Background

The National Foundation for Democracy and Human Rights in Uganda (NAFODU) led a massive human rights awareness initiative for the Batwa indigenous people. OHCHR supported through the ACTS Projects [Fund], and one fundamental achievement of the intervention has been the election of a Mutwa representative to Local Council III leadership. The programme targets the Batwa community through awareness raising, the Batwa are able to recognize the human rights violations perpetuated against them; barrier to access  services such as education, clean water, shelter, discrimination, access to justice and health facilities.

The objective and scope of this assignment is based on the following:

    OHCHR commitment to non-discrimination as a principle of international human rights law;
    Proof that the principle of non-discrimination has all the potential of contributing to human rights awareness for the marginalized communities;
    Active involvement and participation in local governance creates increased awareness of [citizen’s] human rights and ability to recognize human rights violations; barriers to access to education, health services, clean drinking water, shelter, and access to justice.

Duties and Responsibilities

OHCHR extended financial contribution and technical support to the National Foundation for Democracy and Human Rights in Uganda (NAFODU). The Foundation has progressed well towards greater sensitization and realization of human rights for the indigenous Batwa communities in the districts of Kabale, Kisoro, Kanungu, Bundibugyo and Rukungiri. Without land of their own or alternative means of livelihood to cope with the new environment, the Batwa became marginalized and continued to live under very squalid conditions of extreme poverty on the parks’ and forest reserve borders. Traditionally, the Batwa lived as hunters and gatherers, residing in temporary huts and caves, deriving sustenance from forest resources like honey, wild fruits, mushrooms and vegetables. Since 1991 there has been little effort made by the government to address their concerns.

Scope of Work:

Under the overall guidance of the Public Information Officer, the Consultant’s main task is to:

    Collect information, materials, and data about the Batwa indigenous community;
    Develop and produce visual aid (video) to accompany the written-up documentation. 

 Expected Outputs and Deliverables:

The Consultant will ensure the following results are delivered by the indicated timeline:

    Information  and data about the Batwa is well documented and archived;
    A master copy of video to accompany the use of Book is produced in high-quality.

    Demonstration of ability to use Adobe Premiere and other video editing software is vital;
    3 years of professional working experience in video-making;
    Extensive working experience in publishing, production house and/or similar institution will be considered;
    Sample of past works (videos) must be submitted;

Language Requirements:

    English is required: high level language writing skills are essential.

Duration of Consultancy:

The assignment is expected to take 14 working days spread over one month (05th August to 04th September 2013).

Submissions:

    First draft of video script [to review team] and video footage is expected by 12th August 2013;
    Submission of first edit of the video (max 20 minutes), is be expected by 16th  August 2013;
    Submission of second edit of the  video is expected by 22nd August, and
    Submission of final products (Final Text and Video Master Copy) is on 27th August 2013.

Reporting:

    The Professional Editor/Filmmaker will, report, seek approval/acceptance of all outputs from OHCHR Public Information Officer. The Professional Editor/Filmmaker will be under the direct supervision of OHCHR Public Information Officer;
    The Professional Editor/Filmmaker will be called for coordination [review] meetings at OHCHR as required by the supervisor or other designated personnel;
    The Professional Editor/Filmmaker will, in the course of the assignment, meet interviewees; who will include local government personnel, project staff, beneficiary communities, OHCHR staff, etc and all these engagements will be arranged by OHCHR Public Information Officer;
    All interviews will be scheduled by OHCHR Public Information Officer, transport to and from the field will be provided by OHCHR and office space [when required] will be offered for a specified period [in any case not beyond the project period].

Price Proposal and Schedule of payments:

The Professional Editor/Filmmaker should submit a financial proposal expressed as a Lump Sum Amount.

    The lump sum amount is all inclusive of substance allowance, health insurance and all other expenses except transport to and from the field, and other logistical arrangements above;
    The contract price is fixed regardless of changes in the cost components;
    OHCHR will provide transport to and from the field and interview sites;
    Travel to and from OHCHR Offices for scheduled review meetings should be factored in the Lump Sum Amount by the Professional Editor/Filmmaker.

