Job Objectives:
Design a customized and relevant integrated surveillance protocol for ACF areas of intervention in The Karamoja and the Acholi districts, in Uganda.
Hierarchy:
The consultant will be hierarchically under the CD, and functionally under the CMN. He will works in close collaboration with the Nut surveillance PM and the nutrition advisor at HQs level.
Tasks and activities to carry out
There are three main phases of the post:
1) Discussion with keys informants
  • To exchange with the technical coordinators, and field and HQs level, to obtain the global picture of the mission's strategy, programs, and expectations of this particular project

  • To exchange with partners and donors (MoH, UNICEF, DHO, other NGOs) to understand their understanding and expectations of the integrated surveillance project.

  • To achieve a desk review of similar projects in Uganda and other countries

  • To contact relevant leaders of similar projects or protocols of surveillance initiatives to get their input.

  • To liaise with the nutrition surveillance Project Manager in Uganda to learn and understand the main identified needs in terms the surveillance survey has to meet, the current strategies and methodology, and together find a way to harmonize the list of indicators to be validate by the CMN the HQ, and UNICEF (donor);

2) Definition and design
  • To define and to design the Ugandan surveillance survey protocol according to an approved scientifically and internationally standards

  • To discuss with the surveillance PM the relevance of updating the existing enumerator guide based on the protocol of the surveillance survey.

  • To define in collaboration with the PM after agreement with partners and the technical coordinators the list of indicators per sensitivity and per season.

  • To define the analysis plan using geographical area, livelihood zone, WHO standards, old standards, and potentials risks of disasters, and in same time avoid un necessaries indicators.

  • To define indicators which can be more sensitive for a proper follow up of change due to the seasonality, or to a disaster.

  • To design a guideline as well as a training module regarding data collection, analysis and interpretation

3) Validation and dissemination
  • To get all the work validate by the coordination team at Kampala level, and at HQ level.

  • To organized a restitution to the coordination team, the UNICEF nutrition and surveillance team at Kampala level, and with the Senior Nut advisor at HQ level

  • To train the Surveillance team on the guideline

Qualifications:
Graduate degree in Epidemiology. Experience on the field a plus. - Good understanding of Nutrition, Food Security & Livelihood and WASH programming. - Fluent in English (professional English required).

The ideal candidate will lead and be responsible for the development of economic strengthening activities under the project that will contribute to increasing incomes and improving livelihoods for vulnerable populations and families affected by HIV/AIDS. This will be a full time position based in Uganda.
Principal responsibilities include:
Develop overall strategy for improving livelihoods for target communities
Oversee the implementation of market-based livelihood programs
Identify microenterprise and other economic strengthening opportunities that are appropriate to target communities
Broker relationships between OVC caregivers and various market actors including
lead firms, business support services, etc.
Work closely with vulnerable communities to improve their access to finance
Qualifications:
Masters degree preferably in Business Administration or related field
10+ years experience in business development, market facilitation, microenterprise development, designing income generation activities, and managing community based programs
Good knowledge of local business context and ability to efficiently communicate ideas to business leaders, vulnerable populations, caregivers and other program staff
Previous experience in the area of capacity building and training
Experience with financial management highly desired
Experience with OVC donor programs preferred
Fluency in English required; proficiency in local languages highly desired

Reporting to the Country Director, the Programme Director contributes to and shares responsibility for the overall development of Save the Children in Uganda (SCiUG). The Programme Director holds overall responsibility for ensuring that all programs in Uganda are developed and implemented in line with the highest standards in program management, technical excellence and child rights programming principles. Academic back ground, Experience & Person Specifications;
  • Ideally a Masters Degree in Development studies, Management, Social Sciences or other relevant field.
  • At least 10 years progressive experience in either development or emergency contexts is necessary, preferably of which 4 years at senior management level.
  • Substantial people and programme management skills and experience of building, leading and developing a team of senior staff with different cultural backgrounds and professional expertise, in a fast moving, multi-sectoral environment. Epicentre is a non-profit organisation created in 1987 by Médecins Sans Frontières (MSF), which groups health professionals specialised in public health and epidemiology. In 1996, Epicentre became a World Health Organization Collaborating Centre for Research in Epidemiology and Response to Emerging Diseases.
Epicentre carries out operational research studies, mainly within MSF movement from its headquarters in Paris, satellites in Geneva, Brussels and London, and two field research bases in Mbarara-Uganda and Maradi-Niger. Further, Epicentre offers its expertise to organisations requesting short-term field epidemiological studies in developing countries.
Within the scope of clinical research, Epicentre focuses on infectious diseases, particularly malaria, HIV/AIDS, tuberculosis, African trypanosomiasis, bacterial meningitis, measles, diarrheal diseases, and hemorrhagic fevers.
Context
In 1995, Epicentre created a permanent research base in Uganda to support MSF projects in the region. In 1997, Epicentre conducted its first survey on shigella resistance in Mbarara. The primary role of Epicentre in Mbarara is to conduct clinical research following Good Clinical Practice (GCP) requirements, on critical public health burdens in Uganda and Africa. To reach this objective, Epicentre collaborates closely with the Mbarara University of Science and Technology (MUST). A full-time experienced research team is now based at the Epicentre Mbarara Research Base.
Malaria has been an important area of research for Epicentre in Mbarara. As a consequence of the changes in the epidemiology of malaria recently observed, some modification in the related research activity is likely to occur and a new research plan has to be set up.
The evaluation of new treatment strategy for severe malaria, especially among young children, has been identified as important research question. In collaboration with the MUST, the Mbarara Regional Hospital and the Massachusetts General Hospital (MGH), Epicentre is planning to conduct a phase 2 clinical trial on cerebral malaria in children called “Evaluation of the efficacy and safety of inhaled nitric oxide (iNO) as adjunctive treatment for cerebral malaria in children: a randomized open label phase II clinical trial”.
Function and position
In close collaboration with the Principal Investigator (PI) of the study, the Clinical Research Assistant (CRA) is responsible of the monitoring and the good running of the study. He/she ensures the respect of Good Clinical Practices (GCP).
He/she will be under the direct authority and supervision of the director of Epicentre Mbarara Research Base. He/she will report to him.
Activities
1) Implementation of the study
  • Contribute to the writing of the standardized operating procedure (SOP)

  • Implement the SOP

  • Ensure that ethical standards are followed

  • Participate to the elaboration and updating of case report forms (CRF)

  • Plan the patients recruitment into the study in collaboration with the various clinical structures involved in the case management of patients eligible for the study

2) Recruitment, monitoring and reporting
  • Ensure that patients are enrolled according to the protocol

  • Ensure that the SOP are followed

  • Monitor the progress of the study

  • Ensure the flow of the CRF to the data entry clerk

  • Check the data in terms of completeness and quality

  • Ensure that the adverse events are reported in due time

  • Maintain record of research activities and events

  • Maintain the patient files and their secured storage

  • Produce regular study reports

  • Organise regular meeting and give update on the study progress

  • Plan, implement and maintain quality control process during the study

3) Participation to the training of the staff members involved in the study
4) Participation to the general activities of the Epicentre Mbarara Research Base
Candidates requirements
  • Bachelor degree is a minimum

  • Experience in clinical trial monitoring

  • Working experience in developing countries

  • Proficient in English

  • Interest for team work and working in a multi-cultural environment

  • A formal training in clinical trial monitoring and/or experience in malaria research and/or experience with a medical NGO will be a plus
