Background
The Government of Uganda through the Office of Prime Minister (OPM) is coordinating the implementation of the Peace Recovery and Development Plan (PRDP) for Northern Uganda. Private Sector Foundation Uganda manages the Business Uganda Development Scheme (BUDS) that is funded by the UK Department for International Development (DFID) to boost private sector growth, investment and employment opportunities in northern Uganda for the period June 2010-June 2015.
Objective
The overall objective of the project is ‘to stimulate pro- poor economic growth in region and to better retain the economic benefits accruing from agriculture and other market sectors in the PRDP sub-regions including parts of Bunyoro, Acholi, Lango, West Nile, Karamonja, Teso and Bukedi.
Private Sector Foundation Uganda wishes to recruit (3) additional staff to fill the positions of Scheme Officers in the Gulu project office.
Main Duties and Responsibilities
The major task under this contract is to intensify support to the Micro, Small, Medium Enterprises (MSMEs), associations and cooperatives by providing far improved hand-holding services and encouraging them to participate in the economic recovery of the region. Specifically the Scheme Officer will among others;
Identify, Interview and provide technical assistance to potential clients for support under BUDS.
Provide Private Sector enterprises with basic guidance in defining their business needs and available support.
Review and Evaluate client’s proposal and claims for grants while ensuring value for money for all supported activities under the project.
Participate in the Scheme promotion activities within the PRDP sub-regions to increase awareness and outreach. Participate in the preparation of proposals aimed at attracting business development services, skills development and capital investment related activities for clients in the PRDP.
Requirement:
Minimum Professional Qualification Candidates must be university graduates with a degree in Economics, Engineering, Law OR a degree in a Business related field from a reputable institution. In addition they should demonstrate:
Proven ability to understand, analyze and evaluate the operations of individual businesses, in a multi-sectorial business environment.
Ability to work independently for extended periods without direct supervision while meeting targets and deadlines.
Financial and Value Chain analysis experience.
Excellent computer skills including but not limited to MS Word, Excel, MS. Project & Power Point.
Additional project related knowledge and qualifications in post conflict management and sensitivity will be of added advantage.
Minimum Prior Experience
A minimum of three years experience; two of which should have been spent working with donor funded, large business and or international agency in post conflict regions. Reporting
For day to day activities the Scheme officer will report to the Scheme Manager BUDS-DFID.