Payment shall be by the lump sum modality in the following 3 installments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:

    Upon Submission and approval of first draft of video script and video footage & Submission of first edit of the video 20%;
    Upon submission and approval  of second edit of the video 30%;
    Submission  and approval of final products (Final Text and Video Master copy 50%.

Evaluation  Method and Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    Responsive, and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; - 70%
Financial Criteria weight; - 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Introduction:

The Inter-Religious Council  (IRCU) of Uganda was established and registered in November 2001 as a Faith-Based Non-Governmental Organization (NGO). Its current members are the Roman Catholic Church in Uganda, Uganda Muslim Supreme Council, Church of Uganda, Uganda Orthodox Church and the Seventh-day Adventist Uganda Union. However, other religious organizations, such as the Baha’i and independent Pentecostal and Evangelical churches, also participate in the implementation of its programmes. IRCU implements cross-cutting programs/projects in various sectors; for example, health, peace building and governance.

Background:

The Council of Presidents of the Inter-Religious Council of Uganda (IRCU) will hold a retreat together with the Chairpersons of its Executive Board and Thematic Committees, Leadership Team, all the Archbishops of the Catholic Church and retired members of the Council of Presidents. The retreat will provide an important opportunity for the leadership of IRCU to reflect on its work in the last 10 years and position itself effectively to deal with challenges ahead of the 2016 General Elections. It will also allow the members to agree on a set of strategic priorities for action in the next three years.

The retreat comes against the background of a decade-old effort by the Council to deliver services to the people of Uganda and influence policies on governance, development and peace building in line with the Millennium Development Goals. The Council is currently providing HIV/AIDS services to thousands of persons affected by the pandemic. Similarly, it is undertaking interventions in governance and peace building at local, national and international levels (Great Lakes and Africa). A number of national and sub-regional dialogues have been held to allow religious leaders and other stakeholders in Uganda and the Great Lakes Region to reflect on their duties and responsibilities in light of present-day political, economic and social developments. These dialogues have produced excellent resolutions and commitments for peace and governance interventions.

It is, however, noted that despite great strides in organization and programmes, IRCU is yet to fully implement the resolutions of the various dialogues held since its founding in 2001. Besides, the Council has not had the opportunity to reflect on the overall impact of its work on the Ugandan society, including leadership and institutions. Further, the organization does not clearly know the extent to which it has implemented the numerous commitments made by religious leaders in the aforementioned fora.

In October 2011, IRCU initiated a process code-named “Envisioning the Uganda we want”. The initiative is intended to clarify the role of religious leaders in nation-building. It coincided with the national preparations for the celebration of 50 years of Uganda’s independence from colonial rule. An extensive regional consultation process culminated in a set of commitments, which was launched during a national conference held in Kampala from 2nd to 4th October 2012. The commitments were meant to refocus and reenergize religious leaders to act individually and together to confront the array of issues affecting the common man and woman in Uganda, including poverty, corruption and violence.

Duties and Responsibilities

 Scope of Assignment:

The main objective of the consultancy is twofold: develop a three-year plan for the Peace, Justice  and Governance Directorate and facilitate a reflective process involving key leadership of IRCU, leading to consensus on priorities for  the next three years and strategies for implementing the priorities.

Specific objectives:

IRCU is seeking to engage a national consultant who will work with an identified International consultant to:

    Developing a stocktaking report, involving review, together with the participants, of the performance of the Council since 2001;
    Developing the Directorate’s plan outlining the strategies and actions for the next three years;
    Facilitating a retreat of the top religious leadership of IRCU to build consensus on issues and strategies for action in the next three years.

 Main Tasks
The consultants will perform the following tasks:

Stocktaking (Phase I):

Analyze the strategies of IRCU and, on the basis of focus group discussions and bilateral conversations with key stakeholders, develop a stocktaking report outlining the key progress achieved on the commitments of religious leaders associated with the Directorate. An integral part of the stocktaking exercise is an assessment of the strategic positioning of the Directorate’s activities and IRCU in general to use the comparative advantages of the organization.

