USAID/Uganda is seeking two (2) qualified Ugandans for the positions of Voucher Examiner.

BASIC FUNCTION OF POSITION
Serves as a “recognized expert” in the voucher examining process and is responsible for auditing, and processing for payment, the full range of invoices generated by the Mission’s development portfolio and operations. Invoices presented for processing include those for the most difficult and complex activities financed under multi-year acquisition and assistance instruments. The Voucher Examiners also process a variety of lump-sum/fixed price contract claims and other reimbursement claims.

REQUIRED QUALIFICATIONS

1. Education Required: Completion of a college degree is required.
2. Work Experience: From three to five years experience of progressively greater responsibility in voucher examination, accounting and related fiscal work is required.
3. Language Requirement: Must be fluent in English.
4. Knowledge: A thorough knowledge is required of financial management and accounting systems.
5. Skills and Abilities: This position requires strong organizational and interpersonal skills. Computer skills are a must. Applicant must demonstrate the ability to communicate effectively, and to clearly articulate the rationale for decisions made impacting the disbursement of payments.

To ensure that all kVA (LV and HV) meters are audited in a pre-defined periodical cycle and identified irregularities effectively resolved with adequate feedback.

Key Responsibilities:
• Commission and inspect quality of all kVA and HT installation.
• Define acceptable quality standard parameters to inspect and audit kVA and HT installations.
• Set up together with the Districts Metering kVA and HT audit program through the year.
• Follow up progress and quality of the District Metering kVA and HT inspections and effective resolution of identified anomalies.
• Provide technical support and training to the District Metering staff in order to control kVA and HT installations.
• Attend and resolve metering anomalies on Grid Meters (Boundaries, Feeders, and Transformers).
• Plan cost-effectively contracted and company resources required in form of a budget for the kVA and HT projects with an implementation plan.
• Manage completion of scheduled field operational duties and balance scheduled work with unscheduled work occurrences within planned time frame.
• Hold accountability for activities performed by his subordinates, stipulate targets and monitor performance based on honesty and professional integrity.
• Perform other duties as assigned from time to time with in the department.

Required Qualifications:
• Degree in Electrical Engineering
• Diploma in Project Management or related.
Experience:

1. Execute the day-to-day activities of technical network audits according to the Audit Plan.

• Effective planning and feasibility studies are done for all new schemes/projects added to the Network.

• Adequacy of procedures for measuring and monitoring of the quality of power supply and reliability.
• Maintenance programme for the Network, line clearance, transformers and sub stations is available and executed accordingly.
• That the existing systems (e.g SCADA) in place are working as intended.
• The loss reduction programme is properly implemented and adhered to.
• The Incident Management System (IMS) is operating as expected and is timely updated.
• All system improvements are properly executed in line with established guidelines.
• All constructed schemes are appropriately captured in the GIS system.
8. Prepare proper working papers and draft Audit Reports for review by the Internal Audit Supervisor and Head of Internal Audit.
9. Carry out ad hoc Audits specifically on the technical aspects of the control systems as may be required from time to time.
10. Communicate, coordinate and follow-up on Audit status with Senior Auditor, Head of Internal Audit and Departmental Heads.

Required Qualifications:

Must be knowledgeable about survey and engineering drawings
Experience:
1-3 years of post qualification in a commercial environment.
