To take charge of the Public Relations and Advocacy functions at the Service Centre and promote and protect TASO’s public image at the Centre level.
The successful candidate will be responsible for the following tasks;
• Develop and implement public relations strategies and plans.
• Develop, manage and disseminate public relations materials.
• Take lead in receiving and attending to visitors to the centre.
• Make arrangements for potential visitors.
• Keep an updated record of visitors by updating the visitor’s information system.
• • Monitor the media and public opinion to ensure projection and protection of TASO’s image.
• Contribute to the Centre advocacy work.
• Manage events at the Centre

Main Purpose of the Job
To identify possible partners who can provide technical, financial or other support to TASO, prepare proposals for mobilizing such support, and follow up the proposals to their logical conclusions.

Also to maintain liaison with donors
The successful candidate will be responsible for the following tasks;
• Identify opportunities for funding and other support from development partners and other sources
• Prepare draft project proposals, get them discussed and endorsed by TASO management, and produce the final versions for submission to prospective development partners and other parties
• Develop and implement resource mobilization strategies according to terms agreed upon in consultation with TASO management
• Draft reports to donors in conformity with reporting requirements
• Collect and record all data related to donor funds, the activities they finance, produce accountability statements to donors, and submit them through the appropriate authorities
• Keep donors promptly informed of all developments in TASO that are relevant to them
• Attend Donor/TASO meetings.

Main purpose of the Job:
Advocate with a strong PLHIV voice on relevant aspects of healthcare policy, and human rights with the aim of influencing health agendas and policies.
The successful candidate will be responsible for the following tasks;
• Translate evidence into sound policy -linking policy, research and practice on HIV/AIDS to promote more effective health care services in line with HIV/AIDs and health policies.
• Disseminate key policy issues of concern to PLHIV and PLHIV organizations, and how TASO is addressing them through proactive and reactive policy-making, policy statements, collaborations, organizing and participating in key events
• Promote advocacy and policy work through strong coalitions and networks
• Develop and communicate policies that are consistent and transparent to help promote PLHIV voice effectively
• Provide quick access to TASO’s views on addressing key policy issues of relevance to PLHIV and PLHIV organizations in Uganda.
• List and share all upcoming events relevant to PLHIV-centered healthcare, especially those which may be of interest to PLHIV organizations.

• Engaging PLHIV in health policy decision-making Process to ensure that policies reflect patient and caregiver needs, preferences and capabilities
• Liaise with the TASO training Centre in developing the advocacy training curriculum
• Build the capacity of PLHIV organizations to enable them be well-informed and effective PLHIV representatives and advocates. Train and help organise young PLHIV groups
• Develop consistent and compelling messages to promote sustained advocacy and produce publications that focus on policy-research-practice gaps and resource flows.
• Serve as delegate and a link to PLHIV meetings, forums and coalitions, social media and human rights networks
• Promote PLHIV Rights as in the charter of patients
• Identify, review and synthesize the most accurate evidence literature to provide accessible information to promote evidence-based programming, advocacy and policy positions.

WORK CONTEXT

Cesvi operates in the North area of the country since 2001. The main sectors of activities are: water and protection and management of water resources; food security and rural development with a strong focus to market access; health with training activities for local authorities and health centres, prevention of HIV transmission from mother to child, an integrated approach in the fight against HIV/Aids. The main donors are UN Agencies (WFP – FAO – UNICEF), the Italian Cooperation, the European Union and other local and international Foundations. Currently we are managing a total of five field offices supervised by the Country Office in Kampala. In 2012 CESVI is starting two new initiatives founded by the EC, on agriculture and rural development.

JOB DESCRIPTION

The collaboration will start in June 2011. The main duty station will be the Country Office in Kampala with extensive travels and temporary residence to the field offices in Northen regions of Uganda.

She/he will coordinate with his local manager in carrying out his activities, so as to guarantee the correct narrative and financial reporting of the projects/programs implemented by the organization in Uganda.

Main tasks include:

    assist the PMs and CR in complying with the Organization's administrative procedures, rules of the donors, procurement and reporting procedures;
    supervise the organization of the office and projects' documents
    guarantee the correct and prompt expenses allocation as well as the thorough administrative control of the different projects/programs she/he is in charge of.
    prepare the project periodical and final documentation following the rules established by the donors and the requested Headquarters procedures.
    assist his manager to fill out the project cash flow (final and estimated analysis), and she/he will contribute to control the expenses' final and estimated trend.
    take care of the relations with suppliers, banks, administrative and social security institutions in the country.
    Support the CR and PMs on the management of the local staff (eg. Selection, Contracts according to the local laws)

    Experience in Behavior Change Communications focused on HIV risk reduction and other health-seeking behaviors, including conductive formative research prior to and during program implementation
    Experience with health communication in both traditional and alternative media (e.g., print, radio, folk, mobile phone, social media, and other media venues)
    Experience with development, implementation, management and evaluation of IEC/BCC campaigns, messages and materials in HIV/AIDS, malaria, FP/RH, and MNCH
    Experience in sustainable capacity development among local partners and institutions for the design, implementation, management and evaluation of IEC/BCC campaigns and activities
