Position Description:

Based in Kampala, Uganda, the Nutrition Specialist will provide technical assistance in nutrition to USAID/Uganda, the Government of Uganda and other partners. The Nutrition Specialist will coordinate social and behavior change activities and advocacy for nutrition, support policy development at the national and sub-regional levels, develop and implement nutrition training, and also provide guidance on nutrition programming. This position will work at the national level and collaborate closely with the FANTA-3 country manager, other technical team members, the USAID/Uganda Mission, the Uganda Ministry of Health, National Planning Authority, Uganda Action for Nutrition Society and the Uganda Health Communication Alliance. Provide technical assistance to USAID/Uganda, Uganda Ministry of Health and Uganda National Planning Authority in maternal and child nutrition, infant and young child feeding, nutrition assessment counseling and support, among other technical areas. Coordinate national and sub-regional nutrition policy development by planning and facilitating national nutrition stakeholder meetings, facilitating sub-regional meetings, providing technical updates, and developing technical resources to guide the process. Oversee social and behavior change activities including national-level coordination among stakeholders, and development and pre-testing of materials including job aides, counseling materials, tools and guides. Develop technical briefs, and technical references as necessary. Conduct advocacy to raise the profile of nutrition, increase investment in nutrition, and continue the multi-sectoral commitment to nutrition realized in the Uganda Nutrition Action Plan. This includes advocacy with parliamentarians, government officials and media at the national level as well as key stakeholders at the sub-regional and district level. Conduct qualitative and quantitative assessments as necessary to further the nutrition work in country. Coordinate work with media organizations and media development firms to create TV documentaries and radio spots. Coordinate and facilitate nutrition trainings for pre-service in-service staff. Manage FANTA’s collaboration with the Cost of Hunger Study. Manage activities that mobilize youth, such as Guides and Scouts, in the promotion of nutrition. Participate in technical working groups on nutrition, as necessary. Contract with and provide technical oversight to consultants, as necessary. Participate in FANTA work planning and strategy development, contribute to reporting and follow all financial and contractual policies.


Minimum Requirements:

Master’s degree in nutrition or related public health discipline. At least 5 years experience in MCHN or public health. At least 3-4 years related work experience in Africa, particularly Uganda. At least 2 years working in advocacy or policy development in Uganda. Experience working with media organizations. Experience with USAID –funded programs preferred or an equivalent combination of education and experience. Fluency in English. Knowledge of the nutrition policy and program environment in Uganda. Excellent written communication skills, including ability to write effectively for a range of audiences and purposes, including policy-makers, program managers and service providers. Background in research on reading that includes both qualitative and quantitative methods (large scale assessments, classroom observations, etc.) and the procedures and measures for assessing the acquisition of early literacy skills. Knowledge of the issues related to adapting literacy assessments to other languages and orthographies. Knowledge of EFL, transitioning from local languages to English, and the implications for assessment. Experience aligning assessment to educational standards. Experience building the capacity of local enumerators (including training, coaching, and supervising). Experience working on USAID-funded programs. Position Description:

The Director of Evaluation will oversee all technical and administrative aspects of the contract. The Director will be the primary liaison with the USAID Contracting Officer’s Representative (COR) and will represent the project with external donors, partners, Government of Uganda counterparts and other stakeholders. The Director will be responsible for building and maintaining effective working relationships with key counterparts, USAID Mission personnel, and MOES personnel, in order to effectively coordinate the implementation of the evaluations. Provide overall management and technical leadership to the project team. Serve as the primary point of contact with USAID with regard to implementation and management matters relating to the contract. Work with FHI 360 home office and country office teams to finalize the design of the evaluation study and develop protocols. Lead the Evaluation Team to successfully perform the contract’s tasks, assuring the allocation of necessary resources to deliver results in a timely manner. Ensure that all deliverables meet the quality and ethical standards of FHI 360. Delegate management responsibilities for technical activities to the Senior Evaluators as needed.

Minimum Requirements:

Ph.D. preferred with ten or more years of monitoring and evaluation experience in development assistance. Demonstrated experience overseeing evaluation projects and leading evaluation teams. Experience using diverse quantitative and qualitative data analysis methods and also in “mixed-method” M&E practices as appropriate. Knowledge of the development field, supporting an understanding of trends in M&E, program design, characteristics of effective programs, leading organizations and initiatives, etc. Demonstrated leadership in working and collaborating with other technical advisors, experts, and host country staff from the private, public, NGO, and commercial sectors. Demonstrated capacity to oversee development of work plans, monitoring and evaluation, and report preparation. Experience working with USAID M&E tools and methods (planning and reporting systems, operations, programming, and structure) required. Demonstrated competency in cross-cultural settings, teamwork, and computer skills; i.e. Word, Excel, or equivalent database system, and Windows. Experience in and familiarity with the Ugandan context preferred. Excellent presentation skills Fluency in written and oral English is required.
