OVERALL RESPONSIBILITIES:

The Technical Officer provides support to a number of districts under SURE for planning, implementing, and monitoring pharmaceutical management interventions in the assigned districts. He or she works closely with district health management teams to ensure that all SURE technical assistance, capacity building and pharmaceutical information system activities are adequately implemented; and that results are adequately documented. The Technical Officer will work closely with District and HSD Medicine Management supervisors to ensure that all public and NGO health facilities in the new SURE districts  are supervised regularly. S/he will further ensure that performance assessment is done during a supervision visits and facility improvement plans are developed and implemented



SPECIFIC RESPONSIBILITIES:

1.Under the guidance of the Technical Advisor develop and implement plan for roll out of SPARS for EMHS management and Pharmaceutical financial management in the new SURE districts in the region

2.In consultation with the training officer ensure proper coordination and implementation of training program for MMS in SCM, PFM, Motorcycle riding, M and E and computer use.

3.Support  MMS to develop work plans and carry out supervision , performance assessment facility improvement plans of facilities in their area of jurisdiction.

4.Implement a system to monitor performance of MMS and Health facilities and establish a structure for regular feedback to MMS and DHO

5.Coordinate with M and E staff at central office to implement data collection systems for health facilities and also ensure that all health commodities reporting activities are adequately carried out in the health facilities within  districts.

6.In conjunction with computerization team ensure that MMS are capacitated to use electronic system in collection, submission, analysis and reporting of supervision data

7.In collaboration with Technical Advisor ensure the successful implementation of pharmaceutical financial management in HC IV and Hospitals in the new districts

8.Work closely with the SURE Accountants to ensure that all services, equipment and supplies planned for pharmaceutical management capacity building at district level are adequately managed and handled  according to USAID and rules and regulations.

9.Work with the Technical Advisor to implement the GPP inspection in facilities that meet performance targets and implement the accreditation ceremonies and other recognition scheme at facility level

10.                Work with the Kampala based management team and Kampala technical staff to assure that pharmaceutical and logistics reports related to essential medicines and to the different vertical programs are timely collected, compiled, analyzed and disseminated to key stakeholders.

11.                Perform other duties as required.



  Qualifications

1.     Should be Pharmacist, Pharmacy Technician, or degree in a health area with demonstrated experience in supply chain management

2.    Work experience of not less than 3 years in health commodities supply chain.

3.      Experience in supervision and performance monitoring of health facilities in health commodities logistics management

4.     Long-term working experience in Uganda with knowledge and comprehensive understanding of the Uganda public health system.

5.     Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.

6.     Willingness to be flexible and adapt to changing priorities and shifting deadlines.

The Technical Advisor, District Medicines Management will work with  relevant SURE staff, District staff, MOH staff and contractors to ensure effective implementation of SPARS in the new SURE districts, timely roll out of PFM in all program supported districts and smooth transportation and delivery of 2,465 shelving units to about 1,540 health facilities.  S/he will coordinate supervision activities in the new districts to ensure that districts, sub-districts and facilities are able to adopt positive practices towards supply chain including the procurement, storage and distribution of essential medicines and supplies necessary for the basic health package thus assuring continuous availability of related commodities.

 SPECIFIC TASKS:

1.  Work closely with the District Pharmaceutical Strengthening Specialist to develop and implement plan to roll out SPARS for Medicines Management in the 14 New SURE districts

2.     In collaboration with Training officer develop and implement program for training Medicines Management Supervisors (MMS) in EMHS management, PFM, motorcycle riding and M and E

3.     Work closely with SURE regional field coordinators to support District Medicines Management Supervisors carry out implementation of PFM in Hospitals and HCIV in all program supported districts

4.     In conjunction with the district computerization team develop and implement plan to train MMS in computer use and put in place a system for automated collection, analysis and reporting of SPARS data (SCM and PFM)

5.     In collaboration with regional field coordinators design and implement a system to monitor and ensure effective and efficient implementation of SPARS in the 14 New SURE districts

6.     Work with regional field coordinators and HQ staff to ensure successful implementation of the GPP and GFP accreditation in the 14 new districts

7.    Develop action plan to ensure problem free transport and delivery of the shelving units to the health facility recipients.

8.     Communicate and coordinate with all relevant parties (shelves supplier, in-country shelves transporter, SURE staff, USAID and government [national, district, sub district and health facility], etc.) for final delivery of shelves to health facilities.

