1. UNV Post Title: ENVIRONMENTAL MANAGEMENT SPECIALIST
2. Project Title: Environmental management in Refugee and IDP hosting areas
3. Duration: 1 year

6. Brief Project Description: To integrate environmental consideration in the
refugee and IDP operation at the field level.
7. Host Agency/Host Institute: UNHCR Uganda
8. Description of Duties:
Under the overall supervision of the Senior Programme Officer in Kampala, with technical support from
UNHCR’s Technical Support Section (TSS), and in close collaboration with relevant Government
Departments, and implementing partners, the environmental coordinator will perform the following duties
and functions:
1. Coordinate UNHCR environmental, forestry, agro forestry energy, and awareness raising related
activities in accordance with UNHCR policies and priorities;
2. Act as focal point and liaison officer for all matters related to environmental activities amongst
different sectors within UNHCR, and between UNHCR, the local authorities, and implementing
partners. Harmonize and coordinate the work of those agencies dealing with environmental
projects;
3. Assess environmental conditions in refugee- and IDP-hosting areas, and assess how and to what
extent those conditions are affected by the presence of refugees and IDP’s. Define main areas of
environmental concern (e.g. deforestation, rangeland degradation, soil erosion, water
conservation, agriculture, etc.);
4. Support the establishment of a local Environmental Task Force consisting of UNHCR, the District
and local Government, implementing partners, local community and IDP and refugee
representatives.

5. Identify ways and means of reducing or arresting the impact of refugee and IDP’s on the
environment, and formulate specific projects in the field of energy conservation, awareness
raising, agro forestry, forest management, erosion control, soil and water conservation and
sustainable agriculture.
6. In collaboration with UNHCR Offices, IUCN, CARE International, Technical Support Section
(TSS) of UNHCR HQ and the Task Force, prepare/follow up upon a detailed environmental action
plan for mitigation and rehabilitation measures of refugee and IDP hosting areas, including
approaches to be taken during camp management.
7. Provide guidance to UNHCR and Partners on the issues related to post-repatriation rehabilitation
in the refugee and IDP hosting areas.
8. Supervise and monitor the implementation of environmental and agricultural projects
administered by UNHCR and its partners;
9. Prepare consolidated reports on environmental related activities of the project, to be submitted to
the Representative and TSS at headquarter.
10. Organize training workshops for government and NGO partners on
• Promotion of Volunteerism
As a UNV volunteer, you are expected to promoting volunteerism and engaging in volunteering
activities. As such you are encouraged to:
• A first step is to strengthen your knowledge and understanding of the concept of
volunteerism by reading relevant UNV and other publications and taking active part in
UNV activities and also to get acquainted with traditional and/or local forms of
volunteerism in the host community.
Specific ways to promote volunteerism include:
• Networking and building relationships with local organizations, groups or individuals
and support and/or participate in local volunteering initiatives;
• Encouraging and mobilizing co-workers, fellow UNV volunteers and members of the
local community to play an active part in the development of their community;
• Contributing articles/write-ups on field experiences and submit for UNV
publications/websites, newsletters, press releases, etc.;
• Initiating and/or participate in local volunteer groups. Assist them in submitting stories,
experiences to the World Volunteer Web site;
• Promoting or advising local groups in the use of OV (online volunteering), or
encourage relevant local individuals and groups to use OV whenever technically
possible.

Online Volunteering

Underlying all activities of the United Nations Volunteers (UNV) programme today is the commitment to support sustainable human development globally through the promotion of volunteerism; to embrace and promote volunteer action in all its diversity; and to enhance opportunities for all people to participate. Within the overarching framework of the Millennium Development Goals, UNV’s work focuses on three broad areas: mobilizing volunteers; stimulating national policy development on volunteerism; and international advocacy.

In recent years, UNV has launched several initiatives to respond to demand and opportunities for engaging a wider group of citizens to volunteer for development both locally and internationally. While UNV continues to assign some 5,500 UN Volunteers every year to support communities and organizations in programme countries, it also hosts and manages the Online Volunteering (OV) service.

Established in March 2000, the OV service connects organizations working in or focused on developing countries with a diverse, abundant pool of people from all over the world who possess a variety of talents, skills and expertise. For many of the participating organizations, online volunteers present a tremendous and much-needed resource by helping the organizations to stretch on-site resources even further, serve more people, and build upon their capacities in a variety of skills. Online volunteers also benefit from this exchange. It is a perfect channel for people who want to volunteer, but cannot take time off work or studies, be away from their families or other commitments. Not only do they learn about other cultures and countries, they also gain knowledge on the many issues faced by those living in the developing world.

By volunteering online, they can exercise skills they are learning in school or in the workplace. It also provides the opportunity to take on roles and assume responsibilities not always provided by their professional or academic life. It may equally grant an expatriate to reconnect with and provide help to his or her country. While online volunteers are active in many diverse activities, some examples of their work include providing online tutorials in various academic and technical areas, offering professional expertise and advice, researching topics and gathering related data, building databases, editing and preparing press releases and proposals, creating web pages, designing brochures and newsletters, managing other online volunteers, and translating documents.

