EGPAF is requesting expressions of interest of potential candidates to fill the role as Senior Technical Advisor on an anticipated USAID-Rwanda health project whose goal is to increase the use of facility and community-based family health services for an integrated package of services related to FP/RH, HIV/AIDS, MNCH, malaria, nutrition, and safe water and hygiene.

Essential Duties and Responsibilities

The Senior Technical Advisor will work in close collaboration with the Deputy Chief of Party (DCOP), the Chief of Party (COP) and the other key staff and serve as a member of the program management team. S/he will oversee the overall strategy, planning and coordination for quality of integrated family health services which includes MNCH, FP/RH, HIV and AIDS, nutrition, malaria prevention and treatment, water and hygiene and quality integrated processes. S/he will provide strategic technical leadership and expertise to project staff, the MOH, USAID and collaborating partners to build in-country capacity for integrated family health services at the facility and community levels. S/he will build on existing tools and develop or adapt approaches to ensure the efficiency, acceptability and impact of integrated services at the facility, community and patient levels. S/he will ensure that all project activities and services are integrated, synergized and of the highest technical quality and will work with project staff to ensure that best practices for services integration are well documented, evaluated and poised for scale up. S/he will directly supervise a team of technical experts and provide programmatic and technical guidance in order to facilitate an integrated and coordinated strategy and implementation. S/he will play a strong role in the development of innovative, effective, context-appropriate approaches including best practices and will stay abreast of new technical developments in the field of the family health services and will share practices with project staff. S/he will participate in technical meetings with USAID, the Ministry of Health and its relevant institutions, the project team, partners, regional, district and facility health staff, local implementing and community partners and other stakeholders. S/he will play a strong role in the project’s provision of technical support to the Ministry of Health and the relevant health institutions which will include recommendations for policy improvements for delivery of quality facility- and community based family health services. S/he will provide assistance to the COP and DCOP in the project reporting and target setting.

Knowledge, Skills and Abilities

Master’s Degree in Public Health, public administration, development or related discipline. Medical Degree preferred. At least ten years of experience in a senior-level management position in a public health and/or international development project with responsibility implementing or managing complex programs in HIV and AIDS, MNCH, FP/RH, community health in developing countries. Experience integrating a range of health services, especially FP/RH, MNCH and HIV/AIDS both at the facility and community levels. Demonstrated experience in program design, implementation and monitoring of programs. Experience with quality assurance and quality improvement approaches and training. Experience working with PEPFAR-funded health projects and required reporting. Strong technical program management, organizational and interpersonal skills, demonstrated ability to lead and manage a sizeable cross-cultural team. Familiarity with all levels of the Rwandan health sector. Excellent written and oral communications skills; fluency in English, professional proficiency in French required, proficiency in Kinyarwanda an advantage. Work experience in East and Central Africa preferred.

Key Responsibilities:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) Rwanda seeks a Research Advisor with considerable experience in the design, conduct, and analysis of HIV related research and program evaluations in developing country settings. The Research Advisor will work with the Monitoring and Evaluation (M&E) team, the Technical team and the clinical sites to coordinate and ensure effective design and implementation of research projects for EGPAF Rwanda including, but not limited to, a Public Health Evaluation (PHE) on HIV free survival of HIV exposed infants at 24 months. The Research Advisor will also work closely and be in communication with the EGPAF Research Department in Washington DC. The Research Advisor is responsible for writing research protocols, for managing and training study personnel, for implementing research studies, for oversight of data collection and management, for data analysis, for report writing and manuscript preparation, and for ensuring overall completion of the research within the timeline allocated. The Research Advisor will supervise specific study staff members.

Essential Duties:
· Work closely with technical staff to identify priority research projects including impact assessments, rapid assessments, program evaluations and operations research studies and identify opportunities to utilize research results.
· Work closely with technical staff, M&E staff, and the clinical sites to design and implement research projects according to national and international standards.
· Communicate clearly with data collectors on the data collection procedures and study protocols.
· Ensure that data collected through research projects is properly handled, entered and analyzed. This will include ensuring that there are appropriate databases to track and analyze data—including developing databases, and ensuring the reliability and accuracy of collected data.
· Work closely with technical staff and M&E staff to analyze results, draw conclusions, and write up results.
· Ensure compliance with regulatory agencies, specifically with Institutional Review Boards (IRBs)/Ethics Committees (ECs) in Rwanda and the U.S. related to studies conducted by EGPAF Rwanda. Particular emphasis on maintaining appropriate regulatory documentation, and ensuring informed consent procedures for all aspects of research studies, including but not limited to the protection of confidentiality.
· Participate in fundraising efforts to secure funding for research activities (including preparation of concept notes, budgets, etc.).
· Maintain communication between EGPAF Rwanda and the EGPAF Research Department on all research-related activities.
· Build EGPAF Rwanda staff capacity in research and program assessment.
· Provide TA to the in-country team on research design and implementation and targeted evaluations to compliment quantitative data collected.
· Build EGPAF Rwanda staff capacity to document technical information including drafting best practices documentation briefs, analysis plans, reports of assessment results, abstracts, and presentations.
· Participate in the hiring and supervision of additional research staff, either full-time staff or part-time consultants for specific studies.
· Serve as Research Coordinator on the USAID funded PHE.
· Other duties as assigned by the Country Director.

