Job Title: Logistics Officer (1 Position)

Essential Job functions:

    Organize logistics activities with procurement, finance, humanitarian affairs and other related departments
    Oversee the receiving, storage and dispatching of supplies and project materials to the respective camps;
    Ensure effective and efficient logistics support for daily area operations including procurement and coordination of transport;
    Participate in the tendering process including preparation of tender documents relating to construction materials and equipment;
    Prepare procurement plans in conjunction with relevant departments and periodic inventory reports are prepared as required;
    Manage and maintain all communication equipments (i.e. HF, UHF, Internet, Sat phones) from the base;
    Ensure procurement status reports are up-to date at all times and are shared appropriately;
    Oversee the warehouse operations to ensure stock security adherence to policies, processes, procedure and guidelines;
    Ensure that all records including inventory lists of LWF items and equipment are updated and easily available to authorized users;
    Ensure proper vehicle and other equipment utilization, maintenance, fuel consumption and monitoring and control systems as per the LWF policies and procedures;
    Ensure all the tasks which are delegated are fulfilled in the given time and also report any miss-conduct in the procurement process;
    Establish and maintain an efficient assets management system and appropriate assets issuing/tracking
    Assist in the planning and coordination of procurement of services through local contracts;
    Ensure that logistics requirements comprise gender-specific needs;
    Performs any other relevant duties that may be assigned from time to time

General Position Summary:
Implementation of the activities within the Program & Capacity Building department in accordance with the program description and budget provisions as detailed in the agreements, and as assigned by the Monitoring and Evaluation Manager.

Essential Job functions:

    Coordinates the preparation and review of the program documents in respect to the M&E requirements stipulated in the program agreements and in accordance with donor’s requirements;
    Liaises with Field office staff to regularly monitor and evaluate all aspects of ongoing programme activities as well as the effectiveness and impact of projects in meeting the targets set in the Planning & Monitoring Documents (PMDs) and other program agreements, and assists in the project redesign where necessary to improve programme delivery;
    Assists the project staff in planning, developing, managing, coordinating, monitoring and evaluating project activities in accordance with the project documents, project description, and budget provisions, as established in existing policies, guidelines, and established LWF/WS program procedures;
    Prepares and reviews program annual work plans in liaison with project staff to ensure appropriate utilization of project resources, and in line with project documents and PMDs;
    Visits all field projects to check on progress, offer support and direction in line with the Country Strategic Plan;
    Advises project staff in advance of the need to produce project reports and ensure reports are submitted on time, and ensure that all project reporting is done in a coordinated and timely manner in response to donor/ partner requirements;
    Prepares and updates the program reporting calendar/schedule;
    Assists in the production and timely submission of internal and external project proposals and reports by conducting research, drafting copies and proof reading as may be required.
    Assists in the production and review of the LWF Uganda monitoring and evaluation guidelines, and staff development related to M&E;
    Helps to develop monitoring tools to check and report on the quality of implemented activities, and guide the project staff;
    In collaboration with the Project Managers, and in liaison with the M&E Manager, responds to donor inquiries and questions; and any other duties specified by the M&E Manager.

Education, Knowledge & Experience:

    Bachelor’s degree in Social Sciences and development studies
    Post-graduate qualification in project planning & management is desirable.
    Experience in development of effective M& E systems and practices
    Support to development of M&E plans and budgets for the project
    Excellent interpersonal skills and computer literate
    Proficiency project planning, monitoring and evaluation systems
    Good report writing and presentation skills
    At least three (3) years working as a program officer in a reputable firm or NGO.

    Maintains staff personnel files, and updates staff records on a regular basis,

    Secures custody of office and motor vehicle duplicate keys, issues keys as agreed with the Sub Program  Manager, and maintains a register/log of all keys issued and returned

    Participates in the activities of the Procurement Committee and takes charge of all Project procurements, ensuring compliance with established LWF/DWS policies and guidelines;

    Arranges official travel, accommodation and visitation requirements for staff and visitors to/from the Program,
    Maintains effective communications links and working relations with LWF Head office, other Field offices and sister projects as well as the relevant local authorities, community leaders, civil society/non-governmental organizations, collaborating/implementing partners;
    Oversees and monitors staff discipline and compliance with LWF principles, policies and code of conduct, advises the Sub Program Manager accordingly and organizes the Disciplinary Committee to review staff disciplinary cases as deemed necessary by the Sub Program Manager or Management team;
    Ensures that project motor vehicles and equipment are well maintained and utilized as required or authorized by the Sub Program Manager, and also monitors and maintains accurate records of fuel consumption, utilisation and service/repairs of motor vehicles and generators;


Knowledge & Experience:

    A University degree in Business Administration or Human Resource Management is essential.
    At least 2 years of experience in administration, human resources management or related field.
    Experience in implementing LWF personnel and administrative policies and procedures.
    Working knowledge of the LWF Staff Rules and Regulations, Administrative Instructions and Personnel

Education, Knowledge & Experience:

Must be an enrolled advocate with a valid/ current practicing certificate.

Job Title: Project Officer (Child Protection)

General Position Summary:
Coordinating and overseeing operational plans of social and protection activities within Child Protection and Development Unit.  The PO will work closely with other unit staff to improve the proper operations and management of the social, protection and development programs in Child protection unit

Essential Job functions:

    Assess and identify the psychosocial needs of  children in the camp
    Conduct group and individual therapy sessions to address psychosocial needs of refugee children.
    Identify and resolve cases of emerging conflicts between children and their care givers
    Develop and facilitate training plans to address children identified needs.
    Manage and maintain documentation and records of psychosocial support cases for purposes of follow up and referral.
    Ensure that Unaccompanied, Separated and orphaned children arriving in the camp are identified upon arrival in the refugee camp, their social history documented, foster families  identified and the children are successfully fostered.
    In collaboration with other agencies facilitate tracing and reunification of unaccompanied and separated children with their relatives.
    Prepare and submit weekly/monthly/quarterly and feature reports as required.
    Collaborate with other LWF sectors and implementing partners in order to ensure smooth implementation of activities and coordination of efforts.
    Nurture collaboration between local authorities, stakeholders, partners and children.
    Document lessons learned; collect case studies and success stories for reporting and advocacy.
    Performs any other official duties that may be assigned from time to time by or his/her designate.


Knowledge & Experience

    Degree in Social Sciences, Development studies, Developmental Psychology or related field.
    Post graduate Diploma in child care and development will be an advantage.
    Training in child Counseling skills is an added advantage
    At least 2 years experience in  child related areas in a humanitarian setting
    Excellent communication, organization and presentation and leadership skills
    Understanding of child protection laws and issues.
