1. Monitoring, Evaluation & Research (MER) Manager
-1 position based in Kampala
Purpose: To lead Monitoring, Evaluation & Research (MER) initiatives for Plan Uganda's programmes and manage the MER team.
The position is responsible for planning and implementation of all MER activities, including development of systems, processes and an organisational culture that delivers evidence-based programmes.
Main Responsibilities/key result areas
1. Establishes and continuously improves systems and processes that ensures quality documentation, monitoring and evaluation of programme effectiveness to inform evidence-based programming and organisational learning
2. Maintains the organisation's Corporate Project Planning System, ensure the system is effectively used as per laid down policies and liaises with the region and International Headquarter on system maintenance and development
3. Leads planning, budgeting and implementation of all Monitoring, Evaluation & Research initiatives in line with the MER Framework in the Country Strategic Plan
4. Design and conduct research initiatives to inform programmes and advocacy for children's rights working closely with Programme Specialists and partners including developing a research agenda
5. Lead the Monitoring, Evaluation & Research Team based in the country office and in the field including supervision and performance management
6. Provide technical assistance to programme specialists in programme and project design in relation to M&E, including, objective and indicator development, monitoring systems and evaluation design
7. Facilitate Training and Development activities, on Monitoring, Evaluation & Research for programme staff and partners
8. Facilitates internal and external learning and increase accountability by establishing effective working relationships with development partners and government agencies on aid effectiveness issues.
9. Liaise with other offices in Plan - National Organisations, International Headquarter and other countries on Monitoring, Evaluation & Research
10. Represent the organisation at national level on matters relating to Monitoring, Evaluation & Research and aid effectiveness.
Essential Competencies and Experience
o Master's degree (preferred) in Development, Social Sciences
or its equivalent o Significant training /background and professional training in MER
o At least 8 years managerial and/or advisory experience in Monitoring, Evaluation & Research in the development sector
o Knowledge of environment and current effective practices in Monitoring, Evaluation & Research in the development sector, internationally and in Uganda.
o Demonstrated experience in designing and conducting research initiatives, case studies and professional documentation
o Demonstrable abilities in planning, budgeting and management
o Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams Specific skills
o Design of Monitoring, Evaluation systems and processes for rights-based programmes
o Documentation and organisational learning
o Statistics and database management

2. Monitoring, Evaluation & Research (MER) Coordinator
- 1 position based in Kampala
Purpose: To act as a resource in the country office MER team and coordinate monitoring, evaluation and research initiatives at national and district levels and to provide technical assistance and training of programme staff in planning, design and implementation of MER activities to support organizational learning.
Main Responsibilities/key result areas
1. Coordinates the implementation of monitoring, evaluation & research initiatives at national and district levels.
2. Leads development of indicators, monitoring frameworks, tools and guidelines for all country programmes and projects at national and district levels.
3. Leads development and design of all research projects in Plan Uganda working closely with the technical specialists' team.
4. Supports design and delivery of major evaluation and monitoring initiatives, including programme and project baselines and evaluation of the country strategic plan.
5. As a member of the MER team, advises management and programme staff on monitoring, evaluation & research.
6. Facilitates Training and Development activities and provides coaching and mentoring for programme staff in monitoring, evaluation & research for Plan and partner staff.
7. Facilitates organisational learning in the country by developing, collecting and disseminating relevant internal and external program information on monitoring, evaluation & research.
8. Prepares reports on Plan Uganda's monitoring, evaluation & research initiatives for internal and external use.
Essential Competencies and Experience
o Bachelor degree in Development studies, Social Sciences or its equivalent
o Significant training /background and professional training in MER
o At least 3 years in design and implementation of MER initiatives
o Knowledge of environment and current effective practice on MER approaches
o Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams
o Willingness to undertake extensive travel and missions throughout Uganda (at least 30% of time)
Specific skills
o Monitoring and evaluation of rights-based programmes
o Design and coordination of research projects
o Strong strategic and analytical thinking
o Excellent interpersonal, and communication (verbal and written) skills
o Advanced computers skills in Excel, MS Access, SPSS and other statistical packages Personal Attributes:

3. Agricultural Development Specialist
- 1 Position based in Kampala
Purpose: To act as a resource to the planning, implementation, learning and evaluation of country program strategies with the aim of continuously improving the quality of Agricultural Development and food security programming. He/she will lead on programme design, advocacy, research, and capacity building in this technical field in Plan Uganda.
Main Responsibilities / Key Result areas
1. Leads the design, monitoring, implementation and evaluation of child-centered programmes and projects relating to Agricultural Development and Food Security.
2. Provides support in the design, implementation, monitoring and evaluation of child-centered programmes and projects on Agricultural Development and Food Security
3. Supports resource mobilization and the development of grant proposals relating to Agricultural Development and Food Security
4. As a member of the Programme Support team, advises management and programme staff on Agricultural Development and Food Security
5. Facilitates Training and Development activities, provides coaching and mentoring on Agricultural Development and Food Security for Plan and partner staff
6. Develops, collects and disseminates relevant internal and external program information on Agricultural Development and Food Security
7. Liaises with other offices in Plan - National Organisations, International Headquarter and other countries on Plan Uganda's Agricultural Development programmes.
8. Represents Plan at national level on matters relating to Agricultural Development programming and networks within and outside of Plan to raise Plan's profile and improve Plan programme quality
9. Develops and/or supports partnerships and cooperation with other organisations at national level on child-centred activities and interventions relating to Agricultural Development programming.
10.In all of the above, promote the integration of Agricultural Development and Food Security programmes with other Plan programme sectors.
Essential Competencies and Experience
Master's degree in Agriculture or its equivalent, background and professional training on programming and/or in related field
At least 5 years of relevant experience at managerial or technical advisory level
Demonstrable abilities in planning, budgeting and management
Excellent interpersonal/communication skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams
Skilled in the use of computer software.
Willingness to undertake extensive travel and missions throughout Uganda (at least 30% of time)