Required Qualifications:
· MPH, Master’s degree, PhD or similar degree in public health or related health science or equivalent experience.
· 5+ years experience in HIV or other public health research in a development context.
· Excellent understanding of MS Office; knowledge of statistical analysis software such as SAS, SPSS, or STATA.
· Experience with qualitative software analysis such as MAXqda.
· Fluency in English both written and oral, strong proficiency in French.

Knowledge, Skills and Abilities:
· 5+ years proven experience working in public health research, with HIV and MCH related experience.

QUALIFICATIONS
Degree in social work, counseling, public health, social sciences or related field;

Minimum 5 years technical experience in community development and HIV/AIDS mitigation, specifically counseling services, and youth empowerment to reduce abuse;

Demonstrated technical expertise in and community-based psychosocial support, identifying and working with children with problematic behaviors or learning difficulties and guidance and counseling materials development;

Demonstrated technical expertise in developing and facilitating psychosocial support and early childhood development training to participants with limited educational backgrounds;

The Director will manage the finance and administration of a proposed five-year project to improve services for vulnerable children by assisting community based organizations to provide comprehensive and integrated household-centered care for OVC in Uganda and will assist the Chief of Party with management of requirements of the cooperative agreement. The Director of Finance and Administration will also work closely with the Grants Manager.

The Project will focus on areas including:
1) Improve the socio-economic status of OVC households with a comprehensive and family focused package for their survival, growth, development and participation in the community.

2) Promote and provide child protection and legal services to OVC and their households; and

3) Strengthen delivery of integrated, quality social services to the OVC and their households through community based response systems.
RESPONSIBILITIES
Ensure sound financial management of program, including oversight of cash flow and banking;

Manage budget and administrative systems with Chief of Party;

Oversee transparent, cost effective systems;

Monitor implementation of work plan activities and assists in creating appropriate reports for activity-level financial management;

Oversee reporting and sub-grants management;

Work with Grants Manager and Training and Capacity Building Specialist to develop training module for community partners (CBOs, NGOs, FBOs, schools) on organizational development, financial management, human resources, grants management and other areas;

Submit monthly financial reports to World Education headquarters in Boston, MA;

Review and approves all expense vouchers;

Assure compliance with USG regulations for project procurement and ongoing activities;

Supervise financial aspects of grants management;

Oversee supervision of financial staff; and

Assume other responsibilities deemed necessary by the Program Director
QUALIFICATIONS
Minimum MBA or master's degree in related field;

Minimum 7 years experience managing USG grants and sub-grants;

Experience establishing financial systems, and knowledge of accounting software, preferably QuickBooks and Excel;

Minimum 7 years experience supervising finance and administrative staff;

Excellent written and oral communication skills;

Excellent contract negotiation skills and experience;

Experience in Uganda;

Sound English language skills required

Salary commensurate with experience.

Experience in Uganda;

Nature of the scholarship

The scholarship shall be extended as a grant payable directly to the University/Institution on behalf of the beneficiaries.

Renewal of funding shall be subject to receiving satisfactory progress reports from the beneficiary's Faculty/Institute/School.

Retakes in 1 or more subjects would entail withdrawal of Scholarship and shall not be funded by the Trust.

On completion of studies, it is expected that the awardees will, for the benefit of future scholars, make voluntary donations/contributions to the Foundation.

  • Selection criteria

    • Academic performance: the applicants' Cumulative Grade Point Average (CGPA) and/or class of degree as well as academic references shall be among the variables to be used in determining successful applicants. The higher one's CGPA, the better.
    • The applicant's age and character shall be considered.
    • The financial status of the applicants themselves, their parents, families and/or spouses shall be scrutinised to assess their relative financial needs. Students already being sponsored by other organizations should not apply.
    • The Board of Trustees has empowered the Scholarship Committee to use their discretion in considering the applicants and identifying those suitable for sponsorship. The Committee may use additional parameters, such as gender, regional balance and disability, where competition is stiff.
    • Postgraduate Applicants with work experience in the relevant field of study will have advantage in award of Scholarship.

    Who is a Uganda Red Cross Society Volunteer?
    A Uganda Red Cross Society volunteer is a person who freely contributes his/her services regularly or occasionally, not by a desire of material or financial gain or by external social, economic or political affiliation.
    A Uganda Red Cross Society member is a person who has formally agreed to the condition or membership as required by the Uganda Red Cross Society constitution and rules and is entitled to stand and be an elected Representative on governing bodies and to vote.
    Volunteers may or may not be members of Uganda Red Cross Society.
    Roles and Responsibilities of Volunteers
    Each volunteer has a responsibility to URCS and the people he/she has chosen to work for.
    Volunteers should:

    * Remember that when they are working for URCS they are representing the Red Cross movement and its ideals.
    * Familiarize themselves with the volunteer's code of ethics, the fundamental principles, the philosophy of voluntary service, Geneva Conventions and the two additional protocols.