Consultants are expected to undertake the work using a participatory approach, involving the relevant stakeholders.

 Strategic Three Year Directorate Action Plan (Phase II):

Following the stocktaking analysis and the commitments achieved, delineate a clear and progressive strategic action plan for the Directorate. The action plan should provide way forward on the key actions of the Directorate and IRCU in general to strategically position itself in the current socio-political environment. Using a progressive approach, the plan should highlight the key short term, medium term and long term strategies for the Directorate and IRCU in general.

 Expected Deliverables:

National Consultant will take lead in delivering on deliverables i and ii, while the International Consultant will take lead in delivering on deliverable iii.

    Stocktaking Report;
    A three-year Directorate’s strategic action plan agreed on by the leadership of IRCU;
    Facilitated Retreat of Council of Presidents. 

It is expected that the national consultant also contributes to the facilitating of retreat along with the international consultant. It is also expected that the international consultant also contributes to the finalisation of deliverables 1 and 2: Stocktaking report and Three year Directorate’s strategic action plan. After the retreat, both the consultants will incorporate the comments from the retreat and submit final documents. IRCU will be making a press release and the consultants are expected to also contribute to the development of the press release, working in close conjunction with the Secretary General of the IRCU.

Background
The Ecosystem Based Adaptation (EBA) Programme for Mountain Ecosystems in Uganda, Nepal and Peru aims tostrengthen the capacities of these three countries, which are particularly vulnerable to climate change impacts, to build ecosystem resilience for promoting ecosystem-based adaptation (EBA) options and to reduce the vulnerability of communities, with particular emphasis on mountain ecosystems.

The programme is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) through its International Climate Initiative, and is  implemented through a partnership of the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP) and the International Union for the Conservation of Nature (IUCN).

Climate change impacts are already affecting the functioning and integrity of several ecosystems and on Mount Elgon and are adding to the stress resulting from other anthropogenic interventions such as unsustainable land use practices. The project countries and targeted ecosystems have been identified as particularly vulnerable to climate change impacts. A multitude of communities depend upon the services provided by these ecosystems.EBA is defined as the use of biodiversity and ecosystem services as part of an overall adaptation strategy to help people to adapt to the adverse effects of climate change. EBA uses the range of opportunities for the sustainable management, conservation, and restoration of ecosystems to provide services that enable people to adapt to the impacts of climate change.

Specifically the project supports: (i) the development of methodologies and tools for mountain ecosystems; (ii) the application of the above tools and methodologies at the national level; (iii) the implementation of EBA pilots at the ecosystem level; and (iv) the formulation of national policies and building an economic case for EBA at the national level.
The project creates new opportunities for experimental learning between regions and among countries within the same region. Through parallel and cooperative development and application of methodologies and tools and the implementation of pilot projects, the project will shorten the learning curve of local and national institutions and fast-track the transfer of knowledge and experience in relation to building ecosystem resilience.

The four year (2011-2014) Ecosystem Based Adaptation to climate Change Adaptation (EBA) Project is implemented by the Ministry of Water and Environment in partnership with UNDP, IUCN and UNEP. The different partners are responsible for certain components through the coordination by the Programme Management Unit (PMU) within the MWE, covering the implementation in the districts of Kapchorwa, Kween, Bulambuli and Sironko.

Duties and Responsibilities

Overall Consultancy Need:

 This consultancy will produce a framework under which partners and stakeholders can continue communicating and understanding issues of EBA within the Mt. Elgon Ecosystem. The role of communication in the fight against the negative impacts of climate change, envisaged support to policies and building of a national case cannot be over emphasised under the EBA Programme. It not only helps presentation of legislation and regulations on the fight against climate change, but also introduction of EBA optionsand the environmental services in the ecosystem ; raising awareness of target groups on CC and the need to adapt; advocacy; and mobilisation of partners.

The project’s communication strategy and implementation plan for promoting ecosystem based adaptation (EBA) to climate change in the Mount Elgon region will contribute to the fulfilment of the following project components in Uganda:

    Development of methodologies and tools for EBA decision-making in mountain ecosystems;
    Application of methodologies and tools at ecosystem level;
    Implementation of EBA pilots at ecosystem level;
    Development of a business case for EBA at the National level.

