With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

The Foundation received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. JOB TITLE: Senior Technical Advisor.

DEPARTMENT: Clinical Services.

Reporting Relationships: The Senior Technical Advisor reports to the Technical Director.

Job Summary:

The Senior TA will be responsible for providing leadership to team of technical advisors; and also provide technical leadership in PMTCT. As a technical lead for PMTCT, He/ She will also be responsible for planning and strategy development for PMTCT, provide technical assistance to Foundation/STAR SW project staff, district and site teams to ensure high quality PMCT service delivery in the 13 districts under EGPAF support. The role requires direct collaboration with the Ministry of Health to effectively implement, monitor and evaluate PMTCT in accordance with national HIV/AIDS policies and standards.

Core Duties and Responsibilities

Leadership & management:

    Provides leadership and support to a team of technical advisors for a coordinated implementation of the developed program strategies.
    Develop a cohesive and productive team of technical advisors that leads the implementation of the strategic plans of the EGPAF-led projects Work to ensure creating a strong linkage with other service areas and departments.
    Participate in senior management team and program managers’ meetings as key platform for strategic guidance and coordination of core functions

Technical Assistance in PMTCT:

    Ensures that STAR SWI EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for PMTCT”
    Provides technical guidance for comprehensive TB and HIV/AIDS programs by updating implementing partners on technical advances and lessons learned around the world.
    Provides PMTCT technical support and guidance to the district based officers and the district teams for work plan development. Ensures the technical soundness of EGPAF’s PMTCT strategies by: organizing regular technical updates/review meetings for PMTCT to the STAR SW project staff.
    Provides technical guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to TB/HIV services.
    Coordinates technical reporting according to defined donor/EGPAF reporting schedules and writes regular monitoring and technical reports as required.
    Track progress at individual PMTCT sites through site visits and supervision reports, in collaboration with district based teams.
    Assist in identifying, documenting, disseminating and scaling up best practices in PMTCT and C&T.
    Provide technical inputs and assistance to the MOH with particular reference to development of national PMTCT policies, guidelines and training materials.
    Serve as a Technical Advisor on technical working groups on relevant technical working groups of the Ministry of Health Represents EGPAF and STAR SW project in the supported districts and at national level.
    Provides the Technical Director and Country Director with technical guidance on issues related to PMTCT.
    Participates in identifying research questions and implementation of operations research on programmatic implementation of PMTCT.

Requirement:

    Must have a Bachelor of Medicine and Bachelor of Surgery (MBChB) degree with master of medicine or Public Health.
    At least 5 years’ experience in HIV/AIDS implementation, monitoring and evaluation; and specifically in prevention of Mother to Child HIV Transmission Programs.
    Must have an excellent grasp of HIV/AIDS current knowledge especially on HIV/AIDS treatment and elimination of mother-to-child transmission of HIV current frame work and national strategies
    Extensive knowledge of MOH national PMTCT guidelines and implementation modalities

Knowledge, Skills and Abilities:

    Experience and evidence of past results providing technical assistance to national counterparts.
    Knowledge of the functioning of the country's Ministry of Health and decentralized health system.

Background
Based in the Country Office of UNDP, the UNV field unit generally consists of a UNV Programme Officer and a UNV Programme Assistant/Associate. Background Information:

IOM works to strengthen health systems to meet the specific needs of mobile populations, migrants, and host communities, across a wide range of priority areas under lOM’s Partnership on Health and Mobility in East & Southern Africa (PHAMESA). Within the PHAMESA arrangement, IOM Uganda is implementing the Health and Mobility Project, with the first phase ending in April 2013. The project partners with national stakeholders including the Academia, Development Partners, Government, Private Sector and the Media to highlight the linkages between health and mobility. As part of the project activities, IOM supports increased access to migrant-friendly services at HIV hotspots (towns) along the Kampala-Juba transport corridor.

In line with the above, IOM seeks the services of Project Officer. Under the direct supervision of the Migration Health Officer, the incumbent will be responsible for implementing the Health and Mobility Project activities and specifically:

    Ensure quality health service delivery to migrants and mobile populations in the project sites.
    Coordinate activities related to the National Dialogue on Health and Mobility including by collaborating closely with the Academia, Ministry of Works and Transport, Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Internal Affairs, and the Media.
    Develop monthly project updates and newsletters.

Requirement:

    University degree in medicine or social science. Advanced degree in public health, anthropology, or development is desired.
