WellShare International is an international U.S.-based non-governmental organization headquartered in Minneapolis, Minnesota whose mission is to improve the health of women, children and their communities around the world. In anticipation of the CSF award for Scaling up HIV/AIDS Prevention Services project in Arua District, WellShare is recruiting for the following position: HIV/AIDS Program Officer.

POSITION DESCRIPTION:

Acts as key field-level implementer of HIV/AIDS project activities under WellShare's at Scaling up HIV/AIDS Prevention Services in Arua District project at district level. Works closely with each member of the district-level WellShare team to accomplish HIV/AIDS implementation responsibilities. Collaborates with district stakeholders, sub-partners and volunteers in implementation of HIV/AIDS activities in district.

LOCATION:

The position is based in Arua with frequent travel within the district. The HIV/AIDS Program Officer may also travel outside the district based on project and organizational needs.

ESSENTIAL QUALIFICATIONS AND SKILLS:

The HIV/AIDS Program Officer must meet a level of qualification and exhibit a mix of skills and capabilities, including:

    Educational requirement: Diploma in Community Development , Social Work , Health Education or a clinical degree such as nursing or midwifery
    Minimum three years experience implementing a HIV/AIDS project in Uganda, preferably a community-based HIV/AIDS project.
    Demonstrated technical knowledge in HIV/AIDS topics, including HCT, PMTCT, ART Therapy, PHDP and home-based care; prior HIV/AIDS technical experience essential.
    Background in training community-owned resource persons in HIV/AIDS prevention, care, and support.
    Familiarity with the Uganda district health system,.
    Understanding of best practices in psychosocial support and behavior change communication, MARPS HIV prevention, and experience in application thereof.
    Ability to produce high-quality written documents, including reports to line managers and district stakeholders.
    Experience budgeting and planning for field activities.
    Experience implementing M&E activities for HIV/AIDS according to an M&E plan.
    Advanced computer skills, including the ability to type quickly and to use Microsoft Office products, email, and internet; ability to operate a scanner/printer machine.
    Ability to prioritize and handle multiple tasks simultaneously.
    Ability to ride on and/or operate a motorbike for great distances.
    Sensitivity to gender.
    Strong commitment to improve the health of the community.
    Fluency in English (written & spoken); proficiency in Lugbara preferred.

    PRIMARY RESPONSIBILITIES:
    Assists Program Manager in rolling out training and capacity building activities and with planning quarterly, monthly and annual review meetings
    Leads HIV prevention activities among MARPs activities at sub-county level, contributes to development of BCC strategy for the project and development of communication materials and messages
    Supports Program Manager in sub-partner related project activities, support supervision, and technical oversight of partners
    Collaborates with district stakeholders in implementation of HIV/AIDS activities in district.
    Submits high-quality programmatic reports, drafts activity budgets and obtains budget approval prior to implementation.
    Demonstrates transparency and accountability in all areas of work.