9.     Plan and coordinate a “shelving launch day” in at least one district in each of the five SURE regions.

10.  Ensure that USAID rules and regulations are followed in regard to branding and marking and inventory of the shelving units.

11.  Ensure that all shelves are properly tracked and inventoried at all times starting from point of entry into Uganda and that a clear and appropriate paper trail exists for their initial reception from the shelves supplier in each of the five regions up to final delivery and reception at each and every health facility.

12.  Any other duties assigned by the supervisors



 QUALIFICATIONS AND EXPERIENCE

1.     Professional degree in a health area; including pharmacy, medicine, public health; pharmacist preferred.

2.     Work experience in providing pharmaceutical management services especially in the area of supply chain of not less than 3 years

3.     Comprehensive understanding of the Uganda public health system.

4.     Demonstrated ability to collaborate with other stakeholders in developing creative and solutions to achieve common goals.

Job Title: Senior M&E Advisor

REPORTS TO: COP

OVERALL RESPONSIBILITIES

The M&E Specialist works with the CoP and the Technical Advisors to ensure the development and implementation of appropriate program implementation and performance management plans (PMP) as well as program indicators necessary to track program targets and objectives. The Senior M&E Advisor also supports the MoH and other relevant stakeholders to establish adequate national supply chain indicators (to ensure that developed information system tools adequately capture these indicators). The Senior M&E Advisor oversees the analysis, interpretation and tracking of all program data as well as the compilation of program quarterly and annual reports. He or she advises the program team on all aspects of program monitoring and performance tracking. The Senior M&E Advisor must be well acquainted and hand on experience with USAID M&E procedures and practices and have knowledge and experience of logistic and supply chain management indicators. The M&E will assist in the design and implementation of impact assessments in regards to pharmaceuticals and supply chain management. The M&E must be a team player but able to take full responsibility for the M&E and PMP work.

 SPECIFIC RESPONSIBILITIES

1.     Track and Monitor performance and achievement done by the SURE Team for adherence to the approved work plan.

2.     Assess the current system for capturing and evaluating supply chain management data and provide advice on appropriate tools and their utilization for timely, effective and efficient collection and analysis of data.

3.     Work with the CoP and Project senior management staff to determine areas to be measured, and work with national agencies to establish national supply chain indicators and targets to track the performance of the Uganda SURE Project.

4.     Work with the CoP to ensure that Uganda SURE implementation activities and performance management plans are adequately responsive to the requirements of USG agencies and initiatives as well as those of the GOU.

5.     Responsible for updating the MEEPP database

6.     Work with relevant technical staff within the Government of Uganda and other agencies to design and produce regular (monthly, quarterly, and annual) reports to stakeholders, including the Government of Uganda and the US government Follow up and provide advice informing program activities to achieve project objectives.

7.     Assist in data analysis including statistical evaluations related to program interventions

8.     Assist in planning and implementing the midterm review of the SURE Program

9.     Lead the Annual planning process including the development of annual plans and writing of narratives

10.  Provide and organize M&E training to national Medicines Management Supervisors and project staff to ensure quality data collection, validation, transmittal, analysis, and the use of data for planning, decision making and timely reporting.

11.  Evaluate results achieved by the Project against established targets and track overall progress in achieving the Project goals.

12.  Capture lessons learned and best practices, documentation and dissemination of information, assisting developing presentations, abstracts, articles, etc.

13.  Participate in regular meetings of Project senior management team.

14.  Perform other duties as assigned.



QUALIFICATIONS

1.     Master’s degree in public health, demography, statistics or related field,

2.     5 years of equivalent experience in monitoring and evaluation

3.     Experience in evaluation design, development of indicators and data analysis with proven record in monitoring and evaluation.

4.     Experience in development of Performance Monitoring Plans

5.     Familiarity with supply chain concepts and pharmaceutical/logistic indicators

6.     Capacity building/training experience a plus.

7.     M&E specialist must be well acquainted and hand on experience with USAID M&E procedures and practices and have knowledge and experience of logistic and supply chain management indicators

8.     Ability to work in a fast-paced teamwork environment to meet required deadlines and to keep team members on schedule/tasks to the approved work plan.

Job Title: Logistics Officer M&E – Private-for-Profit and Company health facilities        

REPORTS TO: Technical Advisor - SURE

LOCATION:    Kampala

Overall Responsibility:

The primary role of the Logistics officer-M&E is to provide technical support to Private-for-Profit (PFP) and company health facilities in the supply chain management of HIV/AIDS commodities and ensure smooth transition following winding up of the HIPS project.  S/He will ensure that PFP and Company facilities order for their supplies in a timely manner and use the right supply chain tools. S/He will support the roll out of the Web-based ARV Ordering and reporting system (WAOS) among these clinics and ensures effective utilization and management of HIV/AIDS commodities. 

