activity with the DCoP

Provide input to DCoP for development of the quarterly reports and annual work plan

Required Qualifications Master's degree (MBA, public administration, finance or similar degree) 10+ years of experience in public administration, finance, organizational development

Experience strengthening decentralization for promotion improvements in Local Government governance, management and system strengthening

Expertise and demonstrated ability to provide technical assistance in at least two of the following areas: coordination, planning, budgeting, human resource management, leadership & governance, financial management

Previous experience in managing a multi-tasked program and demonstrated ability to direct a team

Knowledge of best practices and lessons learned in local governance and service delivery

Ability to prepare and present reports, presentations and other products in English

S/he will also work as a technical advisor for SDS supported districts to strengthen the capacity and function of the M&E and MIS systems. Specific Roles and Responsibilities

Monitor and supervise all project related M&E, including design of the PMP

Responsible for quarterly reporting to on the project PMP and other M&E and MIS issues

Ensure that M&E data collected for project activities is analyzed and used to improve project activities and performance

Work with project team to conduct assessments of MIS and M&E gaps in the districts

Identify activities to strengthen integration and use of MIS and data for decision making in all social sectors at the district level, including improved quality of data collection, management, reporting, and the use of data for planning

Along with the CoP, DCoP, Regional Managers, and DBTA partners, develop joint plans with the district governments for activities to strengthen the MIS and M&E for districts

Ensure that M&E and MIS work of SDS with districts is coordinated closely with technical assistance provided by DBTA partners and augments this work rather than overlapping or duplicating it

Work with the CoP, DCoP, IPs, Regional Directors, and regional M&E Managers

Determine how to support sustained coordination of all donor partners operating social sector activities in the district

Required Qualifications Masters Level Degree or equivalent (economics, statistics, management information systems, development studies, etc.) 7+ years of experience in design and implementation of monitoring and evaluation systems as well as management information systems

Experience providing technical assistance in M&E and MIS, especially to host country stakeholders

The Union is seeking a qualified local candidate for the position of Project Manager, SPARK-TB project to be posted in Kampala, Uganda. The position is dependent upon availability of funds.

Overall Role: The post holder will provide direction and management of The Union's SPARK-TB Project, in Uganda, as well as ensure the smooth and efficient running of the technical, administrative and financial operations. S/he will report to the Director of the Department of TB/HIV, and will work in close liaison with the Technical Advisor, also based in Uganda, who will provide technical expertise and guidance to the project.

Key Responsibilities: 1. Provide overall project management and direction on strategy implementation of project goals, including the development of the annual operational plan, drafting internal and external project reports. 2. Provide final project financial oversight, including: analysis of budget, financial reports and provision of recommendations to The Union on project budget forecasts and expenditures. 3. Serve as project liaison and spearheads collaborations with The Union (Paris), Ministry of Health (MoH), District Health Office, Divisional Health Office, implementing partners and international donors. 4. Provide technical assistance to the District and Divisional Heath Officers and the Private Health Providers in the areas of Directly Observed Therapy-short course (DOTS), TB/HIV and the Public-Private Mix (PPM) and conducts site visits as necessary. 5. Review monthly and quarterly progress reports drafted by project staff and takes action as necessary, and submits monthly internal progress reports to The Union and quarterly external reports for WHO-TB REACH Secretariat. 6. Responsible for supervising partner collaboration, particularly the National Tuberculosis and Leprosy Program (NTLP) and the District Health office, including ensuring effective implementation of agreed activities and accurate reporting ( technical and financial). 7. Recruit and supervise project staff (with support from the Technical Advisor). 8. Ensure the integrity of the project and The Union such that they are faithfully represented in all project activities. 9. Responsible for overseeing specific Union office project-related activities – car management and logistics. 10. Ensure compliance with The Union's Standard Operations Manual. 11. Other duties as required by the Director of the Department of TB/HIV.

Qualifications:

Medical Doctor with a Masters Degree in Public Health.
Minimum 3 years' experience in a similar or related position.
Understanding and experience in tuberculosis control.
Good knowledge and experience in working with international donors, and the reporting (financial and technical) requirements required
Ability to produce workplans and technical reports.
Strategic planning experience desirable.
Excellent professional approach.
Strong communication, interpersonal and teambuilding skills.

Job requirement

Qualifications and Experience:

• A diploma in motor vehicle mechanical engineering or certificates in Auto Mechanics attained from a recognized institution;
• At least four (4) years experience with auto mechanics gained in both light and heavy Vehicles obtained from a reputable organisation;
• Undertaken technical refresher training with reference to Renault and Scania vehicles;
• Experience gained using a computerised Fleet management system;

Job Purpose

• Strategic Fleet, the incumbent will be responsible for driving on stand - by for emergencies in the great lakes region and will be required to undertake the following duties;-

Duties and Responsibilities
• Drive heavy duty trucks during Logistics Intervention Fleet (LIF) activation periods, from Kampala to the deployment area in Uganda or neighboring countries (Rwanda, Burundi, DRC, Kenya, Tanzania or South Sudan).
• Responsible for maintaining the truck in good condition during the deployment periods which will range from 1 to 3 months;
• Perform daily inspections on the truck and ensure that it is mechanically sound and report any problems or defects to his/ her immediate supervisor;
• Maintain an accurate and an up-to-date Truck Logbook at all times;
• Ensure that the truck is always fuelled on time and make sure that the fuel consumption figures are maintained within the established parameters as set by WFP;
• Responsible for ensuring that the cargo loaded at origin is safely transported to the destination free from contamination, losses or damage, and held accountable for the same;
• Witness loading together with tally clerk and ensure signing and endorsing of way bill at destination is done;
• Ensure that the vehicle is loaded (metric tones) in accordance with the established payload of the vehicle and under no circumstances to exceed this limit, and also make sure cargo is loaded uniformly and equally distributed for safety reasons;
• Drive always in a safe and responsible manner with due respect and attention to pedestrians, other vehicles and property;
• Assist in the repairs and maintenance activities as required while the vehicle in the workshop;
• Report any accidents that may occur immediately to the supervisor or any other parties concerned;
• Travel to authorized destination and only load authorized cargo, and shall under no circumstance deviate from this unless authorized by immediate supervisor;
• Will perform any other duties as requested by immediate supervisor.


Job requirement

Qualifications and Experience:

• A minimum of a Uganda Certificate of Education (0 Level) gained from a recognized institution;
