Background Information ? Coordinated Response to Human Trafficking in Uganda

The project entitled, 'Coordinated Response to Human Trafficking in Uganda' ('CRTU') aims to bring about a coordinated response to human trafficking in Uganda with a predominant focus on so-called 'Karamojong Street Children'. The project outlines a humane and orderly reception and case management approach based in Kampala working with an existing civil society actor along with on-the-job training and direct set-up assistance for the Ministry of Internal Affairs' 'Office for the Prevention of Trafficking in Persons'. Based on IOM's regional and worldwide expertise in counter-trafficking and case management, individual cases will handled directly from reception, through to return home, and socio-economic reintegration assistance. The data gathered throughout these processes will be used in order to incrementally build a detailed profile of human trafficking in Uganda with a view to more targeted programming and referral to investigative authorities for surveillance, detection, and prosecution.

General Functions:

Under the direct supervision of the Counter-trafficking Project Officer, in close coordination with the Applications Developer and under the overall guidance of the Chief of Mission, the Assistant Qualitative Researcher will contribute to developing a greater understanding of the scale and nature of child trafficking and exploitation in Uganda in destination centers by using qualitative data collection and analysis techniques. Such a function involves conducting qualitative research through but not limited to conducting interviews as designed by the qualitative researcher, transcribing, coding, and analysis/reporting of qualitative data as described below.

The candidate will undertake the following tasks:

    Assist in the design of qualitative studies including semi-structured interviews, key informant interviews and focus groups in communities to provide a greater context for understanding the scale and nature of child trafficking and exploitation in Uganda, specifically in urban centers.
    Assist in conducting semi-structured interviews and key informant interviews as part of the data collection process
    Assist in analyzing qualitative data collected by caseworkers by means of consultation with clients.
    Using the methodologies above, assist in the baseline analysis of social and community networks related to the transportation, recruitment, and harboring of Karamojong children for the purposes of exploitation in order to facilitate the proactive deterrence programs undertaken by the IOM CRTU.
    Assist with the identification of individuals, based on the social network analyses, who may be involved in the trafficking of children to further clarify incentives for trafficking and trafficking routes and processes.
    Assist in conducting a secondary analysis of victim-centered interview data from screening and consultations in order to develop a comprehensive understanding of clients' experiences of trafficking and reintegration.
    Provide any additional support as requested by supervisor.

Expected outputs:

    A preliminary qualitative report based on key informant interviews and focus groups on push and pull factors for out-migration to urban centers and a description of transit routes, deliverable by mid January 2013.
    A further substantive report on the role of community and social networks as well as household decision making responsible for out-migration to urban centers from Karamoja deliverable by end of February 2013.
    An analysis of factors, by means of case-based data, contributing to the successful or unsuccessful reintegration of children returned to Karamoja and the contribution of program inputs deliverable by the contract's end.

Qualifications/Requirements:

    Diploma in the social sciences, Human Rights, Law, International Development, Anthropology, Sociology and/or a relevant field
    Previous experience in qualitative data collection, management, and analysis
    Experience working in a team environment
    Proficiency with MSWord and MSPowerPoint
    Proven report writing experience using quantitative data analyses to develop comprehensive contextual analyses; and
    Ability to travel and work in challenging environments.
    Written and spoken fluency in English, Luganda and Karimojong; knowledge of Itesot, and/or Swahili

Adap2T is a two-year project from the Cafédirect Producers' Foundation which supported six Kenyan and Ugandan smallholder tea organisations to adapt to the impacts of climate change. The project, which was funded by Comic Relief, used a participatory methodology to support the six organisations to each conduct a 'Risk and Opportunity Analysis' to assess local climate change impacts and to develop an organisational strategy to address the issues identified in the analysis. Organisational capacity building was delivered using a 'train the trainers' methodology and smallholder members of each organisation have recently begun applying farm-level adaptation techniques, such as planting diversification crops and installing energy-saving stoves.

We are looking for a Kenyan or Ugandan national to conduct an evaluation of the project, with a particular focus on the institutionalisation of knowledge within the producer organisations.

Essential criteria for this role are:

    Previous experience of conducting participatory evaluations and knowledge of participatory methods (such as Participatory Rapid Appraisal or Most Significant Change)
    Experience of working with grassroots producer organisations and/or smallholder farmers
    Availability to conduct the evaluation between 1st November and  7th December, including report writing and travel to producer organisations in Fort Portal, Uganda and Nandi Hills, Kenya
    The total budget for this evaluation is approximately $7,800 USD including travel and subsistence for field research visits to Nandi Hill, Kenya and Fort Portal, Uganda. The evaluation will consist of a total of  approximately 14 days' work including travel and writing the final report.