 Specific Responsibilities:

1.     Ensure that there is no gap in the support to PFP and Company facilities’ supply chain functions following the winding up of the HIPS project

2.     Support PFP facilities to ensure that quality and timely orders for HIV/AIDS commodities are made.

3.     Train PFP facility staff in the use of the Web-based ARV Ordering System (WAOS) and supply management skills.

4.     Support the integration of the mobile phone technology introduced by HIPS into WAOS so that facilities continue reporting.

5.     Coordinate reporting and ordering of ARVs into the web-based system in a timely manner and the follow up non-reporting PFP and Company facilities.

6.     Work with ACP to support the MoH Resource center in the management of the user requirements for PFP facilities in the Web-based system

7.     Provide periodic updates to ACP secondment with newly accredited PFP sites for inclusion into the WAOS system

8.     Coordinate with Joint Medical Stores to ensure timely capture of data into the web-based ARV ordering system and generation of allocation lists from the system

9.     Strengthen data utilization from the web-based ARV ordering and reporting system to facilitate evidence based decision making.

10.  Prepare periodical performance reports as required by SURE program

11.  Any other duties that may be assigned from time to time as need arises.

 Qualifications:

The Accountant I is responsible in providing accounting and administrative support to the SURE Program.  S/he ensures that all financial activities of the Project are conducted in accordance with MSH financial and administrative policies and procedures. The main focus of the position is to ensure that financial and administrative transactions are accurately authorized, documented and recorded. S/he is responsible for facilitating all Regional Staff advances, travel requests, and procurement requests.  S/he is responsible for producing Regional Financial and Administrative reports and ensures that systems are in accordance with MSH and USAID policies and procedures.

The Accountant I safeguards the assets of MSH against fraud, loss or damage. S/he ensures that all accounting and financial and administrative records are made in accordance with the Generally Accepted Accounting Principles and MSH policies and regulations.

Specific Duties & Responsibilities;

Reporting directly to the Technical Advisor for the region;

This position regularly carries out and monitors financial and administrative activities in accordance with USAID financial and administrative policies and procedures of MSH. These will include;

 Financial duties:

1.    Prepare Payments and Journal Vouchers ensuring that the documents are legal and authentic and that all relevant and adequate support documentation is attached.

2.     Post financial transactions including staff travel advance in the Cash Book on a daily basis.

3.     Process staffs travel allowances/per diems/ allowances and staff program working advances ensuring that prior authorization and approval and that advances are cleared in a timely manner.

4.   Assist the Technical Advisor in preparing budgets, cash flow forecasts, monthly financial reports for the Regional Office.

5.     Maintain a Petty Cash replenishment

6.     Ensure timely and accurate financial accountability/ reporting from the district teams

 Administrative duties

1.     Establish and oversee all information and filing systems required to verify use of program resources and supplies, including purchase requests/orders and contract files for SURE Regional Office.

3.     Support preparation and coordination of workshops/trainings

4.     Manage the fleet of motorcycles for the districts in the region including monitor usage/fuel management

6.     Coordinate request and maintain stock of office supplies for regional office and stationery for the district offices (only paper and printer cartridges)

7.     In collaboration Kampala Headquarter Finance and Administration department:

    Coordinate with the engineering drawing office by ensuring that outside plant drawings are prepared accurately

Job Title: PROCUREMENT OFFICER
   

Reports to: Manager Supply Chain

Applicants must have:

    Bachelors Degree in Commerce /Business Administration
    Member of Chartered Institute of Purchase and Supply (MCIPS)
    At least two year experience in stores management and also handling stores work.

Duties and Responsibilities:

    Contribute to the development of procurement policies and procedures
    Liaise with the user department to ensure efficient and effective procurement of specified items/services
    Ensure that all procurement of items is in compliance with the set procurement procedures/policies.
    Provide guidance and expertise to staff undertaking procurement of equipment, services and supplies
    Source for offers from the approved suppliers and manage tendering procedures
    Prepare tenders for the purchase or supply of equipment and services
    Negotiate contracts with vendors and monitor suppliers’ compliance to agreed terms
    Advise the user department on the appraisal and evaluation of tenders on the basis of both the Financial and Non-Financial criteria
    Monitor procurement activities so as to ensure compliance with the Company policies and procedure
