Job Title: Technical Officer (HIV Counseling & Testing HCT) - Unpaid

Objective 1: Advising in HTC programming
• Work closely with Care & Treatment/HTC team providing technical & programmatic assistance to ensure that technical input is provided for all communication activities • Monitor a number of HTC sites for quality assurance and quality improvement • Provide technical assistance, review and give feedback on reports from implementing agencies • Participate in technical and capacity building activities including training on provider initiated counselling • Assist in data analysis, operational research, and perform other tasks as required. • Contribute to the prepare internal and external reports for the NGO and donors, including expenditure plans and SitReps.
Objective 2: Advising in implementation, monitoring and evaluation
• Monitor the timely, correct and contractually appropriate implementation of proposed medical activities • Monitor the project Procurement Planning, and financial forecasting regarding medical programming. • Regular monitoring and impact assessment of medical activities and incorporate lessons learned to existing programs on a timely basis • Contribute to developing concept papers and proposals for prospective donors. • Participate in updates of the medical strategy, in addition to the larger country strategy to which it contributes.
Objective 3: Representation • Represent externally and collaborate/coordinate with government authorities, NGOs , and UN agencies on medical issues at district level in coordination with your supervisor • Represent and participate in district and provincial-level medical meetings and other relevant humanitarian/recovery coordination meetings • Make sure that all the relevant stakeholders have enough information about the organizations background, program, objectives, working areas, duration of programs and activities in the field. • Promote and reinforce relationship with district and province technical authorities. • Ensure correct MOUs are in place with relevant district/province stakeholders.
Requirements:
ESSENTIAL: • Medical or social science background, preferably a Master’s degree in social sciences or public health. • Ability to analyze and synthesize qualitative data and reports. • Extensive knowledge and experience in health education and development programs in Vietnam, preferably in the area of HIV counseling and testing. • Ability to handle multiple tasks simultaneously and to prioritize and respond in a timely manner to stakeholders. • Experience in supervising, training and coaching others • Ability to cope with stress • Ability to act as part of a multi-cultural and multi-disciplinary team • Ability to organize and priorities workload, using initiative when appropriate • Willingness to be present in unstable environments • Available for a minimum of 6 months • Valid passport to cover period overseas
DESIRABLE Previous overseas work experience in a similar role with another Non Governmental Organization (NGO)
