The Union is seeking a qualified local candidate for the position of Finance Assistant to be posted in Kampala, Uganda. The position is dependent upon availability of funds.

Overall Role: The post holder will serve as the key focal point for financial requirements of The Union's work in TB Reach, in Uganda. On a day to day basis, s/he will report to and work closely with the Project Administrator based in Paris and ultimately will report to Project Manager.

Responsibilities: - Validation of financial documents and verification of the accounts; - Accounts production; - Plan the cash flow for all projects including funds transfers; - Establish and maintain internal financial and procurement procedures and controls; - Manage day to day processing of payments, producing reports as requested; - Assist in the payments and administration of salaries, taxes, insurances and other
employee benefits according to local requirements and in line with The Union's international and local protocols and policies; - Administer all aspects of local payroll including: individual payslips, time tracking, benefit tracking and management, deposit for mandatory employer/employee payroll contributions, etc. - Ensure that quotations, approval requests, purchase orders, The Union's invoices process is followed; - Maintain inventories of all fixed assets and equipment; - Ensure proper use, maintenance and repair of facilities and equipment including IT equipment; - Assist in the administration of external contractors and suppliers, secure value for money and good quality in purchasing; - Any other duties as required.

Qualifications:

Advanced professional degree preferably in finance, accounting, economics, business administration or related discipline.
At least 3 years progressive relevant experience managing finance operations at similar size organisation.
Demonstrated ability to co-ordinate filing of financial reports for various governments, NGOs, and other development agencies.

Ability to collaborate and work in a team
Strong organisational and interpersonal skills and ability to work in a team-oriented setting.
Flexibility, tact and initiative.
Ability to read, write and speak proficiently in English with one additional regional language required.
Excellent oral and written communication skills.
Knowledge and experience with accounting software will be an advantage.

JOB CONTEXT: Following consultation between Handicap International (HI), the Uganda Mine Action Center (UMAC) and the United Nations Development Program (UNDP) at the 9th Mine States Parties meeting in Geneva November 2008, HI conducted, in March 2009, a mine action assessment mission in Western Uganda. The assessment mission confirmed the presence of mine/ERW (Explosive Remnants of War) and a significant socio-economic impact in Western Uganda. The HI project approach will include Mine and Explosive Remnants of War (ERW) Risk Education and ERW victim assistance in coordination with development and capacity building objectives and take place in partnership with 5 local Mine/ERW Survivors and Disabled People Organizations (DPO).

JOB DESCRIPTION: Your main objective will be to ensure the implementation of all livelihood activities at district level and define the livelihood strategy within the project.

Challenges and goals: Based in Kampala, you are under the responsibility of the AUSAID Program Coordinator and you will participate in the cross border (between Uganda and East Congo DRC) project set-up and accompany the project throughout your mission. You will be the programme's key contact person in your field of expertise for internal and external partners.

Activities:

Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation's global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation has received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the South-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. The STAR SW project Has four main objectives:
1. To strengthen decentralized HIVVTB service delivery system, with emphasis on health center (Vs, Ills and community out reaches.
2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups.

The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination: expand the referral network; and ensure more efficient use of resources.


JOB TITLE: District-Based Program Officer

Job Summary:
The District Based Program Officer will help to expand the comprehensive TB and HIV/AIDS Program. The Program Officer will work with the country team and will travel extensively to provide technical advice to health workers and district health teams in the areas in which STAR SW/EGPAF is working. He/she will provide direct technical support and guidance to implementing partners at the regional, district. sub-district and community levels.
Core Duties & Responsibilities
• Ensures the technical soundness of EGPAF's district based strategies for supporting TB and HIV/AIDS programs by updating STAR SW project staff and implementing partners on technical advances and lessons learned around the world.
• Participates in the development of overall comprehensive TB and HIV/AIDS prevention, care and treatment strategy to support the National Strategy to provide national expansion of PMTCT, C&T, T8 and associated care and support services in Uganda.
• Provides technical guidance during the development of STAR SW/ EGPAF's annual work plan.
• Integrates technical support in the key program areas supported by STAR SW and provides technical guidance to the district teams for work plan development to ensure successful implementation of the project.
• Support the setting up and running of HIV/AIDS clinical services and track progress at individual sites through supporting site ART accreditation process and capacity building of health workers at various health facilities through mentorships and CMEs done during the site visits, in collaboration with MOH and the EGPAF program team.

• Represents EGPAF and STAR SW project in the supported districts and at national level.


Job requirement

Knowledge. Stalls and Abilities Required:
• The qualified candidate will have a medical degree and/or a Master's degree in Public Health.
• At least 3 years of professional experience working in HIV/AIDS prevention, care & treatment.
• Hands-on knowledge and skills in designing, planning, implementing and monitoring PMTCT, clinical HIV/AIDS care and treatment including Pediatric care programs.
• Practical experience in managing TB and HIV services at district levels.
• Sound understanding of current issues and developments in the field of HIV/AIDS and especially PMTCT. ART and HCT.
• Trainer and mentoring skills
• Strong skills in teamwork and networking. Excellent verbal communication and writing skills.
• Willingness to work and travel in rural settings in Uganda.
