The Centers for Diseases Control is seeking an individual for the position of Public Health Specialist (Health Systems Strengthening) Team Lead.


BASIC FUNCTION OF POSITION
The incumbent is a key public health advisor on health systems strengthening to the CDC HIV/AIDS Program Branch. Position is responsible for the design, implementation, coordination, and evaluation of a broad range of agency-funded HIV health systems strengthening program activities and studies required to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) in Uganda. Job holder is a USG HIV/AIDS advisor to Ugandan ministries (including the Ministry of Health and Education), partners, including those funded by the Uganda government or the Global Fund, and non-governmental organizations (NGOs) in the implementation of health systems strengthening program activities and studies. The incumbent represents CDC on HIV health systems strengthening issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Serves as the activity manager or contracting officer’s technical representative (COTR) for HIV health systems strengthening grants, contracts and cooperative agreements and coordinates funding, reporting, and administration with the extramural team to assure projects are conducted and USG funds are appropriately utilized.

QUALIFICATIONS REQUIRED

Job holder provides comprehensive public health technical, administrative and managerial advice and assistance in support of treatment activities provided under the President’s Emergency Plan for AIDS Relief (PEPFAR). Responsibilities include day-to-day program management and development, monitoring, reporting and close collaboration with PEPFAR partners to ensure implementation is carried out in accordance with program strategic objectives and internationally recognized best practices in treatment. UNESCO Scholarships for Ugandans and Africans

UNESCO Fellowships Programme in support of Programme Priorities (2010-2011). The fellowships offered under this scheme are of short term duration (6 months maximum) and are intended for specialized training at the postgraduate level. Priority targets are promising and qualified specialists who seek to undertake advanced research or to upgrade their skills and knowledge of state-of-the-art developments in their field of study or work.

Who submits:
The National Commission for UNESCO of the candidate’s country submits the application(s), clearly indicating the order of priority. Applications from individuals will not be accepted.

Duration of studies:

Number of candidatures that may be submitted for each Member State:

Countries of study within the same region as that of the candidate’s are highly recommended.

Estimated costs:
Applicants should be realistic in compiling their proposed budgets. The estimate should indicate, exclusively:
• The cost of international and domestic travels for the proposed itinerary;
• Tuition fees, if any; and
• Stipend to cover subsistence abroad.

Applications where funds requested are judged to be excessive in relation to the real costs are likely to be awarded smaller grants. With a view to ensuring equitable distribution of funds, UNESCO applies standard rates for stipend and other entitlements.

Maximum cost of fellowship:
Entitlements of fellows, including health and accident insurance, are standardized, in accordance with the rules and regulations governing Fellowships Programmes. In any event, the maximum cost should not exceed US $15,000 to cover either partially or fully expenses related to the study programme. Should the proposed study programme need additional funds, other sources must be sought by the candidate to ensure completion of studies. Written confirmation issued by other funding sources will be required.

Evaluation of applications:
UNESCO’s relevant Programme Sector evaluates the technical and substantive suitability of the request. The budget for fellowship is examined and confirmed by the the Participation Programme and Fellowships Section in conformity with the standard rates applied by the entire United Nations system.

Selection of beneficiaries:
An Intersectoral Screening Committee, chaired by the Assistant Director-General for External Relations and Cooperation (ADG/ERC), will examine each application with a view to ensuring transparency, equitable geographical distribution, and conformity with strategic objectives and programme priorities as defined in the 35 C/4 and C/5 documents.

OFID Scholarships For Ugandans and Africans

OFID Scholarships 2010-2011 are available for developing countries. OFID or The OPEC Fund for International Development is pleased to announce that qualified applicants who have obtained or are on the verge of completing their undergraduate degree and who wish to study for a Master’s degree are welcome to apply for the OFID Scholarship 2010/2011. The OFID scholarship will be awarded to support one student or candidate for Master’s degree studies.

The applicant may be from any developing country, and he/she must first obtain admission to pursue a Master’s degree studies in a relevant field of development, in any recognized university/college in the world. Through its scholarship scheme, OFID aims to help highly motivated, highly-driven individuals overcome one of the biggest challenges to their careers – the cost of graduate studies. The winner of the OFID Scholarship Award will receive a scholarship of up to US$100,000. The funds will be spread over a maximum of two years, toward the completion of a Master’s degree, or its equivalent, at an accredited educational institution, starting in the autumn of the academic year 2010/2011.

STEP 3: Fill out the application form. Make sure to save data each time you update your application. II. Disbursement of the Scholarship Fund

The terms and conditions of payment will be determined in coordination with the student upon his/her selection in accordance with the following guidelines:

1. The tuition fees, including any supplementary examination fees, as may be required by the academic institution, will be paid by OFID directly to the academic institution. Health insurance will be paid in accordance with the institution’s own standard medical scheme.
2. A monthly allowance to cover living expenses, books and accommodation, will be transferred to the student’s own personal bank account on a quarterly basis.
3. Prior to the start of his/her first year studies, the student will be paid a relocation grant, equal to two-month allowance. OFID will also pay for travel costs from the nearest airport to the student’s place of residence, to the nearest airport to the chosen place of study. Upon completion of the studies, the student will be paid the cost of one-way air ticket to his/her home country.

III. Required documents

1. A completed on-line application form.
2. A scanned copy of the last university degree or certificate.
3. A scanned letter of acceptance from your chosen educational institution, confirming your admission, subject of study and duration of the Master’s degree program (must not exceed a maximum of two years).
4. A proof of meeting any prerequisites, including language proficiency.
5. A short essay – of about 500 words in English – giving reasons for applying for the OFID scholarship, explaining your educational goals, and clearly describing how you will use the experience gained from your Master’s degree studies to help in the development of your home country.
6. Two letters of recommendation from professors and/or lecturers at applicant’s present university.
7. Curriculum Vitae (CV).

1. Minimum 4 -5 years of experience working on M and E for a large program, preferable in the NGO setting.

Job Title: COUNTRY OPERATIONS MANAGER
A key member of the country management team and reporting to the Chief Operations Officer, the Country Operations Manager will be responsible for driving and building a company foot print that maintains company growth, core values, drives sales, impacts collections and motivates the team. A range of strong managerial skills are required for this role as well as the ability to operate effectively across cultures.

It is a demanding and highly exposed position, where you will have the scope and freedom to deliver. You will need to be very resilient, lead from the front but be prepared to roll your sleeves up when required.

Tasks:
• Motivate and drive sales staff to reach and maintain agreed sales targets.
• Manage the recruitment, training and development of sales staff and Regional Managers.
• Develop strong working relationships with clients, district officials and other key business stake holders with the aim of reaching and maintaining targets in collections efficiency.
• Improve and maintain data management efficiencies.
• Day to day administration of company activities

Qualifications:
• 10 years experience with at least 2 years outside Uganda.
• A Business degree in Finance preferably from an international University.
• An excellent command of MS Office with specific detailed understanding of Excel is extremely crucial must be able to prepare spreadsheets, use pivot tables, analyze and sort data.
• In depth understanding of sales, financial services and credit Management principles.
• Excellent communication skills i.e. verbal, written and presentation.
• Excellent command of the English language.
