Regional Project Manager for Sub-Saharan Africa

The position: This position is intended to enhance project performance, as well as CIP's overall ability to manage bilaterally funded projects. The SSA Regional Project Manager (SRPM) will have extensive experience in donor-funded projects. He/she will have the ability to improve SSA-wide policies and systems to become more transparent and accountable vis-à-vis donor requirements. Within this context, the SRPM will also ensure that SSA policies and systems are compliant with CIP-Lima's requirements. Within the context of Project Management, the SRPM will have a proactive role, supporting the PI's in project performance. This includes forward planning, as well as evaluating current performance. A secondary role is to ensure that all SSA offices follow best practices in administration and accountability within the above-mentioned context.
In this context, the position will be initially based in Kampala, Uganda and report directly to the Regional Operations Leader. The SRPM will work closely with the Liaison Scientist in charge of each office, as well as with the Regional Accountant and other colleagues.

Duties and Accountabilities:

Managerial/Administrative:

    Assist in general management of the Uganda office
    Assist Liaison Scientists and PIs in general management of Project Offices
    Ensure adequate staff for all admin functions including: logistical support for conferences and workshops; meetings, and trainings
    Ensure all procedures, templates are standardized across SSA
    Ensure each country is in compliance with local tax and labor law
    Ensure that all countries introduce asset management procedures that include periodic physical checks, ie, reconciling reports with actual existence
    Ensure that monthly property purchase reports are undertaken
    Administer and manage efficient utilization and maintenance of project resources, including vehicles, computers, office equipment and other physical assets
    Ensure that records are kept regarding staff custody of asset title documents
    Advise the ROL and PIs on policy issues concerning administration and finance.

    Budgeting/Financial:
    Provide technical reports -Microsoft Project software
    Monitor and track subcontractor deliverables and performance
    Manage training for subcontractors in financial best practices, and/or CG-specific practices, and/or donor required financial reporting
    Responsible for financial accounting system across all project or country offices, including managing cash flow, tracking expenditures and preparing monthly financial reports
    Assist ROL in preparing local budget projections when needed
    Oversee reconciliation of bank records and preparation of monthly bank account reports;
    Undertake routine and un-announced audits of each country's cash accounts
    Assist with VAT reimbursement and assess needs in each country given hosting arrangements
    Prepare financial reports of local expenses by category (line items) as requested;
    Project, monitor, and assure replenishment of cash in bank accounts

    Selection Criteria
    Master's Degree (MBA), Chartered Accountant or CPA.
    At least, ten years of experience as admin manager, controller of large business concerns or projects.
    Experience in project management and familiarity with donor funded project requirements
    MS Project proficiency and ability to compile financial reports for donors and main stakeholders.
    Strong knowledge and understanding of labor law, and revenue authority.
    Strong communication and writing skills in English and demonstration of competency in other languages (desirable).

Main tasks

The Postdoctoral Fellow (Agricultural Economic and Policy Expert) will report to the Director for East Africa, Social Sciences and Agri-business and the Director of central Africa under the direct supervision of the IITA CIALCA Project Coordinator and IFPRI Senior Economist based in Uganda. He/she will be responsible for the socio-economic research under the CIALCA+ project and for the policy analysis and policy action under the new policy project in Uganda. More specifically, he/she will:

    Undertake adoption and ex-post impact assessment studies of technologies, in particular within the framework of the CIALCA+ project
    Contribute to outcome and impact mapping for IITA’s projects in Central Africa
    Lead teams for the analyses of production systems and market dynamics for agricultural products for IITA mandate regions
    Participate in socio-economic studies for targeting and scaling out/up in CRPs, in particular CRP1.2; CRP3.4, and CRP2.
    Publish findings from research results in peer-reviewed journals and disseminate through participation in international conferences and meetings
    Foster relationships with a wide range of partners (national and international) including policy makers
    Contribute to capacity building through the supervision of graduate students in collaboration with universities
    Develop training materials on business planning and marketing for target groups
    Contribute to the development and implementation of a new policy project on sustainable agricultural intensification e in the region.

Educational Qualifications
PhD in agricultural economics, economics, or development economics from a highly recognized university.

Core Competencies:

    Knowledge of production economics, adoption and impact, and value chain analysis;
    Knowledge of rigorous RCT techniques for impact studies, mathematical modeling methods and software (e.g. GAMS) and/or econometric techniques and software (e.g. STATA, Stochastic frontier, Limdep, SPSS, etc);
    Demonstrated ability to write and publish journal articles;
    Ability to work independently in a multidisciplinary and multi-cultural environment.
    Excellent spoken and written English. Fluency in French would be an added advantage.

Position/Responsibilities
The postdoctoral fellow in the Cassava Unit of IITA will support cassava breeding and regional testing of elite cultivars across several sites in Malawi, Mozambique, Kenya, Tanzania and Uganda under the BMGF project on new cassava varieties and clean seed (5CP).

    Assist the Project Manager in day to day management of the project
    Liaise closely with all project sub-grantees
    Manage the implementation of the regional germplasm evaluation trial, working closely with the NARS Principal Investigators
    Contribute to the training and capacity building of partners in cassava germplasm development and testing as well as in the preparation of training materials.
    Analyze data recorded in multiple locations across seasons using appropriate statistical software packages, prepare reports and draft manuscripts for publication in scientific journals.
    Contribute to the preparation of project reports and new proposals for funding.
    Perform any other duties assigned by the supervisor.

Educational Qualifications and experience
The candidate should have a PhD in Plant Breeding or related fields, preferably with at least two years of experience in cassava/root and tuber crops research and development.

Core Competencies:

    Experience in collecting, processing, and analyzing experimental data recorded in field trials with relevant statistical software packages is required.
    Experience in conducting field trials using standard and incomplete block designs
    Experience in managing large datasets recorded from field trials
    A proven track record in publishing research results in peer-reviewed journals
    Proficient in spoken and written English
    Good inter-personal skills and ability to work in multi-disciplinary and multicultural settings

LOCATION:

ESSENTIAL QUALIFICATIONS AND SKILLS:

The HIV/AIDS Program Officer must meet a level of qualification and exhibit a mix of skills and capabilities, including:

    Educational requirement: Diploma in Community Development , Social Work , Health Education or a clinical degree such as nursing or midwifery
    Minimum three years experience implementing a HIV/AIDS project in Uganda, preferably a community-based HIV/AIDS project.
    Demonstrated technical knowledge in HIV/AIDS topics, including HCT, PMTCT, ART Therapy, PHDP and home-based care; prior HIV/AIDS technical experience essential.
    Background in training community-owned resource persons in HIV/AIDS prevention, care, and support.

    Advanced computer skills, including the ability to type quickly and to use Microsoft Office products, email, and internet; ability to operate a scanner/printer machine.
    Ability to prioritize and handle multiple tasks simultaneously.

    PRIMARY RESPONSIBILITIES:

You will be required to implement long-term vision and strategic planning to achieve significant impact from a major program unit.