To date, this initiative has involved some 600 organizations. An estimated 30,000 people have joined the OV service, with more than half engaging in an assignment. Reaffirming UNV’s commitment to promoting South-South cooperation, approximately 55 percent of the organizations participating in the OV service are based in the developing world, as are 45 percent of the online volunteers.

Rules of conduct

Undertake duties and conduct themselves in the interest of the UN and the government they are serving;

   1. Guided by the motivation to devote their knowledge and abilities without regard to financial benefit and towards realizing the broad objectives laid down by the UN Charter;
   2. UNVs and their dependents will not engage in any activity that is detrimental to the proper performance of the UNV’s duties;
   3. UNVs will not engage in any political activity that may be inconsistent with the independence and impartiality of UN-affiliated persons;
   4. Except in the normal course of official duties or with prior explicit approval of the UNV Executive Coordinator and/or the UNDP Resident Representative, UNVs will not:

          o Issue statements to the press or other agencies of public information
          o Release visual information publication
          o Submit articles, books or other material for publication
          o Take part in mass communication activities such as film, radio, or television productions which are related to project activities or interests of the UN or the host country

   1. UNVs will, at all times, respect the laws, moral codes, and traditions prevailing in the country;
   2. UNVs will neither seek nor accept instructions from any government or from any other authority external to the UN. UNV will receive work-related instructions from designated officials, as appropriate;
   3. UNVs are not authorized to accept or undertake outside jobs during the assignment;

                o Dependants may accept employment in accordance with regulations of the host country

Description of Duties:
Under the overall supervision of the UNHCR Community Services Officer, the National
HIV/AIDS Officer is expected to perform the following functions:
Programme Planning
• Develop and finalize HIV/AIDS objectives and priorities in accordance with national and
international standards;
• Actively participate in programme planning by undertaking needs assessments,
monitoring and evaluation of current activities;
• Analyze and comment on reports presented by UNHCR implementing and/or operation
partners and together with the Community Services Officer, Health Coordinator, and
Programme Officer prepare and finalize all HIV/AIDS-related implementing instruments;
• Continually update the office, including the field offices on HIV/AIDS and reproductive
health-related documents, standards, practices, and policies;
• Advise the UNHCR office regarding all HIV/AIDS issues related to the refugee
programmes and about measures to take with regard to possible influx of refugees, as well
as, in the context of repatriation for those caseloads who may be returning;
• Ensure that particular attention is given to the support of local HIV/AIDS activities in
order to appropriately compensate for the added burden of services for refugees;
• Participate in coordination and planning programme meetings for the various funding
mechanisms including GLIA, GFTATM, and PEPFAR;
• Draft proposals for funding as required;
Programme Implementation and Monitoring
• Undertake regular mission to refugee sites in order to analyze, monitor, evaluate, and supervise
the implementation of HIV/AIDS service delivery;
• Organize and conduct timely monitoring and evaluation meetings with implementing partners
regarding their HIV/AIDS project implementation, in accordance with the UNHCR
Programming cycle;
• Organize the collection, analysis, and distribution of study findings and possible epidemiological
information regarding HIV/AIDS related Reproductive Health aspects among refugees. This
will include coordinating evaluation exercises, surveys, and studies;
• Organize ongoing training/familiarization sessions for refugees, NGOs, and where possible,
UNHCR staff on HIV/AIDS-related matter. Particular attention should be paid to supporting
refugee qualified personnel and local NGOs, strengthening their capacity;
Coordination
• Act as a focal point with regards to Ministry of Health, and Uganda AIDS Commission, and
disseminate MOH/UAC protocols and or UNHCR/WHO/UNAIDS standards and policies
among implementing partners, particularly for all matters of public importance;
• Attend the UNAIDS Theme Group, as well as, technical Committee meetings, as required;
• Attend all HIV/AIDS-related working groups with a view to include refugees on the
national agenda, as well as, in donor programmes;
• Provide guidance and supervise and coordinate the activities of UNHCR implementing and
operational partners involved in HIV/AIDS programmes;
Reporting
• Prepare regular reports to be shared with UNHCR offices concerned and partners, as
appropriate; and
• Ensure the UNHCR Senior Management is informed of all relevant information by
preparing notes for the record on meetings, as well as, mission reports.

Brief Project Description & Conditions of Living:
• The project entails comprehensive HIV services to refugees, host communities, internally

and wellbeing of UNHCR’s beneficiaries. Activities will be carried out in 11 refugee
settlements in Uganda among over 200,000 refugees of Sudanese, Congolese, Rwandese,
Burundian, and Ethiopian origin. They include prevention, treatment, care and support as
well as referral, and require close collaboration with multiple UNHCR Implementing
Partners who directly operate activities in the settlements. The project also bears linkages
with other programs within UNHCR such as Protection, Gender based violence and
Education to promote synergies and ensure efficient and effective multi-sectoral
programming.

offices.

Duties and Responsibilities

Summary of Key Functions:
