The main purpose of the job is: -

    Assist in the design of specific systems controls and risk management solutions.
    Seek ways in which to add value to the client’s business and bring this to the client’s and the supervisor’s attention.
    Report on a regular basis to the supervisor on the progress with regard to Information Systems audit assignments.
    Communicates or assists in communicating the results of audit and consulting projects via written reports and oral presentations to management and the Audit Committee of the Board.
    Assess the risks inherent in the company’s information systems and recommend measures to mitigate them.
    Review the integration of the information systems to the company’s GSM infrastructure and advise the company on its effectiveness and optimizations.
    Provide support to other assurance processes to ensure that the overall opinion incorporates the risks identified in the underlying information systems.
    Acts as liaison with IT business partners to ensure full understanding of data flow, data integrity and system security.
    Represents Information Systems Audit on organizational project teams, at management meetings and with external organizations.
    Develops and maintains productive client and staff relationships through individual contacts and group meetings.

SELECTION PROCESS

The major task under this contract is to initiate and develop avenues for income generation aimed at enhancing the sustainability of PSFU.

Duties and Responsibilities

    Develop and Implement a Resource mobilization strategy for PSFU
    Review existing fee earning activities (in all departments) for PSFU and recommend strategies on how they can be enhanced.
    Develop fee earning products for PSFU and also offer technical advice in their implementation.

Background

The Government of Uganda through the Office of Prime Minister (OPM) is coordinating the implementation of the Peace Recovery and Development Plan (PRDP) for Northern Uganda. Private Sector Foundation Uganda manages the Business Uganda Development Scheme (BUDS) that is funded by the UK Department for International Development (DFID) to boost private sector growth, investment and employment opportunities in northern Uganda for the period June 2010-June 2015.

Objective

The overall objective of the project is ‘to stimulate pro- poor economic growth in region and to better retain the economic benefits accruing from agriculture and other market sectors in the PRDP sub-regions including parts of Bunyoro, Acholi, Lango, West Nile, Karamonja, Teso and Bukedi.

Private Sector Foundation Uganda wishes to recruit (3) additional staff to fill the positions of Scheme Officers in the Gulu project office.

Main Duties and Responsibilities

The major task under this contract is to intensify support to the Micro, Small, Medium Enterprises (MSMEs), associations and cooperatives by providing far improved hand-holding services and encouraging them to participate in the economic recovery of the region. Specifically the Scheme Officer will among others;

    Identify, Interview and provide technical assistance to potential clients for support under BUDS.
    Provide Private Sector enterprises with basic guidance in defining their business needs and available support.
    Review and Evaluate client’s proposal and claims for grants while ensuring value for money for all supported activities under the project.
    Participate in the Scheme promotion activities within the PRDP sub-regions to increase awareness and outreach. Participate in the preparation of proposals aimed at attracting business development services, skills development and capital investment related activities for clients in the PRDP.

Requirement:

    Minimum Professional Qualification Candidates must be university graduates with a degree in Economics, Engineering, Law OR a degree in a Business related field from a reputable institution. In addition they should demonstrate:
    Proven ability to understand, analyze and evaluate the operations of individual businesses, in a multi-sectorial business environment.
    Ability to work independently for extended periods without direct supervision while meeting targets and deadlines.
    Financial and Value Chain analysis experience.
    Excellent computer skills including but not limited to MS Word, Excel, MS. Project & Power Point.
    Additional project related knowledge and qualifications in post conflict management and sensitivity will be of added advantage.

Minimum Prior Experience

    A minimum of three years experience; two of which should have been spent working with donor funded, large business and or international agency in post conflict regions. Reporting

BASIC FUNCTION OF THE POSITION

To provide expert advice on financial matters relating to project accounting, analysis and financial reporting (both written and oral presentations).

REQUIRED QUALIFICATIONS

1.  Education: A university degree in accounting, finance, or business administration.

2.  Work Experience:  A minimum of four years of progressively responsible experience in professional accounting or auditing.

3.   Language Requirement:  Must be fluent in English language.

4.   Knowledge:  Demonstrated thorough knowledge and understanding of professional accounting principles, theories, and practices.

5.  Skills and Abilities:  Must be able to analyze accounting processes and identify practices and procedures that require correction or modification.  Be able to efficiently formulate recommendations for maintaining specialized segments of accounting systems.   Excellent verbal communication skills, tact and diplomacy in order to establish and develop sustainable working relations and a high level of trust with mid-level officials when dealing with Value Added Tax. Excellent mathematical and writing skills are required in order to prepare regular and frequent ad hoc reports including data calls from USAID/Washington.  Strong interpersonal skills, demonstrated experience and ability to work in teams and to achieve consensus of fiscal policy and accounting practices is necessary.  Computer literacy in excel and other computer skills in order to manage the accounting system.
