Introduction: Government of Uganda through the Ministry of Energy & Mineral Development requires the services of qualified and experienced persons for the posts indicated below to work at the Petroleum Exploration & Production Department (PEPD), Entebbe. These persons will report to the Commissioner, Petroleum Exploration & Production Department.
LAND OFFICER (ONE VACANCY)
Objective of the Assignment:
The main objective of this assignment is to perform functions related to land use planning and acquisition of land for oil and gas activities, operations and infrastructure. Responsible for ensuring that land acquisition/leasing processes are conducted in compliance with existing legislation.
Duties and Responsibilities:
Assisting the Department in planning and budgeting for the Land Management function.
Providing input on land management during the review and development of Land Administration policies, legislation, Standards, regulations and guidelines.
Monitoring and reporting on the implementation of Land Administration policies, laws, standards and regulations that relate to the development of the oil and gas sector.
Supervising the processing of transactions for the acquisition of land like lease offers and deed plans.
Arbitrating and reporting on the settlement of land disputes.
Developing and maintaining data bases on basic information on project areas that include; land resources, present land use, infrastructure, population, land tenure, social structure, etc.
Reviewing and evaluating project proposals for land use and development plans and prepare recommendations.
Participating in conducting Resettlement Action Plans (RAP) and Environmental Impact Assessment (EIA) for identified project locations.
Participating in raising awareness to stakeholders and the general public on land use planning for oil and gas activities
Developing color coded maps for the areas approved by the Ministry of Lands, Housing and Urban Development for the development of different oil and gas projects.
Undertaking any other land use planning exercises to support provision of information required by the different projects.
Conduct any other duties that may be assigned by Management.
Requirement:
Should have a Bachelor's Degree (Hons) or equivalent in any of the following fields: Law, Physical
University degree (Bachelor's degree, with minimum of Upper Second) In Geology, Geographic Information Systems, Computer Science, Surveying or other relevant field from a recognized institution of higher learning.
Minimum of two (2) years of increasingly responsible relevant professional experience in GIS or information management or other related field.
Knowledge in Petroleum Geoscience will be an added advantage
Practical background and experience in GIS and cartography, including knowledge of current GIS software preferably ArcGIS
Knowledge of related software and systems (database, word processing, desktop publishing).
Knowledge of Remote Sensing and raster-vector integration techniques.
Familiarity with Spatial Data Infrastructure (SDI).
Good understanding of database management (particularly MS Access).
Experience in the areas: Internet technology, Windows OS, network administration, input/output technology (printers, plotters, scanners, etc) will be an advantage