The strategy will back up the various activities carried out as part of the fight against climate change and the adaptation of local populations in the Mt. Elgon Region and the mountainous areas as a whole. As such, the strategy will be expected to contribute directly to the attainment of the following objectives:

    Support in the development of a business case for EBA at the National Level;
    Support in the implementation of regulations/governing policies on the fight against climate change;
    Assisting the introduction of groundbreaking, technical, institutional, financial and other EBA options to contain global warming and its impacts;
    Awareness-raising and outreach activities;
    Advocacy activities directed at key development actors;
    Mobilisation of target groups;
    Support the documentation and sharing of EBA experiences and learning lessons.

Objectives of the study:

The Programme Management Unit is seeking to engage a Consultant to:

    Conduct a communication analysis of the Ecosystem Based Adaptation to Climate Change in the Mountainous Region of Uganda Programme (EBA); and
    Design a communication strategy for implementation from July 2013 to December 2015.

Consultancy Implementation Arrangements:

The contract will be performance-based, spanning a period of 3 months. Terms and conditions of service linked to the type of proposed contract will apply.

The consultant/consultants will be under the overall supervision and guidance of the EBA Programme Management Unit (PMU) and will report every two weeks. Coordination of the consultancy activities with the EBA partner/implementing organizations, and stakeholders in the Mount Elgon districts and national level, will be conducted with the EBA secretariat (PMU), to ensure appropriate communications about the project and easy access to stakeholders.
It is expected that this contract will require the consultants to closely work with the regional colleagues in Nairobi at UNEP for harmonisation with the EBA website and communication strategy.

UNEP and UNDPin co-ordination with the Uganda EBA National Programme Coordinator will provide technical guidance during the implementation of the consultancy activities. The consultancy technical reports will be submitted to the Uganda EBA National Programme Coordinator.

The contractor may be invited to present the results of the consultancy at selected workshops or meetings of the project. Costs for any such participation are not included in this tender or contract.

Detailed Consultancy Activities:

 It is recognised that for successful implementation the Programme requires a comprehensive and coherent communication strategy and implementation plan that will:

    Raise the public profile of the Programme nationally as per component 3 of the EBA Programme and with identified audiences;
    Ensure effective lobbying and advocacy with critical stakeholders, and;
    Support and further the effectiveness of the activities identified in the Annual Work Plans of the Implementing Partners.

The consultancy will produce:

    An analysis of the communication needs of the overall EBA programme and communication activities to be undertaken by the implementing partners;
    Goals and SMART targets of the proposed communication strategy with its implementation plan;
    A detailed analysis identifying the settings, channels, key messages, key stakeholders, and media for reaching the critical publics for the communication strategy;
    Resident capacities of institutions for communication and probable ones to implement the strategy
    A monitoring & evaluation instrument of the Strategy including guidance on control of the quality of communication efforts and products;
    A crisis communication management template or guideline for the strategy;
    Identify communication capacity building needs, if any, for project implementation staff and other stakeholders.

Consultancy Final Deliverables:

    Inception Report;
    Draft Communication strategy, including the following tasks: Development of Data Collection  Instrument; Testing of Data Collection Instrument: Correction of Data Collection Instrument; Collection of data in the field;Analysis of Data;
    Draft the Communication strategy;

First Week:

Second week:

Evaluation Method and Criteria:

Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    Responsive/compliant/acceptable; and
     Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation: Technical Criteria weight: 70%; Financial Criteria weight: 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points.
Criteria, points:

    Education (Advanced degree or higher in Communications): 10;
     Language skills: 5;
    Knowledge of the communication strategy development: 10;
    Relevant experience in conducting similar assignments: 15;
    Relevance of experience in report writing and drafting: 10;
    Description of approach/methodology to assignment: 20.

Qualifications

•    Determine  cost  implications  , sustainability  and continued  relevance (or  Lack  of it) of  each  of the  three  Dos: Gulu, Moroto and  Mbarara.
