Job Purpose:

Key Functions:

Job Description

Reporting to: Rights, Justice and Peace Component Manager (CM)
Work centre: Kampala with frequent visits to partners in the districts

The Programme Officer (PO) will be responsible for the “Human Rights” Sub-component of the DGF. The PO will contribute to the development of a systemic approach to civic education supporting awareness of rights among the citizens. The increase demand for human rights will be supported through improved human rights monitoring and reporting by state – and non-state actors. Stronger
human rights actors and human rights defenders are a prerequisite to realizing the aims of this sub-component. In particular, the PO will manage the DGF-sub-component encouraging greater complementarities and synergies between human rights organizations emphasizing a more holistic approach to the analysis and advocacy by
human rights actors.

Key responsibilities:
• Provide analysis of key developments as well as local, national and international “best practices” in the area of Human Rights;
• Ensure good working relationships with key stakeholders, including the effective management of relations with state and non-state partner
organisations;
• Provide technical input to the development of annual work plans and budgets of DGF and its partners;
• Review and provide comments to narrative and financial reports received from partners;
• Provide capacity development support to partners;
• Report on the indicators, milestones and targets of the Human Rights-sub-component as specified in the DGF Log Frame;
• Summarizing results, challenges faced and “lessons learned” in the sub-component;
• Provide “case stories” and other information designed for communication to wider audiences;
• Ensure compliance with the “Business Procedures” of the DGF;
• Ensure cross-cutting issues are addressed adequately during planning, implementation and reporting, especially gender related issues;
• Undertake any other assignments as delegated by the Component Manager.

Academic and professional qualifications
• A Masters Degree in Law and/or another relevant subject from a recognized university.
• Additional qualifications in project and program management & administration, including the management of partner relations, would be a distinct advantage.
Competencies and experience
• A solid in-depth understanding of challenges facing the respect of human rights in Uganda as well as recent developments with regard to the Amnesty Act, the Anti-torture Bill implementation, the Universal
Periodic Review and questionable draft legislations such as the Public Order Management Bill and the Anti-Homosexuality Bill.
• At least five years of employment in human rights advocacy and/or programs in Uganda.
• At least five years experience and well documented good track record in maintaining constructive partner relations and managing financial and technical support to partners.
• At least five years of experience in analyzing data, report writing, and communication to wider audiences in the human rights area.
