Job Title: Network Planning and Investments Verification Engineer

Electricity Regulatory Authority (ERA) is an institution set up under the Electricity Act 1999, Cap 145 Laws of Uganda to Regulate the Electricity Sector in Uganda. ERA would like to recruit a qualified, competent and motivated Engineer to support the Technical Regulation directorate of the Authority.
Job Title: Network Planning and Investments Verification Engineer
Reports To: Manager – Technical Compliance
Job Purpose:
Assist the Manager Technical Compliance to develop and implement regulatory methodologies for evaluation of investments in power generation installations, distribution and transmission system to ensure achievement of objectives of the Electricity Supply Industry.
Participate in Development of Codes of practice and standards.
Support Management in developing amendments to policy, legislation and regulations.
Key Responsibilities:
Be responsible for preparing computer-based models and perform power system simulations including load flow and transient and dynamic stability on electrical power systems.
To collect system performance data and carry out technical analyses to be able to inform and support ERA Management decision-making process with respect to areas requiring new - investment and or refurbishment.
Produce system analysis reports to support the decision-making process of ERA Management regarding optimization of network resources.
Assist in maintaining short and long-term generation and transmission databases, and in gathering of system operational data.
Review and revise technical rules, policies and guidelines for Network investment and planning criteria.
Coordinate with the Transmission Company regarding the effect of planned or anticipated load growth vis-a-vis the investments being made by licensees.
Work in Liaison with the investment verification team to assess risks associated with investment from a technical view point and develop appropriate mitigation.
Develop detailed verification procedures and programmes for investment verification exercise.
Conduct vast comparative analyses of technologies deployed on projects by licensees to provide assurance to Management that implemented solutions are the most appropriate in light of costs and lead times in execution.
Follow up on performance of projects to establish occurrence of impairment and other debilitating circumstances that may affect the asset base of licensees.
Assist in the review of Investment analysis reports, for evidence of non-performing assets and any deterioration of service delivery from installed assets.
Review Consumer Affairs reports to corroborate the findings and complaints there from with investment performance.
Examine investment plans of licensees and advise Management on appropriateness and VFM and follow through to analyze actual investment performance vis-a-vis the approved plans.
Prepare quarterly reports on Investment verification and performance in liaison with the Investment verification team from other departments.
Requirement:
A University Degree in Electrical Engineering.
Should be a registerable Engineer by the Engineers Registration Board.
Proficiency in system planning software package is a must.
Age: Between 28- 40 Years. Related Job Experience/Additional Skills:
Experience in power flow, dynamic stability and system modeling.
Understanding of power system hardware (transformers, surge arresters, circuit breakers, transmission lines, cables and other passive devices), its capabilities/limitations is required.
Ability to explain complex technical issues to decision-makers and project teams is desirable.
Excellent written and verbal communication skills, including the ability to prepare reports and present complex technical information in non-technical language.
Should have good Communication skills oral & written.
Should have at least 3 years working experience in the Electricity Supply Industry.
