Operations Associate (Safe Male Circumcision – 1 post) Location – Mbale.

Overall responsibilities:

    Responsible for overseeing the implementation of the scale up of Safe male circumcision in the supported districts to the required targets for a public health impact.
    Coordinate the implementation of SMC through public sector facilities as well as through dedicated SMC teams
    S/he will work with the Director – District Operations and respective District Health Officers (DHOs) to ensure that the SMC implementation plan is rolled out on schedule; dedicated teams are recruited, equipped and resourced; SMC consumables are quantified, requisitioned and distributed in a timely manner; systems for outreach site set up and management are in place and comply with required standards; and that all financial transactions that support SMC scale up are executed in accordance with MSH financial regulations and in a timely manner.
    Work with the Director – District Operations, Senior Technical Advisors and DHOs to develop district specific plans taking into consideration district specific targets, demand creation, available static sites and dedicated teams.
    S/he will work with the HR Specialist to manage the welfare of staff recruited as dedicated SMC teams including performance management
    Coordinate the flow of SMC data from both static & outreach sites using the prescribed tools/formats in the prescribed time frames
    S/he shall work with the project technical staff and district staff to ensure that protocols for effective management of medical waste are adhered to at all SMC sites.

Requirement:

    Degree holder in Business Administration, Accounting and Logistics
    Relevant experience of at least 3 years including drawing up of budgets/work plans , handling of procurements, coordinating teams performing work in the field - will be an added advantage,
    Ability to work in a high pressure environment with a diverse range of individuals and deliver results on time,
    At least one year's post- qualification experience in internal and external quality assurance in health service delivery is an added advantage,
    Will also require significant travel into the supported districts.

    The Clinical Mentor will be a clinician with experience in providing comprehensive HIV/TB services, including anti-retroviral therapy (ART), who will travel frequently to health centers in the District Based HIV/TB Program (DBHP) areas to introduce and improve the quality of these services.
    S/he will ensure that all HIV/TB services meet national guidelines and treatment protocols and that each health center meets national accreditation standards.
    S/he will train and support new clinical mentors identified by the DBHP to improve access to and the quality of comprehensive HIV/ TB services.
    S/he will assist service providers, case managers, data clerks and other health center staff to link up with both community and hospital focal points to strengthen two way referrals both up and down the network.
    Ensure regular communication on health facility stock levels of key supplies, medications, laboratory test kits, and reagents.
    Assist the District Health Office in the preparation, monitoring and evaluation of their annual HIV/ TB plans.

Requirement:

    Clinical health care professional (Medical Doctor, Clinical Officer, Nurse) with training and at least 3 years’ experience in provision of comprehensive HIV/AIDS & TB services, including ART
    Knowledge and experience in Provider Initiated Counseling and Testing, TB-HIV, Integrated Management of Adult Illness (IMAI), and palliative care,
    Experience working in a health center environment desirable,
    Experience in training others in HIV/ TB services and providing supportive supervision,
    Experience in quality improvement, monitoring and evaluation and HMIS desirable,
    Fluent in written a spoken English essential.

BASIC FUNCTION OF THE POSITION
Serves to provide expertise in programmatic and technical leadership on key components of USAID/Uganda’s Health Systems Strengthening portfolio, particularly human resources for health and/or health financing, including results based financing, using his/her thorough knowledge of the Uganda health systems.

REQUIRED QUALIFICATIONS

1.  Education:  Master’s degree in Public Health, health economics or international development or the equivalent in a field related to the health systems strengthening, with a focus on either human resources for health or health financing.

2.  Work Experience:  A minimum of five (5) years of progressively responsible professional experience working in Uganda in health and HIV/AIDS field. Work experience should include at least 4 years of project planning, development and implementation of health systems strengthening interventions, and knowledge of working in a decentralized system. Prior work experience with government and donors is desirable.

3.   Language Requirement:  Must be fluent in English language.
4.   Knowledge:  Knowledge of Health and HIV/AIDS service delivery in the public and private sector in Uganda and in other sub-Saharan African countries.  Knowledge of health systems strengthening, with a focus on human resources for health and/or health financing. Sound understanding of the key principles of health systems strengthening, sustainability and country ownership in Uganda.

The position requires: (1) Mastery of a wide range of methods for the assessment and improvement of health financing and human resources for health initiatives.  (2) Skill to plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures. (3)  Demonstrated understanding of Results based financing and human resources for health strategies.

5.  Skills and Abilities:  Ability to develop and maintain effective working-level and management-level contacts within health and HIV/AIDS service delivery activities of the government and NGOs; ability to work effectively within a team and interagency environments, ability to work in a decentralized system; ability to link research to policy and program implementation.  Be able to train, mentor, and coordinate well with others. Must have excellent computer skills, including Word, Excel, database software, E-mail, and the internet.  Demonstrated strong management skills, including financial management, administrative, and monitoring skills used to track the performance of implementing partners and activities; ability to present information, analyses, and recommendations in clear written and oral formats; and the ability to travel to regions and districts within Uganda.  Strong interpersonal skills, and skill in the use of computer-based analytical programs.
