OBJECTIVES OF THE PROGRAMME :
To provide technical support in strengthening and implementing effective tobacco control interventions and comprehensive implementation of the WHO Framework Convention on Tobacco Control (FCTC).
Description of duties:
The incumbent will undertake the following assigned duties:
Support workshops on various areas of economics of tobacco and taxation to government officials, academia, civil society and WHO country office staff in selected countries (Angola, Ghana, Kenya, Mauritania, Uganda and Zambia) in the Region.

Provide technical assistance on tobacco economics and taxations issues to government officials including Ministry of Finance technocrats and Ministry of Health (MoH) officials from selected countries in the Region, regional and sub-regional intergovernmental organisations including the East African Community and the Economic Community of West African States (UEMOA).

Support the strengthening of South-to-South cooperation in the area of tobacco taxation including health and economic cost studies. This will include working with the Center for Tobacco Control in Africa (CTCA).

Assist the Regional Advisor for Tobacco Control in AFRO, and the Senior Project Officer in the process of engagement with Ministries of Finance.

Provide regular progress reports on the tobacco tax related technical issues and activities.
REQUIRED QUALIFICATIONS
Education:
Essential: University Degree in economics or public finance.

Desirable: Masters or equivalent university degree in economics of public finance. .
Skills:
Excellent interpersonal skills, with ability to work effectively in a team
Ability to motivate, guide and develop other capacities at national level
Ability to carry out advocacy and communicate tobacco control messages.
Experience:
Essential: At least 5 years of experience teaching or working in the area of economics of tobacco. Knowledge and experience in tobacco taxes, their administration and application; and working on indirect tax policies in government or academia.

Desirable: Experience in working in countries in Africa is an asset.
Experience in teaching or working in the area of tobacco taxation or indirect taxes.

Languages:
Excellent knowledge of English.
Annual salary: (Net of tax)
US$ 56,091 at single rate
US$ 60,091 with primary dependants     Post Adjustment: 32.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The project will address three major areas: supporting an independent judiciary; fostering advocacy; and advancing the flow of information, including through media.

The position is contingent on funding.
Duties & Responsibilities
• Responsible for the provision and oversight of technical direction and assistance in support of improved technical, financial, and human resource capacity of participant civil society organizations
• Promote effective advocacy for promotion of human rights and equal access to justice
• Support both state and non-state efforts aimed at upholding both human rights and rule of law
• Support civic efforts as a viable check on usurping of human rights and rule of law
• Develop and maintain effective collaborations with program partners and key stakeholders
• Represent IREX and support its organizational development

Qualifications
• A bachelor’s degree in law, political science, social policy or in a related social science discipline
• A minimum of 3 years’ experience in advocacy and civil society engagement with a particular focus on building the capacity of indigenous community groups in advocacy and engagement
• Must have at least 2 years of technical experience in dealing with multiple stakeholders including the judiciary, CSOs, and adjudication institutions in a developing country
• Demonstrated experience in civil society engagement in Uganda
• Demonstrated team player with visionary leadership
• Experience working with USG supported projects
• Experience in mentoring, coaching and skills transfer

• Knowledge Management/Organizational Learning Specialist:    BA in relevant field, 5+yrs experience in knowledge management (KM) and organizational learning (OL); including managing knowledge-sharing and learning events.  Experience developing learning networks, facilitating donor, government and stakeholder coordination, and analyzing quantitative and qualitative data desirable.

• M&E Assistant:   BA, 3+yrs experience in monitoring and evaluation (M&E), providing administrative and logistical support, data analysis and research. Familiarity with USAID M&E policies and procedures desired.

• KM/OL Assistant:    BA, 3+yrs experience in KM and OL, event management, and developing training modules and online content.  Familiarity with USAID learning agenda desired.

Functional Responsibilities

Under the supervision of the QA/Business Systems Analyst, the incumbent will carry out the following functions:

    Coordinate project activities for globally dispersed teams;
